Towne, Accounts STAFF PRESENT: Pat Design, Deputy Commissioner, DPW Erin Dreyer, Deputy Commissioner, DPS Christine Gillmett-Brown, Deputy Commissioner, Finance Debbie Harper, Deputy Commissioner, Accounts Alicia Wardell, Deputy Mayor CALL TO ORDER Mayor Michael Lenz called the meeting to order at 7:00 p.m. with the Pledge of Allegiance. PUBLIC COMMENT David Bronner, 5 Royal Henley Court, said that it was time to back away from the PCB issue in connection with the alternate water sources. He said if there is contamination in the Hudson River, it was minuscule and could be addressed. He informed Council members that since the last Council meeting there has been a committee organized and their goal is to have a referendum placed on the ballot on the water issue. He said, in his opinion, that was not necessary. He reminded everyone that there was a mandate during the last election by voting out the Mayor who supported the Saratoga Lake option and supporting those Commissioners and Mayor who were in favor of the Hudson River alternative. He said that shows the overwhelming support for the Hudson River alternative. He pointed out that the DPW Commissioner was not overwhelmingly re-elected and the Finance Commissioner was elected by the Skidmore College voters. He said the current make up of the Council supports the upper Hudson alternative. He asked that if there was that much opposition to Saratoga Lake, where those voters during the last election. On a different note, he suggested that Commissioner Matthew McCabe update the Council and residents on the sales tax issue. He suggested that there be some thought given to tying the sales tax issue and the water issue together when negotiating with the County. Chris Millis, 2 Marion Avenue and chair of the aforementioned water committee, said he would like to correct the misinformation as stated by David Bronner. He said that committee was formed in order to get the facts out to the public on the Saratoga Lake alternative. He said there is a lot of misinformation and fear and this committee was formed to encourage residents to learn about the County plan. He said he did not believe that there was a mandate from the last election. He said that the City has spent more than $600,000 and four years on the DEIS while the County has done little. He said the premise that recreational use of Saratoga Lake would be limited is not true and further noted that there are many lakes such as Lake George (and others) that are used as water sources and the recreational use has not been limited on those lakes. He said if the Hudson River alternative was used, it would be very unlikely that recreational use would be limited. He also pointed out that Saratoga Lake loses 268 mgpd while the City proposes to draw 11 mgpd. He said the Committee will urge the Council to change its mind on this matter. Page 1 of 12 City of Saratoga Springs City Council Meeting Minutes Wednesday, July 7, 2004 Wilma Koss, 160 Kaydeross Park Road, said that two hour parking is not enough. She also suggested that there be some signage installed which directs people to long term parking. She then informed Council members that according to NYS rules and regulations recreational use surrounding the water intake will be limited. She said the rules and regulations clearly state that if it takes less than 60 days for the water to reach the intake from the swimming area, the use could be restricted. Commissioner Matthew McCabe said he is planning to update the Council on the sales tax issue in August and will discuss parking later this evening. MAYOR=S OFFICE Proclamation B George Balanchine Day B July 5 (04-121) Mayor Michael Lenz read the following proclamation: WHEREAS, George Balanchine, American choreographer, musician, teacher, showman and innovator, was born 100 years ago; and WHEREAS, Mr. Balanchine’s influence on the arts cannot be overstated. He shaped dance, music, drama and culture in countless ways. He developed a significant portion of our modern artistic vocabulary and he was a role model to many dancers, choreographers and teachers; and WHEREAS, Mr. Balanchine was always a welcome presence in our City. He was one of a group of dedicated individuals who brought ballet to the Saratoga Performing Arts Center and who helped develop Saratoga Springs as a summer venue for ballet fans. Many Saratogians were pleased and proud to call him their friend and he is fondly remembered here by all who met him; and WHEREAS, the National Museum of Dance and Hall of Fame is presenting a celebration to mark Mr. Balanchine’s 100th birthday and to honor him with a variety of exhibits, lectures, interactive displays and events in recognition of his work. NOW, THEREFORE, I, Michael A. Lenz, Mayor of the City of Saratoga Springs, am please to proclaim July 5, 2004, as George Balanchine Day, in the City of Saratoga Springs and to extend my very best wishes to the museum for a memorable event. Proclamation B Saratoga Reads (04-122) Mayor Michael Lenz read the following proclamation: WHEREAS, in our world today, electronic technology provides a seemingly endless resource for information, education and entertainment. It