NEW BUSINESS 4.1 PRESENTATION - LAGUNA TREATMENT PLANT DISINFECTION SYSTEM IMPROVEMENTS-PROJECT UPDATE City of Santa Rosa Regular Meeting Minutes Page 2 of 3 Subregional Wastewater Technical Regular Meeting Minutes - Final February 13, 2020 Advisory Committee Mark Kasraie, Supervising Engineer Attachments: Presentation (added 2/27/20) Mark Kasraie, Supervising Engineer gave a presentation on the UV disinfection system. Mark discussed the need to replace the current disinfection system and gave an overview of the projected cost of replacement. A timeline of the project was discussed with construction beginning in 2021 and estimated completion in 2022. Kimberly Zunino, Deputy Director Water Administration gave an overview of funding options for the project. A handout was distributed to the Subregional Committee Members for review. The Subregional Committee Members requested to hold a Special Meeting on March 3, 2020 to continue discussing the funding options. 4.2 PRESENTATION - LAGUNA TREATMENT PLANT FLOOD PROTECTION-PROJECT UPDATE Claire Myers, Storm Water and Creeks Manager Andy Wilt, Associate Civil Engineer Attachments: Presentation (added 2/27/20) Andy Wilt, Associate Civil Engineer discussed the flood protection analysis and gave a summary of the preliminary design of the flood wall. The estimated schedule for design indicates that the design will be completed during the Summer of 2021. An estimated schedule of construction will begin in the Fall of 2021, lasting through the Summer of 2023. A cost estimate was provided. Claire Myers, Storm Water & Creeks Manager discussed the projection of FEMA funding for the floodwall. 4.3 PRESENTATION - CAPITAL IMPROVEMENT PROGRAM-LONG RANGE PLANNING Emma Walton, Deputy Director Engineering Resources Attachments: ROPF Update.pdf Emma Walton, Deputy Director Engineering Resources gave an overview of capital improvement project needs over the next 20 years. Emma discussed the estimated funding needs for the next 5-20 years. 4.4 PRESENTATION - REGIONAL ORGANICS PROCESSING FACILITY UPDATE Emma Walton, Deputy Director Engineering Resources Attachments: Presentation (added 2/27/20) City of Santa Rosa Regular Meeting Minutes Page 3 of 3 Subregional Wastewater Technical Regular Meeting Minutes - Final February 13, 2020 Advisory Committee Emma Walton, Deputy Director Engineering Resources gave an update regarding the siting of the proposed Regional Organics Processing Facility on land adjacent to the Laguna Treatment Plant. The City Council/Board of Public Utilities Liaison Subcommittee will consider the draft biosolids processing agreement and site location for the proposed organics processing facility on 2/27/2020. The Board of Public Utilities will consider the final agreement and processing facility location on 3/5/2020. 4.5 PRESENTATION - STANDING DIVISION UPDATES Joe Schwall, Deputy Director Regional Water Reuse Operations Sean McNeil, Deputy Director Environmental Services Attachments: Presentation (added 2/27/20) Joe Schwall, Deputy Director of Regional Water Reuse Operations gave an update on recycled water. Joe gave an update of the 2019 projects that took place on the Geysers Pipeline, Pond Levee, Headworks Screens, Effluent Pump Drive, and improvements on the Digester Gas Conditioning. Joe discussed the Council direction to enroll into Sonoma Clean Power’s Evergreen rate which is 100% local renewable electricity. Enrolling will increase the unit cost for electricity, but due to budgeting fine-tuning will not increase the upcoming year’s Subregional O&M budget. Sean McNeil, Deputy Director of Environmental Services noted that the draft NPDES permit is expected to be released by the Regional Board at the end of February. Comments for the draft permit would close at the end of March. 4.6 PRESENTATION - MINUTES APPROVAL- APRIL, SEPTEMBER, DECEMBER Attachments: April 4, 2019- Regular Meeting Minutes.pdf September 19, 2019 - Special Meeting Minutes. December 19, 2019-Special Meeting Minutes.pdf The minutes from April 4, 2019, September 19, 2019, and December 19, 2019 were approved by the Subregional Technical Advisory Committee. 5. ADJOURNMENT There being no further business to come before the Santa Rosa Subregional Wastewater Technical Advisory Committee, the meeting adjourned at 9:35 a.m. The next Special meeting will occur Tuesday, March 3, 2020 at 8:00 a.m.
