LARGE CONFERENCE City of Santa Rosa ROOM, ROOM 7, AT 100 SANTA ROSA AVE, SANTA ROSA CA Waterways Advisory Committee Meeting Minutes - Final Thursday, May 25, 2023 9:00 AM 1. CALL TO ORDER AND ROLL CALL Chair Rabinowitsh called the meeting to order at 9 a.m. Chair Rabinowitsh asked for a round table of introductions. Committee Members and Staff introduced themselves. Present 7 - Chair Steve Rabinowitsh, Vice Chair Arthur Deicke, Committee Member Victoria Liptak, Committee Member Mark Neely, Committee Member Carole Quandt, Committee Member Terrence Sanders, and Committee Member Kevin Sea 2. PUBLIC COMMENTS None. 3. COMMITTEE BUSINESS 3.1 STATEMENT OF PURPOSE Chair Rabinowitsh read aloud the Statement of Purpose. 3.2 COMMITTEE REPORTS None. 3.3 OTHER (ie. VICE CHAIR ELECTION, NEW MEMBER INTRODUCTIONS) The Vice Chair Election was continued to a date certain of June 22, 2023. 4. DEPARTMENT REPORTS 4.1 PED REPORTS None. 4.2 WATER DEPARTMENT REPORTS Senior Environmental Specialist Brady reported. SCHEDULED ITEMS 5.1 APPLICANT PRESENTATION - THE CANNERY AT RAILROAD SQUARE - DESIGN TEAM PRESENTATION; CEQA: NOT A PROJECT AS NO ACTION WILL BE TAKEN BACKGROUND: The Cannery at Railroad Square was approved in August 2020. The project has broken ground and members of the Waterways Advisory Committee (WAC) and the public have expressed interest in it. As such, the project design team has agreed to provide a presentation to the WAC during a public meeting. PRESENTED BY: Susie Murray and John Stewart Company Planner Murray introduced item 5.1, The Cannery at Railroad Square. Applicant representatives made a presentation. Staff and Applicant representatives responded to Committee Member inquiries. Chair Rabinowitsh opened the public comment period. Robert Ashe asked questions about the project. Chair Rabinowitsh closed the public comment period. Chair Rabinowitsch closed item 5.1 and called for a recess. 5.2 PUBLIC MEETING - HERITAGE COMMERCE, CEQA ANALYSIS STILL PENDING - MAJOR DESIGN REVIEW - 0 NORTHPOINT PARKWAY - DR23-008 BACKGROUND: Applicant is proposing to develop an approximately 74,949 square feet industrial building, Heritage Commerce Center. PRESENTED BY: Jandon Briscoe, City Planner Chair Rabinowitsh reconvened the meeting and introduced item 5.2. Planner Briscoe presented. Applicant representatives commented on the project. Chair Rabinowitsh opened and closed the public comment period. Staff and Applicant representatives responded to Committee Member inquiries. Committee Members provided comments and feedback. COMMITTEE BUSINESS 3.1 STATEMENT OF PURPOSE The role of the Waterways Advisory Committee is to review development projects, both public and private, that are located adjacent to creeks and City of Santa Rosa Regular Meeting Agenda and Summary Report Page 2 of 3 Waterways Advisory Committee - FINAL MAY 25, 2023 waterways for consistency with the goals, policies and regulations for creekside development identified in the Santa Rosa General Plan, Zoning Code, Design Guidelines and Citywide Creek Master Plan. While the Committee does not take formal action on projects, it does provide advisory comments to the decision-making body. All development projects located adjacent to a creek or waterway are required to be reviewed by the WAC prior to proceeding through the entitlement process. 3.2 COMMITTEE REPORTS 3.3 OTHER (ie.