is most unfortunate, however, that so many people, in relying on that remarkable technology, neglect the equally remarkable experience of reading, and WHEREAS, reading is in many ways the most interactive of all media. It is both relaxing and exhilarating. It stimulates thought, imagination and discussion and it gives us direct and vital connections with each other and with people of generations ago and worlds away. More than any other activity, it unleashes the power of the mind, and WHEREAS, recently a dedicated group of individuals in our City developed a program called Saratoga Reads. The central concept of the program is to select a novel as our Community Book of Choice and to promote the discussion sites, activities and presentations where the book will be reviewed and discussed by persons of all ages and backgrounds. Maple Dell Street Name Change Mayor Michael Lenz requested that the public hearing for the Maple Dell Street Name Change be changed to July 20 at 6:55 p.m. Westview Apartments PILOT Agreement Mayor Michael Lenz said that copies of the proposed PILOT Agreement for the Westview Apartments affordable senior housing project on Grand Avenue had been distributed. He reminded Council members that the Council previously approved a similar agreement for a project on Kirby Road. He said that Matthew Dorsey, City Attorney, is working with the Finance Department on the details and he hoped to return to thenext Council meeting with a final document. CSEA B DPW Vision Plan Contract (04-123) Mayor Michael Lenz moved and Commissioner Thomas McTygue seconded to approve the CSEA B DPW Vision Plan Contract for the period July 1, 2004 through December 31, 2004. He said there was a small increase in the rates, however, the money was within the budget. Ayes all. Appointment B Assistant Planner (04-124) Mayor Michael Lenz announced the appointment of Jay Baker, Assistant Planner, effective August 12. Temporary Professional Service Contract for staff services to the Design Review Commission Withdrawn. Secretary to the Planning Board, Zoning Board of Appeals and Design Review Commission (04-125) Mayor Michael Lenz moved and Commissioner Thomas Curley seconded the appointment of Karen Singerly as the Secretary to the Planning Board, Zoning Board of Appeals and Design Review Commission effective July 8 at $16/hour. He noted that this has been approved the Civil Service Commission and the will be revisited by his department in three months. Ayes all. Design Review Commission proposed Zoning Amendments Mayor Michael Lenz said the Council had received a request from the Design Review Commission for a set of zoning text amendments relating to procedures for the Historic Review and Architectural Review sections of the ordinance. He said the Council needs to determine if it will accept this petition for study and forward it to the City Planning Board for the required advisory opinion. Geoff Bornemann said the DRC has been working on these minor amendments for some time and it was really a matter of clarity and housekeeping. Mayor Michael Lenz moved and Commissioner Matthew McCabe seconded to accept the amendments for study and to send it to the City Planning Board for an advisory opinion. Ayes all. Design Review Commission Rules and Regulations (04-126) Page 3 of 12 City of Saratoga Springs City Council Meeting Minutes Wednesday, July 7, 2004 Mayor Michael Lenz said that the Council has received a request from the Design Review Commission for approval of their revised by-laws, officially called their Rules and Regulation. These by-laws update the existing 1996 document and places them in a format that is similar to that used by the Planning Board and the Zoning Board of Appeals. On June 24, 2004, the Design Review Commission unanimously adopted these new by-laws. He said the City Code requires the Council to act within 30 days to approve, modify or reject any by-laws developed by the DRC. Mayor Michael Lenz moved and Commissioner Thomas Curley seconded to approve the new DRC Rules and Regulations as submitted. Ayes all. G&R Development Zoning Amendment Mayor Michael Lenz said that the Council had received a petition from G&R Development for a zoning map amendment that would change the classification of about 45 acres of land at 2221 Route 50 from Rural Residential-1 (single family residential use on 2 acre lots) to Urban Residential-7 (single and two family residential use on 4,000 square foot lots). The petitioners have also requested a zoning text amendment that would reduce application fees for development approval and permits for projects involving affordable housing. The Council needs to decide if it will accept this petition for study and forward it to the City Planning Board for the required advisory opinion. Phil Klein, Supervisor, asked specifically where this parcel was located. Tom Roohan, applicant, said it was the last parcel in the City of Saratoga Springs on Route 50 heading south. Commissioner Matthew McCabe asked what was the projected dollar amount of the proposed affordable housing. Tom Roohan said there would be a mix of parcels in this development with about 25 percent being