CITY OF SARATOGA SPRINGS SPECIAL CITY COUNCIL MEETING CITY COUNCIL ROOM FRIDAY, DECEMBER 29, 2006 9:00 A.M. PRESENT : Valerie Keehn, Mayor Commissioner John Franck, Accounts Commissioner Ron Kim, Public Safety Commissioner Matthew McCabe, Finance Commissioner Thomas McTygue, Public Works STAFF PRESENT : Lynn Bachner, Deputy Commissioner, Finance Michele Boxley, Deputy Commissioner, Accounts Michael Englert, City Attorney Tony Izzo, Assistant City Attorney CALL TO ORDER Mayor Valerie Keehn called the meeting to order at 9:06 a.m. Mayor Valerie Keehn explained that this special council meeting has been called at the request of Commissioner McCabe to approve year-end transfers and amendments. MAYOR’S DEPARTMENT Nothing at this time ACCOUNTS DEPARTMENT Nothing at this time FINANCE DEPARTMENT Budget Transfers – Payroll, Regular, Social Security, Other (Attachment A) Commissioner Matthew McCabe moved and Mayor Valerie Keehn seconded to approve the 2006 Budget Transfers as previously distributed. These transfers are largely to or from Payroll and Social Security expense lines and serve to adjust budget lines that required correction after the final 2006 payrolls were run. These transfers have met the transfer guidelines. Ayes all Budget Amendments (Attachment B) Commissioner Matthew McCabe moved and Mayor Valerie Keehn seconded to approve the 2006 budget Amendments as previously distributed . There was one amendment required to adjust the “Interfund Transfer ” line in the Capital budget for an overpayment from the capital reserve for the City Hall exterior project. This amendment has met the amendment guidelines. Ayes all Budget Transfers: City Center Contingency Commissioner McCabe pulled this item from his agenda. ADJOURMENT Mayor Valerie Keehn moved and Commissioner Matthew McCabe seconded to adjourn the meeting at 9:15 a.m. Ayes all.
