CALL TO ORDER AND ROLL CALL Chair Weeks called the meeting to order at 4:30 P.M. Rollcall Present 5 - Chair Karen Weeks, Vice Chair Vicki Duggan, Commissioner Jeffrey Holton, Commissioner Julian Peterson, and Commissioner Terrence Sanders Absent 2 - Commissioner Charles Carter, and Commissioner Patti Cisco 2. APPROVAL OF MINUTES None. 3. PUBLIC COMMENTS Cliff Wigham made a comment in regards to the Roberts District and issues with zoning. 4. COMMISSION BUSINESS 4.1 STATEMENT OF PURPOSE Chair Weeks read aloud the Statement of Purpose. 4.2 COMMISSIONER REPORTS None. 4.3 OTHER (i.e. VICE CHAIR ELECTION, NEW MEMBER INTRODUCTIONS) None. 5. DEPARTMENT REPORTS Staff Liaison Jones reported. 6. STATEMENTS OF ABSTENTION BY COMMISSIONERS None. 7. REPORT ITEMS 8.1 REPORT - REQUEST TO PHASE ROSELAND VILLAGE SUBDIVISION (TIERRA DE ROSAS) TENTATIVE MAP - 665 & 883 SEBASTOPOL ROAD BACKGROUND: The project includes a request to phase the previously approved Roseland Village Subdivision also known as Tierra de Rosas Tentative Map which subdivides a 7.41-acre site into five lots to accommodate 175 multi-family units, including 75 affordable units, a civic building, marketplace, and a 1-acre public plaza. The project is exempt from the California Environmental Quality Act (CEQA). PRESENTED BY: Amy Nicholson, Supervising Planner Ex Parte Disclosures: None. Supervising Planner Nicholson presented. Chair Weeks opened and closed the public comment period at 4:45 A motion was made by Commissioner Holton, seconded by Vice Chair Duggan, to waive reading of the text and adopt: RESOLUTION NO. PC-2023-022 ENTITLED: RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF SANTA ROSA APPROVING THE REQUEST TO PHASE THE ROSELAND VILLAGE (TIERRA DE ROSAS) SUBDIVISION LOCATED AT 665 AND 883 SEBASTOPOL ROAD - ASSESSOR’S PARCEL NUMBERS 125-111-037 AND 125-101-031 The motion carried by the following vote: Yes: 5 - Chair Weeks, Vice Chair Duggan, Commissioner Holton, Commissioner Peterson and Commissioner Sanders Absent: 2 - Commissioner Carter and Commissioner Cisco 9. Duties include implementing of plans, ordinances and policies relating to land use matters; assisting in writing and implementing the General Plan and area plans; holding public hearings and acting on proposed changes to the Zoning Code, Zoning Map, General Plan, tentative subdivision maps, and undertaking special planning studies as needed. 4.2 COMMISSIONER REPORTS 4.3 OTHER (i.e. VICE CHAIR ELECTION, NEW MEMBER INTRODUCTIONS) None. 5.
