May 6, 2013 CITY OF SARATOGA SPRINGS City Council Pre- Agenda Meeting PRESENT: Scott Johnson, Mayor John Franck, Commissioner of Accounts Michele Madigan, Commissioner of Finance Christian Mathiesen, Commissioner of DPS Anthony Scirocco, Commissioner of DPW Matthew Veitch, Supervisor STAFF PRESENT: Shauna Sutton, Deputy Mayor Lynn Bachner, Deputy Commissioner, Finance Sharon Kellner-Byrnes, Deputy Commissioner, Accounts Eileen Finneran, Deputy Commissioner, DPS Matt Dorsey, City Attorney EXCUSED: Tim Cogan, Deputy Commissioner, DPW ABSENT: Joanne Yepsen, Supervisor CALL TO ORDER Mayor Johnson called the meeting to order at 9:34 a.m. PUBLIC HEARINGS Zoning Map Amendment Parcels at Jefferson and Gridley Streets No comments. PRESENTATIONS Saratoga Greenbelt Trail Kate Maynard of the Planning Department advised this is related to the private greenbelt trail initiative. This presentation will bring to the public’s attention to the efforts behind this project. The project involves how to connect the trails and a series of alternatives. EXECUTIVE SESSION There is no Executive Session scheduled. CONSENT AGENDA 1. Approval of 4/15/13 Pre-Agenda Meeting Minutes City Council Preliminary Agenda Meeting May 6, 2013 2. MAYOR’S DEPARTMENT Discussion and Vote: SEQRA for Zoning Map Amendment at Jefferson and Gridley Streets, Tax Parcel ID’s 179.37-1-1-1, 179.37-1-1-2, 179.37-1-1-3, 179.37-1-1-14, 179.37-1-1-15, and 179.37-1-1-16 Kate Maynard of the Planning Department advised there are 6 parcels currently zoned institutional horse related and the applicant would like to change the zoning to UR-2. Mayor Johnson advised advisory opinions have already been obtained from the City and County Planning Boards. Discussion and Vote: Approval of Zoning Map Amendment at Jefferson and Gridley Streets, Tax Parcel ID’s 179.37-1-1-1, 179.37-1-1-2, 179.37-1-1-3, 179.37-1-1-14, 179.37-1-1-15, and 179.37-1-1-16 No comments. Discussion and Vote: Approval of Complete Streets Checklist Kate Maynard advised a draft of the checklist was provided to the Council fro review. This checklist is to be completed on the private and public side for projects taking place on public streets. Commissioner Scirocco confirmed the checklist would go to Public Works and Public Safety. Kate Maynard advised it would. Discussion and Vote: Amend the Capital Budget - $30,000 School District Capital Contribution No comments. Discussion and Vote: Accept Donation for Summer Concert Series No comments. Discussion: Status of RFP for Geyser Road Trail Design Mayor Johnson advised this is more of a public announcement of the status of the RFP for the Geyser road Trail Design. Announcement: Appointment of City Attorney No comments. Appointment: Heritage Advisory Board Page 2 of 5 City Council Preliminary Agenda Meeting May 6, 2013 No comments. Announcement: Bike to Work Day No comments. Announcement: Brown Bag Lunch No comments. ACCOUNT’S DEPARTMENT Set Public Hearing: Change Name of Long Alley to Connolly Way from Division Street to Woodlawn Avenue Commissioner Franck advised the Council started to discuss this about a year ago but it was put off by the building of the new parking garage. Announcement: Approval from Saratoga County Board of Elections to Move District 14 Commissioner Franck advised the Council agreed to move district 14 from the William Ford Center to the Recreation Center. The County checked out the facility and was satisfied with the location. He thanked John Hirliman for the time he took with the Board of Elections to walk them through the Recreation Center. Discussion and Vote: Authorization for Mayor to Sign Addendum #2 with Harris Beach Commissioner Franck advised per the Zlotnick Article 78 lawsuit filed, this addendum is required to retain Harris Beach for just this case. The hourly rate will remain the same. Discussion and Vote: Increase Hours of Temporary Part Time Clerk for State Archives Grant Nancy Wagner of the Accounts Department advised this project will not have a cost associated to it for the City. The project began in January after the first installment was received. The project was designed to start last August. There is enough grant money to pay our temporary part time clerk to pick up extra hours to complete this project with no cost to the City. FINANCE DEPARTMENT Discussion: 2013 1str Quarter Financial Report No comments. Discussion and Vote: Resolution – Saratoga Springs Housing Authority, Standards for Review of Compensation Commissioner Madigan advised this resolution is to help the Council and the Saratoga Springs Housing Authority to understand the guidelines the Council is expecting to be followed. She contacted Eric Weller of the Housing Authority to explain this resolution which he stated he understood and was in agreement with. Discussion and Vote: Standard Workday Resolution Commissioner Madigan advised this is to correct the mayor’s 2012 submission. Discussion and Vote: Budget Transfers – Payroll No comments. Discussion and Vote: Budget Transfers – Benefits No comments. Discussion and Vote: Budget Amendments – Benefits No comments. Announcement: Congratulations to Christine Gillmett-Brown, Director of Finance Commissioner Madigan advised Christine will be the acting president of GFOA (Government Finance Officers Association). PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for the Mayor to Sign an Agreement with Barton & Loguidice for Monitoring Services for Spring Run Trail Time Wales, city engineer, advised this is for the second year of required monitoring of wells at the Spring Run Trail. Discussion and Vote: Authorization for the Mayor to Sign an Agreement with Conrady Consultant Services – Woodlawn Avenue Water Storage Tim Wales explained they are required to have an inspection of the tank every 5 years. This is for that inspection. Set Public Hearing: To Adopt the Urban and Community Forest Master Plan Commissioner Scirocco advised they met with Sustainable Saratoga and the Downtown Business Association. They finalized the master plan and want to set a public hearing for the next Council meeting to go over it. Commissioner Scirocco added 1 item to his agenda: Discussion and Vote for a Change Order for Stilsing Electric at the Water Treatment Plant. Tim Wales explained this to add control cable conduit to get signals from the turbidity meters to the operator’s station. PUBLIC SAFETY DEPARTMENT Discussion and Vote: Authorization for the Mayor to Sign Agreement with Verizon for Pole Attachment Commissioner Mathiesen advised this is regarding the camera system. A change to the agreement was required so they are brining it back to the Council.
