CALL TO ORDER AND ROLL CALL Chair Weeks called the meeting to order at 4:30 p.m. Rollcall Present 6 - Chair Karen Weeks, Vice Chair Julian Peterson, Commissioner Charles Carter, Commissioner Vicki Duggan, Commissioner Jeffrey Holton, and Commissioner Patti Cisco 2. APPROVAL OF MINUTES None. 3. PUBLIC COMMENTS None. 4. COMMISSION BUSINESS 4.1 STATEMENT OF PURPOSE Chair Weeks read aloud the Statement of Purpose. 4.2 COMMISSIONER REPORTS Commissioner Carter reported about the Waterways Advisory Committee. 4.3 OTHER (i.e. VICE CHAIR ELECTION, NEW MEMBER INTRODUCTIONS) Chair Weeks appointed Commissioner Carter to the Subdivision Committee. Chair Weeks reported about the Santa Rosa Memorial Hospital Neighborhood meeting, that is held quarterly. 5. DEPARTMENT REPORTS Staff Liaison Jones reported. 6. SCHEDULED ITEM(S) 8.1 PUBLIC HEARING - 2023-2031 HOUSING ELEMENT/WINTER GENERAL PLAN AMENDMENT PACKAGE BACKGROUND: Public hearing and recommendation to the Council approval of a General Plan Amendment for the City of Santa Rosa’s 2023-2031 (6th cycle) Housing Element. The Housing Element includes a housing needs assessment, evaluation of the existing housing element, housing site inventory analysis, fair housing assessment, potential and actual government constraints analysis, analysis of the Growth Management Ordinance, and housing implementation goals, policies, and programs to support housing production, housing affordability, and housing for special needs populations, among other topics. RECOMMENDATION: It is recommended by the Planning and Economic Development Department that the Planning Commission hold a public hearing, provide comments, and adopt a Resolution recommending that the City Council adopt the 2023-2031 Housing Element and an Addendum to the General Plan Environmental Impact Report. The City Council will consider final adoption on February 14th, 2022. PRESENTED BY: Amy Lyle, Supervising Planner Supervising Planner Lyle, Senior Planner Guerrero Auna, and Consultant Cynthia Walsh presented. Supervising Planner Lyle paused the presentation and responded to Commissioner inquiries. Supervising Planner Lyle continued the presentation. Staff responded to Commissioner inquiries. Chair Weeks closed the public hearing at 5:58 p.m. A motion was made by Commissioner Cisco, seconded by Commissioner Carter, to waive reading of the text and adopt: RESOLUTION NO. ENTITLED PC-2023-003: RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ROSA MAKING FINDINGS AND DETERMINATIONS AND RECOMMENDING THAT THE CITY COUNCIL (1) ADOPT THE ADDENDUM TO THE GENERAL PLAN EIR AND (2) ADOPT A GENERAL PAN AMENDMENT TO UPDATE THE HOUSING ELEMENT OF THE GENERAL PLAN FOR THE PERIOD OF 2023-2031, AFFIRMATIVELY FURTHER FAIR HOUSING, COMPLIANCE WITH STATE HOUSING ELEMENT LAW, AND (3) AUTHORIZE STAFF TO SUBMIT THE ADOPTED HOUSING ELEMENT TO THE CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT FOR CERTIFICATION. The motion carried by the following vote: Yes: 6 - Chair Weeks, Vice Chair Peterson, Commissioner Carter, Commissioner Duggan, Commissioner Holton and Commissioner Cisco 9.
