CALL TO ORDER AND ROLL CALL Mayor Schwedhelm called the meeting to order at 9:13 AM. Present: 3 - Tom Schwedhelm, Victoria Fleming and John Sawyer 2. ANNOUNCEMENTS 3. PUBLIC COMMENTS None. 4. APPROVAL OF MINUTES 4.1 August 7, 2020 - Draft Minutes Attachments: Draft Minutes Approved as submitted. 5. NEW BUSINESS 5.1 SANTA ROSA FIRE DEPARTMENT RECRUITMENT AND DIVERSITY STRATEGIC PLAN Staff will present the Santa Rosa Fire Department Recruitment and Diversity Strategic Plan. This plan will guide the Fire Department into the future to address the improvement of both recruitment of qualified entry level candidates and the diversity of the organization. This plan provides short, mid, and long-term solutions to both identified improvement opportunities through a strategic adaptation to cultural and generational norms as well as a long-term, upstream investment in the community. City of Santa Rosa Regular Meeting Minutes Page 2 of 5 Public Safety Subcommittee Regular Meeting Minutes - Final September 25, 2020 PUBLIC COMMENT Roman made a comment regarding the recent bill that was passed regarding formerly incarcerated individuals in the fire service and recommended recruiting undocumented residents, along with protection. Carla Wiking thanked SRFD for making this effort to improve recruitment and suggests allowing flexibility for candidates who have a minor record. Shirley Cheale thanked SRFD for their work and suggested reaching out to SAY, the local foster system, and local homeless youth. Colin Metcalfe (he/him) thanked the SRFD for their hard work in the community and echoed Roman's comment to increasing recruitment with marginalized groups and CalFire incarcerated service members who live locally. Mayor Schwedhelm recessed the meeting at 10:21 AM and reconvened at 10:30 AM. Present: 3 - Tom Schwedhelm, Victoria Fleming and John Sawyer 5.2 SANTA ROSA FIRE DEPARTMENT VEGETATION MANAGEMENT PLAN Staff will present historical content regarding our wildland urban interface and how the Community Wildfire Protection Plan (CWPP) can be used to mitigate the risks associated with wildfires in and around it. Key actionable items from the CWPP will be highlighted as the foundation of our new vegetation management program for the City of Santa Rosa. Attachments: Presentation Scott Moon, Division Chief Fire Marshall, and Paul Lowenthal, Assistant Fire Marshall gave a presentation and answered Subcommittee member's questions. City of Santa Rosa Regular Meeting Minutes Page 3 of 5 Public Safety Subcommittee Regular Meeting Minutes - Final September 25, 2020 PUBLIC COMMENT NONE Mayor Schwedhelm recessed the meeting at 11:24 AM and reconvened at 11:30 AM. Present: 2 - Tom Schwedhelm and John Sawyer Absent: 1 - Victoria Fleming 5.3 SANTA ROSA POLICE DEPARTMENT AFTER ACTION REVIEW TIMELINE Staff will provide an update on the After Action Review timeline, which will analyze the response from the Santa Rosa Police Department and other City departments to peaceful protests and civil unrest in May and June 2020. Chief Navarro gave a presentation and answered Subcommittee member's questions. Vice Mayor Fleming re-attended the meeting at 11:34 AM. PUBLIC COMMENT Colin Metcalfe (he/him) asked who decided who gets to do the after-action report? Daniela Delario (she/her/ella) seconded Colin Metcalf's comment regarding the after-action and recommended having community oversight of police departments. Roman commented on the transparency of the RFP. 5.4 SANTA ROSA POLICE DEPARTMENT TRANSPARENCY-2019 DATA Staff will provide an update to the recently published Santa Rosa Police Department 2019 data, including calls for service, arrests, and use of force. The department provides information to the community through the department's website: https://srcity.org/3320/Change-for-the-Better. City of Santa Rosa Regular Meeting Minutes Page 4 of 5 Public Safety Subcommittee Regular Meeting Minutes - Final September 25, 2020 Chief Navarro gave a presentation and answered Subcommittee member's questions. PUBLIC COMMENT Roman commented on the racial data listed on the transparency page but not mentioned in the presentation, confusion on how the calls are classified, and requesting Chief Navarro to talk on training on tasers and multiple deployments. Colin Metcalfe (he/him) questioned why the injury rate for officers versus members of the public through use of force is more than twice the rate and the reasons for the use of force, and seconded Roman's comment about demographics of injury in use of force. 5.5 SANTA ROSA POLICE DEPARTMENT MODEL FOR RESPONSE TO MENTAL ILLNESS/HOMELESSNESS TIMELINE Staff will provide an update on the anticipated timeline to contract with an experienced agency to provide in-depth analysis and the development of a model for the City of Santa Rosa's response to mental illness and homelessness outreach. Attachments: Presentation for Items 5.3, 5.4 and 5.5 Chief Navarro gave a presentation and answered Subcommittee member's questions. PUBLIC COMMENT Colin Metcalfe (he/him) is glad that the CAHOOTs implementation is moving forward and is looking forward how it changes the structure of community policing and how we respond to the most vulnerable and marginalized members of the community. In the meantime, to show support, recommends not clearing any additional encampments within city limits. Roman echoed Colin Metcalfe's statement; mentioned Petaluma PD is also looking into CAHOOTs and MST just received a funding boost; is requesting a more consolidated effort between the County City of Santa Rosa Regular Meeting Minutes Page 5 of 5 Public Safety Subcommittee Regular Meeting Minutes - Final September 25, 2020 and City for supporting MST; commended the subcommittee and Chief Navarro for putting this forward and supporting it. 6.