affordable. He said the projected cost of the affordable houses would be about $150,000. Mayor Michael Lenz moved and Commissioner Thomas Curley seconded to accept the petition for study and to send it to the City Planning Board for an advisory opinion. Ayes all. Appointments (04-127) Mayor Michael Lenz announced the appointments of Steve Rowland and Rich Martin to the Design Review Commission. He also announced the appointment of Christine Healy to the Community Development Advisory Committee. Mayor Michael Lenz moved and Commissioner Thomas Curley seconded the reappointments of Mark Lawrence to the West Avenue Special Assessment District Board with a term that expires on February 15, 2006, Jack Minogue, Mark Paquin and Tony Izzo with terms that expire on February 15, 2007. Ayes all. Matthew Jones noted that there were two other appointments which were filled by the WASAD Board and those appointments were Joseph D’Andrea and Alicia Wardell. He said those appointments did not need Council approval. FINANCE DEPARTMENT WASAD 2003 Annual Report Matthew Jones said the West Avenue 2003 Annual Report had been distributed by the Commissioner of Finance to Council members. He noted that the WASAD was created by Council resolution on June 28, 2001. He said this annual report serves as the annual reconciliation of the WASAD accounts. He noted that the City has funded the betterments with a bond that expires in 13 years, however, the City has allowed the WASAD to repay those funds over 25 years. He said the only noteworthy item in this report was the discussions with Page 4 of 12 City of Saratoga Springs City Council Meeting Minutes Wednesday, July 7, 2004 NYSDOT in connection with a claim that they have on a contract change order in the amount of $330,000. He said the resolution of that claim will impact what the WASAD repays. Mayor Michael Lenz moved and Commissioner Matthew McCabe seconded to accept the West Avenue Special Assessment District 2003 Annual Report (Attachment A). Ayes all. MAYOR=S OFFICE Real Estate Committee Report Tony Izzo, Assistant City Attorney, said that the Real Estate Committee has recommended to the Council that a paper street (Lawrence Avenue) be sold to the adjacent property owners (Fitzsimmons and Sellideo) in the amount of $1,000 each. He said that if one of the property owners is not interested the entire parcel 55 feet by 100 feet could be sold to one property owner for $2,000. Mayor Michael Lenz moved and Commissioner Thomas McTygue seconded to sell the paper street to the property owners Fitzsimmons and Sellideo in the amount of $1,000 each or the entire parcel to one property owner in the amount of $2,000. Ayes all. Youth Activity Week Contract Mayor Michael Lenz moved and Commissioner Thomas Curley seconded to approve the contract between the City and the County for activities for local youth week of 2004. He said the County would reimburse up to $4,200. Ayes all. Wind Energy Marian Trieste and Karen Kellogg appeared before the Council with a wind energy proposal. Marian Trieste noted that Gordon Boyd was also in attendance. She then distributed information to Council members. She said that while wind power is a little more expensive, it is pollution free, reduces dependency on foreign oil and has no impact to the environment. She said the price of wind energy is also decreasing and it is the fastest growing energy source. She said there is a wind farm in New York that produces about 30 megawatts of power. She said that currently there are 22 municipalities purchasing wind energy and she was here this evening to see if the City of Saratoga Springs might be interested. She noted that the City of Rochester is very closing to signing on. She said they find that there is constituent support the purchase of wind energy. She said the more buyers the less it costs. She also noted that the average residential consumer can purchase wind energy. Marian Trieste said using wind energy reduces the use of coal and oil thereby decreasing the impact to the environment. Mayor Michael Lenz said that he was interested in this program and he would like to have more discussions with her. Commissioner Thomas McTygue said he too would like to meet with her on this matter. He said the water treatment plant uses a lot of power and perhaps through the water budget, there could be some funds available to purchase wind energy. He suggested that the City consider starting small and if this works then move up to larger purchases. Marian Trieste informed Council members that the billing for the wind purchase is done through Niagara Mohawk, so there was no new billing mechanism that would be required. Commissioner Matthew McCabe said that in the long run with the purchase of the wind energy and the energy saving misers on the vending machines, there could be a savings to the City. Marian Trieste agreed that conservation was key to energy savings. She also noted that she was working with the Climate Protection Committee. Page 5 of 12 City of Saratoga Springs City Council Meeting Minutes Wednesday, July 7, 2004 Recreation B Health Director (Camp Nurse) Mayor Michael Lenz moved and Commissioner