The proceedings of this meeting were taped for the benefit of the secretary. Because the minutes are not a

CALL TO ORDER
Mayor Johnson announced this is a special City Council meeting to address a matter that can’t wait until
the next City Council meeting. This involves the auction that is occurring this weekend.
Mayor Johnson called the meeting to order at 1:03 p.m.

Mayor Johnson announced that Commissioner Scirocco has recused himself from this meeting as he is a
relative of the person of the agenda item subject.
PUBLIC COMENT
Mayor Johnson said the public comment period is limited to a total of 15 minutes and individuals
are limited to two minutes each according to the rules approved in February of 2004 by the City
Council.
Mayor Johnson opened the public comment period at 1:04 p.m.
No one spoke.
Mayor Johnson closed the public comment period at 1:04 p.m.
EXECUTIVE SESSION
Mayor Johnson moved and Commissioner Madigan seconded to move to executive session for
discussion regarding proposed purchase or disposition of real property or securities; in particular
an auction parcel set for this weekend at 1:05 p.m.
The Council returned at 1:24 p.m.
Mayor Johnson announced the City Council did not resolve anything in executive session; therefore there
is nothing to report to the public.

FINANCE DEPARTMENT
Discussion and Vote: Property Subject to 7/14/12 Property Auction (12-231)
Commissioner Madigan advised this relates to a request to remove the property located at 292 West
Circular Street; tax map number 165.18-3-26 from the City property auction scheduled for July 14th. The
City now holds the title to this property. The former owner has asked the City to remove this parcel from
the auction list while he tries to secure the funds to pay the amount owed. This request was received late

Friday afternoon. They have received a letter from All Island Mortgage and Funding Corp. stating they are
willing to consider his application for a reverse mortgage. The former owner must first redeem his property
and pay all his back taxes, fees, and penalties for a total of $17,425.
Commissioner Madigan moved and Mayor Johnson seconded to remove property located at 292
West Circular Street, Saratoga Springs, New York; tax map #165.18-3-26 from the City property
auction scheduled for July 14, 2012; pending the former owner’s current efforts to raise the
sufficient funds to redeem the property. If the former owner fails to provide documented proof
within 60 days that he has secured such funds; the City may again offer the property for public sale
as provided by law. Pursuant to Section 1166-2 of the Real Property Tax Law, the Council will be
retaining its right to approve all bids at auction and reserves the right to reject any and all bids.
