CALL TO ORDER Chair Owen called the meeting to order at 1:30PM. 2. ROLL CALL Present 4 - Chair Jeffrey Owen, Vice Chair Thomas LaPenna, Commissioner Wayne Downey Ph. D, and Commissioner Jeremy Newton Absent 3 - Commissioner Scott McWhorter, Commissioner Yvonne Rawhouser, and Commissioner Andrew Smith 3. STATEMENTS OF ABSTENTION NONE 4. STUDY SESSION 4.1 REVIEW OF FY 2023/24 PROPOSED HOUSING AUTHORITY BUDGET The purpose of this Study Session is to provide an overview of the draft FY 2023/24 budget for the Housing Authority’s (Authority) review and commentary. Kate Goldfine, Administrative Services Officer, and Megan Basinger, Executive Director, gave a presentation and answered Commissioner questions. Public Comments: Duane DeWitt made comments regarding carry over funding and new approaches to managing public housing. 4.2 FISCAL YEAR 2023-24 NOTICE OF FUNDING AVAILABILITY PRIORITIES This study session is intended to update the Housing Authority on the anticipated funds available for Fiscal Year 2023-2024 and receive feedback from the Housing Authority Commissioners. City of Santa Rosa Regular Meeting Minutes Page 2 of 4 Housing Authority Regular Meeting Minutes - Final April 24, 2023 Nicole Del Fiorentino, Housing and Community Services Manager, and Marc Hughes, Program Specialist, gave a presentation and answered Commissioner questions. Megan Basinger, Executive Director, assisted in answering Commissioner questions. Public Comments: Duane DeWitt made comments regarding affordable housing for extremely low income residents in the area and the use of RHNA data in the past. Jocelyn Lin, Director of Housing Development for Burbank Housing, made comments about the upcoming NOFA cycle and the projects that Burbank Housing has in the pipeline, and requested consideration for funding regarding a Phase 3 of projects Burbank can develop for the City. Peter Schellinger, Waterstone Residential, made comments regarding a joint venture with Burbank Housing and prioritizing disaster projects that are being considered in the NOFA. 5. PUBLIC COMMENTS (ON NON-AGENDA ITEMS) Duane DeWitt made comments regarding his volunteer service to the community and previous plans in the City for housing very low income members of the community. 6. APPROVAL OF MINUTES 6.1 Draft Minutes - March 27, 2023. Approved as submitted. 7. CHAIRPERSON/ COMMISSIONER REPORTS NONE 8. EXECUTIVE DIRECTOR REPORTS/ COMMUNICATION ITEMS: 9.1 COMMUNICATION - PENDING DEVELOPMENT PIPELINE UPDATE Provided for information only. Megan Basinger, Executive Director, made comments regarding the sale of the Bennett Valley Senior Center to Freebird Development and the thirty project based vouchers for the site, Caritas Homes completion of phase one and leasing up of thirty project based vouchers at the site, the opening of the Housing Choice Voucher waiting list in June, the current Pipeline Development report, and answered Commissioner questions. Public Comment: Duane Dewitt made comments regarding the types of assistance offered to veterans and how this is reflected in the Pipeline update. 10. CONSENT ITEMS 10.1 RESOLUTION - BUDGET APPROPRIATION OF FUNDS IN THE AMOUNT OF $43,000 FOR REHABILITATION OF 983 SONOMA AVENUE RECOMMENDATION: It is recommended by the Housing and Community Services Department that the Housing Authority, by resolution, appropriate $43,000.00 in Fiscal Year 2022/2023 reserves in Fund 2279 (Brookwood Property Maintenance) for rehabilitation work at 983 Sonoma Avenue. Chair Owen and Commissioner Downey requested clarification regarding the Consent item. Megan Basinger, Executive Director, responded to Commissioner questions. Public Comment: None A motion was made by Vice Chair LaPenna, seconded by Commissioner Downey Ph. D, to waive reading of the text and adopt: City of Santa Rosa Regular Meeting Minutes Page 4 of 4 Housing Authority Regular Meeting Minutes - Final April 24, 2023 RESOLUTION 1756 ENTITLED: RESOLUTION OF THE HOUSING AUTHORITY OF THE CITY OF SANTA ROSA APPROPRIATING FUNDS IN THE AMOUNT OF $43,000 FOR REHABILITATION WORK AT 983 SONOMA AVENUE. The motion carried by the following vote: Yes: 4 - Chair Owen, Vice Chair LaPenna, Commissioner Downey Ph. D and Commissioner Newton Absent: 3 - Commissioner McWhorter, Commissioner Rawhouser and Commissioner Smith 11. REPORT ITEMS NONE 12.