Thomas Curley seconded to approve the hourly rate paid to the Camp Nurse from $18/hour to $25/hour. Linda Terricola informed Council members that she is seeking this increase because of the difficulties in hiring a nurse at the existing hourly rate. She said they have checked with other municipalities on their hourly rates and it ranged from $25 to $40 per hour. She said that the existing camp nurse took the job with the understanding that the Recreation Department would seek an increase to $25/hour. Commissioner Matthew McCabe asked about other individuals who were interviewed. Linda Terricola said there were several other candidates interviewed for the position, however, they were not interested at the $18/hour rate. She said, in fact, that the one individual they had lined up dropped out very late in the game and they then went to the nurse that they had used for the last several years. She said that individual agreed to take the job if the rate was increased. She said that without this individual agreeing to take the job, Camp Saradac would not have opened. She said the money was within their budget. Commissioner Thomas Curley asked if this was a mandated position. Linda Terricola said it was mandated by NYSDOH. Commissioner Matthew McCabe said he was concerned that this request was being made after the hiring of this individual. Linda Terricola said the original candidate dropped out very late and then her office went to the previous camp nurse and asked her to return. She said if that individual had not agreed to return, Camp Saradac would not have opened. She also noted that the Recreation Commission supported this request. Ayes all. Recreation B Camp Safety Plan Mayor Michael Lenz moved and Commissioner Thomas McTygue seconded to accept the Camp Safety Plan as presented. Ayes all. Recreation B Camp Counselor, Playground Supervisor and Director Contracts Mayor Michael Lenz moved and Commissioner Matthew McCabe seconded to approve the contracts between the City and the Camp Counselor, Playground Supervisor and Director. Linda Terricola noted that these contracts had been reviewed by the City Attorney and the Risk Manager. Ayes all. Recreation B Additional Bus Driver and Bus Mayor Michael Lenz moved and Commissioner Thomas Curley seconded to approve the additional bus and driver for the following dates: June 30, July 7, July 14, July 21, July 28, August 4 and August 11. Ayes all. Recreation B Donations Mayor Michael Lenz moved and Commissioner Thomas Curley seconded to accept the donation of $1,000 worth of hay from Tippery Farm and Skyview Farm. Ayes all. Mayor Michael Lenz moved and Commissioner Thomas Curley seconded to accept the donation of fiberglass backboards, hoops and polls at the East Side Recreation Field from David Chew. Award of Bid B City Center Authority B Interior Painting Upon the recommendation of the City Center Authority, Mayor Michael Lenz moved and Commissioner Thomas Curley seconded to award the bid for Interior Painting to Miracle Industrial, Inc., of Jackson Heights, New York, for a total lump sum of $119,611 (lowest acceptable bidder). This bid has been reviewed by the Purchasing Department and meets Purchasing Guidelines. Ayes all. Award of Bid B Landfill Gas Collection and Delivery System Upon the recommendation of the Department of Public Works, Mayor Michael Lenz moved and Commissioner Thomas McTygue seconded to award the bid for Landfill Gas Collection and Delivery System to Wehran Energy Corporation of Mahwah, NJ for various prices. This bid has been reviewed by the Purchasing Department and meets Purchasing Guidelines. Ayes all. Award of Bid B Visitor’s Center Air Conditioning Upon the recommendation of the Mayor’s Office, Mayor Michael Lenz moved and Commissioner Thomas McTygue seconded to award the bid for the air conditioning system at the Visitor’s Center to D&E Technologies of Ballston Spa in the amount of $13,496. This bid has been reviewed by the Purchasing Department and meets Purchasing Guidelines. Commissioner Thomas McTygue asked if there were funds in the budget to cover this expense. Mayor Michael Lenz said yes. Ayes all. Award of Bid B West Side Fire Station Facade Upon the recommendation of the Department of Public Safety, Mayor Michael Lenz moved and Commissioner Thomas Curley seconded to award the bid for the structural evaluation for the West Page 7 of 12 City of Saratoga Springs City Council Meeting Minutes Wednesday, July 7, 2004 Avenue Fire Station Facade to Chazen Engineering & Land Surveying of Troy in the amount of $2,400 (lowest qualified bidder). This bid has been reviewed by the Purchasing Department and meets Purchasing Guidelines. Ayes all. Commissioners of Deeds Withdrawn. Genealogical Update Debbie Harper said that on March 16, 2004, Commissioner Stephen Towne assembled a group of people to explore how to better serve the community with regard to the history in connection with genealogy searches. She said the following individuals were appointed to that committee: Martha Stonequist, recently retired City Historian; Mary Ann Fitzgerald, newly hired City Historian; JoAnn Clark, past Deputy Registrar of Vital Statistic, Kate