1. CALL TO ORDER AND ROLL CALL
Chair Rabinowitsh called the meeting to order at 9 a.m.
Chair Rabinowitsh asked for a round table of introductions.
Committee Members and Staff introduced themselves.

3.1 STATEMENT OF PURPOSE
Chair Rabinowitsh read aloud the Statement of Purpose.

The Vice Chair Election was continued to a date certain of June
22, 2023.

SQUARE - DESIGN TEAM PRESENTATION; CEQA: NOT A
PROJECT AS NO ACTION WILL BE TAKEN
BACKGROUND: The Cannery at Railroad Square was approved in
August 2020. The project has broken ground and members of the
Waterways Advisory Committee (WAC) and the public have expressed
interest in it. As such, the project design team has agreed to provide a
presentation to the WAC during a public meeting.
PRESENTED BY: Susie Murray and John Stewart Company
Planner Murray introduced item 5.1, The Cannery at Railroad
Square.
Applicant representatives made a presentation.
Staff and Applicant representatives responded to Committee
Member inquiries.
Chair Rabinowitsh opened the public comment period.
Robert Ashe asked questions about the project.

BACKGROUND: Applicant is proposing to develop an approximately
74,949 square feet industrial building, Heritage Commerce Center.

This is the time when any person may address matters not listed on this
agenda, but which are within the subject matter of the jurisdiction. The public
may comment on agenda items when the item is called. Each speaker is
allowed three minutes.

3.1 STATEMENT OF PURPOSE
The role of the Waterways Advisory Committee is to review development
projects, both public and private, that are located adjacent to creeks and

waterways for consistency with the goals, policies and regulations for
creekside development identified in the Santa Rosa General Plan, Zoning
Code, Design Guidelines and Citywide Creek Master Plan. While the
Committee does not take formal action on projects, it does provide
advisory comments to the decision-making body. All development projects
located adjacent to a creek or waterway are required to be reviewed by
the WAC prior to proceeding through the entitlement process.
