1. CALL TO ORDER AND ROLL CALL
Chair Rabinowitsh called the meeting to order at 9:00 A.M.
Present 6 - Chair Steve Rabinowitsh, Vice Chair Arthur Deicke, Committee
Member Victoria Liptak, Committee Member Carole Quandt,
Committee Member Terrence Sanders, and Committee Member
Kevin Sea
Absent 1 - Committee Member Mark Neely
2. PUBLIC COMMENTS
Duane Dewitt inquired about future activities along creeks. He also
commented about public involvement in regards to policy with
waterways and creeks.
3. COMMITTEE BUSINESS
3.1 STATEMENT OF PURPOSE
Chair Rabinowitsh read aloud the Statement of Purpose.
3.2 COMMITTEE REPORTS
None.
3.3 OTHER (i.e. VICE CHAIR ELECTION, NEW MEMBER INTRODUCTIONS)
A motion was made by Vice Chair Deicke, seconded by Committee
Member Sea, to re-elect Chair Rabinowitsh as Chair.
The motion carried by the following vote:
Yes: 6 - Chair Rabinowitsh, Vice Chair Deicke, Committee Member
Liptak, Committee Member Quandt, Committee Member
Sanders and Committee Member Sea
Absent: 1 - Committee Member Neely

Creek.

5.2 PUBLIC MEETING - NORTHPOINT COMMERCE, CEQA ANALYSIS
STILL PENDING - MAJOR DESIGN REVIEW - 1420 THUNDERBOLT
WAY - DR23-007
BACKGROUND: Applicant is proposing to develop an approximately
114,884-square-foot industrial building, Northpoint Commerce Center,
with a sound wall and stormwater retention areas.
PRESENTED BY: Suzanne Hartman
Planner Hartman presented.
Applicant representatives commented on the project.
Staff and Applicant representatives responded to Committee
Member inquires.
Chair Rabinowitsh opened the public comment period.
Duane Dewitt made suggestions for the project.
Chair Rabinowitsh closed the public comment period.
Committee Members provided comments and feedback.

This is the time when any person may address matters not listed on this
agenda, but which are within the subject matter of the jurisdiction. The public

3.1 STATEMENT OF PURPOSE
The role of the Waterways Advisory Committee is to review development
projects, both public and private, that are located adjacent to creeks and

waterways for consistency with the goals, policies and regulations for
creekside development identified in the Santa Rosa General Plan, Zoning
Code, Design Guidelines and Citywide Creek Master Plan. While the
Committee does not take formal action on projects, it does provide
advisory comments to the decision-making body. All development projects
located adjacent to a creek or waterway are required to be reviewed by
the WAC prior to proceeding through the entitlement process.