Sherwin, past Deputy Registrar of Vital Statistics, Nancy Wagner, Records Management Coordinator, Ruth Ann Messic, Professional Genealogist; Carrie Woerner, Saratoga Springs Preservation Foundation, Tony Izzo, Assistant City Attorney and herself. She said that the group has gathered a great amount of information that will be forwarded to Brad Birge for the City’s WEB page. She said it will include links to many places such as the library, preservation foundation, archives, funeral homes, Brookside Museum, cemeteries, Racing Museum, Museum of Dance, etc. She said this group intends to meet quarterly and updates to the Council will continue. She said they hoped to bring a power point presentation to the Council in the near future. Risk Management Update Marilyn Rivers said she had been working on loss prevention surveys for the East Side Recreation Complex, Senior Citizen’s Center, Heritage Area, Skate Park Complex, Fire Department and Police Department. She said she was most thankful for the cooperation of the fire and police departments. She noted that soon there would be a machinery inspection program focusing on the boilers. She said they are required to have an annual external inspection and triennial internal inspections. Marilyn Rivers noted that the AED had been installed at the Weibel Avenue rink. She said DPW, Recreation and she took the training on how to operate the equipment. She especially thanked Tom Knight of the Fire Department for providing the training free of charge. She also noted that the Fire Department donated a few minor items for that training. She said there will be daily checks of the equipment. Marilyn Rivers said that on June 28, there was a City Hall fire drill evacuation. She said the entire building was evacuated in 3 minutes and 30 seconds and there was a total disruption of less than 15 minutes. She thanked the fire and police departments for their cooperation during this event. She said there were a few “dead” spots identified and they will be fixed. She also noted that there will be a few minor changes to the evacuation plan and it will be brought to the Council in the near future. FINANCE DEPARTMENT WASAD 2003 Annual Report Previously discussed. Information Technology Systems Manager Kevin Kling gave a power point presentation on the City’s computer system. He said that since 1999 there have been many changes. He said there are about 40,000 e-mails each month with about 8,400 being blocked. He said it’s difficult to stop all of the spam. He said the City has an extensive firewall wall to prevent someone from accessing the system. He said that to date about 250 e-mail viruses have been blocked. He said vigilance is the biggest deterrent. Page 8 of 12 City of Saratoga Springs City Council Meeting Minutes Wednesday, July 7, 2004 Kevin Kling said the data on the system includes everything from payroll, assessment information, maps and drawings, minutes, utility bills, etc. and it reaches upwards of 2.5 million files. He said the City has gone from 50 computers and 2 servers in 1999 to 120 computers with 7 servers, Internet access, e-mail and five remote locations. He said there is always an increase in demand for computers as the City has become more dependent on them. He said that leads to an increase in support staff. He said the industry standard is one computer tech person for every 100 users. He said he gets an average 240 calls each month. He then compared Saratoga Springs to several cities of roughly the same size (Rome, Ithaca, Elmira) noting that they spend more than one percent of their annual budget on technology, while the City spends about a 1/2 percent. Kevin Kling said his goals include continued security, workstation upgrades, guidance for employees, implementing the building permits/code enforcement programs and development and implementing a Citywide WEB site policy. He noted that UHA, Fire, Police and City Hall all have different WEB sites and are not tied together. He said he would also like to be able to get more information out to residents and to look for ways to enhance productivity including consolidating information. He said he has talked to Civil Service about the possibility of requiring computer technology in position descriptions. Mayor Michael Lenz said that when he became Finance Commissioner several years ago, one of the first things that he did was carry through on the computer project. He agreed that employees have become dependent on computers and he was grateful to Kevin’s stewardship in this process. Commissioner Thomas Curley also thanked Kevin Kling noting that they had grown beyond their computer capabilities in both the fire and police departments. He said Kevin Kling has played a big part in the expansion of the computer abilities. Commissioner Matthew McCabe thanked Kevin Kling for this presentation. Line 9 and 10 are to adjust the City budget to match district budget. Lines 11-12 are to record reimbursement for street clean up from jazz festival and Lines 13-14 are to record unanticipated income (Attachment B). Ayes all. Page 9 of 12 City of Saratoga Springs City Council Meeting Minutes Wednesday, July 7, 2004 