NEW BUSINESS 4.1 PRESENTATION - RECOMMENDATION ON 2020/21 FY REGIONAL BUDGET Kimberly Zunino, Deputy Director Water Administration Attachments: Presentation Kimberly Zunino, Deputy Director Water Administration gave an overview of the 2020/21 Regional Budget. Kimberly explained to the subcommittee the logistics of how the refund reserve is calculated and distributed. A motion was made by Sonoma Water to pass the 2020/21 FY Regional Budget, second motion by City of Cotati. A motion was made by Committee Member Thompson , seconded by Committee Member Scott, that this Agenda Item be Approved as submitted. 4.2 PRESENTATION - STANDING DIVISION UPDATES Joe Schwall, Deputy Director Regional Water Reuse Operations Sean McNeil, Deputy Director Environmental Services Attachments: Presentation.pdf Sean McNeil, Deputy Director of Environmental Services discussed the completion of the Local Limits Study which changed the requirements on businesses that discharge to sewers that flow to the Laguna Treatment Plant. These updates most likely will require each municipality to update their sewer codes to reflect these new changes. The code edits should be a direct replacement of current codes. The City is willing to provide technical support to each Regional Partner to make these changes and provide a technical report to the respective Boards of each partner. Sean also discussed the review of the changes to the NPDES Discharge Permit renewal. Comments of the permit are due March 2020 and the North Coast Regional Water Quality Control Board will meet to adopt the permit in June 2020. The permit will begin on October 1, 2020. Joe Schwall, Deputy Director of Regional Water Reuse Operations gave an update that the Board of Public Utilities approved a contract between the City of Santa Rosa and Lystek to process biosolids, thus effectively ending the City of Santa Rosa compost program. The City of Santa Rosa will begin sending previously composted biosolids to Lystek in 2020. The Board of Public Utilities has approved an Exclusive Negotiation Agreement with Renewable Sonoma to potentially construct and operate a green waste facility for the County of Sonoma on City property adjacent to the Laguna Treatment Plant. The Board of Public Utilities approved the City to negotiate with Renewable Sonoma regarding the use of the property currently occupied by the City’s compost facility. Staff is working on a pre-development agreement. Joe discussed water reuse operations developing recycled water storage for the upcoming season strategizing flow to Calpine. 5.
