CITY OF SARATOGA SPRINGS CITY COUNCIL MEETING CITY COUNCIL ROOM THURSDAY, MARCH 28, 2002 2:00 P.M PRESENT: Mayor Kenneth Klotz Commissioner Thomas Curley, DPS Commissioner Michael Lenz, Finance Commissioner Thomas McTygue, DPW ABSENT: Commissioner Stephen E. Towne, Accounts STAFF PRESENT: Debbie Harper, Deputy Commissioner Accounts Christine Gillmett-Brown, Deputy Commissioner Finance Bob King, Deputy Commissioner, DPS CALL TO ORDER Mayor Kenneth Klotz called the meeting to order at 2:00 p.m. FINANCE Authorization for the Mayor to sign agreement with Empire Health Choice Commissioner Michael Lenz said this was merely a formality. He explained that because there was a change in the co-pay negotiated with the PBA employees, Empire Health Choice has asked that the Mayor sign the application. Commissioner Michael Lenz moved and Mayor Kenneth Klotz seconded to authorize the Mayor to sign the application with Empire Health Choice. Ayes all. DEPARTMENT OF PUBLIC WORKS Carousel Restoration Commissioner Thomas McTygue said Todd Goings recently came to the City to inspect the carousel parts. He said DPW had contacted the National Carousel Society and Todd Goings was recommended through that organization. He further explained that the state would not inspect the carousel until it was up Page 1 of 3 and running. However, once it was running, the state would inspect and then shut it down if it was found to be deficient. Commissioner Thomas McTygue explained that Todd Goings informed him that many of the parts would need to be replaced and showed photographs of those parts. He said the main gear also needs to be replaced at a cost of about $14,000, however, there is a company that may donate that material. Art Carnevale, Buildings and Grounds Supervisor, said that because this carousel was constructed in 1910 it is simply old and does not meet code. He said the mechanical equipment will be replaced with modern, code compliant parts. Commissioner Thomas McTygue then submitted a list of those items that needed to be replaced. He said the cost to hire Todd Goings would be approximately $40,000. He said those funds were within his budget. Commissioner Thomas McTygue said that a DPW employee would take these parts this weekend to Todd Goings (meet him approximately half way between here and Ohio). He said this is a highly specialized field and there are not many individuals who do this kind of work. He further noted that Todd Goings will come to Saratoga Springs to help assemble the carousel for an additional cost. He said to complete the entire project would cost an additional 8,000 to 10,000. He further noted that some of the repair of equipment will be done here in order to save some money Debbie Harper, Deputy Commissioner Accounts, said this was a sole source project. Commissioner Thomas McTygue said he had formed a small committee to look at marketing the carousel. He said they will develop some items that could be sold to help offset the cost of the carousel. He said there was also a suggestion to create a wooden nickel that downtown businesses could distribute to customers. Mayor Kenneth Klotz asked when it would be up and running. Commissioner Thomas McTygue said the building should be completed by mid May and hoped that the carousel would be running by the end of June. Commissioner Thomas McTygue moved and Mayor Kenneth Klotz seconded to hire Todd Goings in an amount not to exceed $40,000 to do repair work. Ayes all. EXECUTIVE SESSION Mayor Kenneth Klotz moved and Commissioner Thomas McTygue seconded to adjourn to executive session at 2:15 p.m. for discussion on personnel matters. Ayes all. ADJOURNMENT Commissioner Thomas Curley moved and Commissioner Michael Lenz seconded to adjourned the meeting at 2:45 p.m. Ayes all.