2004 Budget Transfers Commissioner Matthew McCabe moved and Commissioner Thomas McTygue seconded to approve the 2004 budget transfers as follows: lines 1-2 are to cover clean up costs from smoke damage, lines 3-5 are to properly record budget for necessary expenses, lines 6-9 are to fund new position created in water department, lines 10-15 are to record properly budget new line items as a result of charter changes and lines 16-20 are to properly budget for office supplies (Attachment C). Ayes all. Woodlawn Avenue Two hour Parking Lot Workshop Commissioner Matthew McCabe said there has been quite a bit of conversation on two hour vs. three hour parking spaces. He said there had been support expressed by Planning Board Chair, Bob Bristol, to set up a subcommittee of that Board to review parking. He said he believed the entire parking situation should be reviewed before changes were made. He also apologized to Commissioner Stephen Towne for closing the workshop meeting so quickly and perhaps not allowing him the opportunity to speak. Commissioner Thomas McTygue said he was disappointed that no attempt was made to change the parking for the Broadway businesses, when in fact there had been support for changes. He said the lack of doing nothing simply allowed the two business along Broadway to continue to park in the Woodlawn Avenue lot. Commissioner Matthew McCabe said that rather than doing short term quick fixes, he would rather look at the possibility of three hour lots. He said it could be discussed at the next meeting. He reminded Council members, though, that changing lots requires signage and public hearings and he would rather have a comprehensive plan. Commissioner Thomas McTygue said that all we are doing is talking about it. He said the Council should meet more frequently to move ahead on this matter. He said he is in the building every day and available for meetings. Donations B Fireworks Commissioner Matthew McCabe moved and Commissioner Thomas McTygue seconded to accept the donations from the following organizations for the fireworks display: Allerdice Building Supply; Boyce & Drake Company, City National Bank, Holiday Inn, John T. Roohan Realtor, Menges & Curtis, PJ’s Bar-b-Q, Saratoga National Bank & Trust Company, Sneering Monahan Provost Redgrave Title Agency, Stewart’s Shops, The Adirondack Trust Company, The LA Group, Topper Pontiac Buick GMC, and Wise Insurance Brokers. Ayes all. DEPARTMENT OF PUBLIC WORKS July 4th Celebration Commissioner Thomas McTygue reported that ridership on the carousel was up from 2,200 last year to 2,400 this year on July 4. Flag Donation Commissioner Thomas McTygue moved and Commissioner Thomas Curley seconded to accept the donation of flags from Broadway Banner in the amount of $280. He said these flags showed the City’s support for our troops. Ayes all. Mayor Michael Lenz asked about the Balanchine flags. He said that is not the case and the flags will remain as is. West Side Infrastructure Project Paul Male, City Engineer, said there has been a delay with this project and it was due to negotiations between the contractor and Niagara Mohawk. He said that blasting is required and there are many issues to be worked out. He said they had hoped to begin this project by April 1 but they should begin in the very near future. Paul Male said this project involves Beekman Street, Newton Avenue, Outlook Avenue and Central Avenue. He said there will also be some work on Washington Street which will be done before the track season begins. Sidewalk Agreement Commissioner Thomas McTygue moved and Commissioner Matthew McCabe seconded to authorize the Mayor to sign the sidewalk contract with residents at 156 Caroline Street for sidewalk work in the amount of $3,750. Ayes all. Paving Schedule Commissioner Thomas McTygue said the following streets would be paved and milled: July 12, mill Ingersoll Road & Lake Avenue, July 13, pave Lake Avenue, July 14, pave Ingersoll Road and Old Schuylerville Road and July 15, pave Derby Drive. Additional Parking Lot agreement for 54 Phila Street Commissioner Thomas McTygue moved and Mayor Michael Lenz seconded to authorize the Mayor to sign the lease agreement with the property owners at 54 Phila Street which will allow limited two hour parking during the day and that a fee, to be charged by the City to those wishing to park after 5:00 p.m., be signed. Commissioner Thomas McTygue said he would work with the Finance Department on hiring an attendant work the lot and collect the fee. He said he believed there were between 35 and 40 spots available at this location. Commissioner Matthew McCabe said he was willing to meet with Commissioner Thomas McTygue on the two hour parking at Woodlawn Avenue but he believed there were also other changes that should be discussed. He said a comprehensive plan should be brought forth which requires input from the Department of Public Safety. Ayes all. DEPARTMENT OF PUBLIC SAFETY Alternate Side Parking for Travers Manor and Lawrence Street Commissioner Thomas Curley requested that a public hearing be set for 6:50 p.m. on July 20, for alternate side parking for Travers Manor and Lawrence Street.
