August 4, 2014 CITY OF SARATOGA SPRINGS City Council Pre- Agenda Meeting PRESENT: Joanne Yepsen, Mayor Michele Madigan, Commissioner of Finance John P. Franck, Commissioner of Accounts Anthony Scirocco, Commissioner of DPW Christian Mathiesen, Commissioner of DPS Matthew Veitch, Supervisor Peter Martin, Supervisor STAFF PRESENT: Joe Ogden, Deputy Mayor Lynn Bachner, Deputy Commissioner, Finance Eileen Finneran, Deputy Commissioner, DPS Sarah Burger, City Attorney EXCUSED: Sharon Kellner-Byrnes, Deputy Commissioner, Accounts Tim Cogan, Deputy Commissioner, DPW CALL TO ORDER Mayor Yepsen called the meeting to order at 9:35 a.m. PRESENTATION 2013 Audited Financial Statements Commissioner Madigan advised the independent auditors will be here to present fiscal year 2013. EXECUTIVE SESSION Mayor Yepsen advised there will be an executive session to discuss Article 7 cases. Commissioner Franck advised he would like to keep this at the beginning of the meeting as he has to pay an attorney to attend. CONSENT AGENDA 1. Approve Warrant: 2014 REG – 14AUG1 $405,131.29 No comments. MAYOR’S DEPARTMENT Set Public Hearing: Set Three (3) Public Hearings on the 2015 Capital Budget No comment. Discussion and Vote: Authorization for Mayor to Sign Contract for Saratoga Springs Summer Concert Series – Wayne & Joey No comment. Discussion and Vote: Authorization for the Mayor to Sign Contract for Saratoga Springs Summer Concert Series – Party of Three No comment. Discussion: Climate Smart Task Force Mayor Yepsen advised she will be bringing forward recommendations and discussion items of this group. Discussion: “Mayor’s Challenge” – Veteran’s Homelessness Mayor Yepsen advised this is coming down from the First Lady. Discussion: Update on City Human Resources Director Position Mayor Yepsen advised this position will be advertised as a full time City position. Discussion: Update on Saratoga Springs Bikeshare Week Mayor Yepsen stated this has been taking place over the past week. Locations of the bikeshare included The Local, the Downtowner, and the Gideon Putnam. The program was a success. Mayor Yepsen advised she will be two items to her agenda. ACCOUNTS DEPARTMENT Appointment: Commissioner of Deeds No comment. Award of Bid: Floor Refinishing West Ave. Fire Station to Tuff Kote Floorings, LLC No comment. Discussion and Vote: Resolution to Appoint a Marriage Officer No comment. Page 2 of 5 City Council Pre-Agenda Meeting August 4, 2014 FINANCE DEPARTMENT Discussion: 2nd Quarter 2014 Financial Report No comment. Discussion and Vote: Authorization for the Mayor to Sign Agreement with County Waste & Recycling Service, Inc. for Public Space Recycling Pilot No comment. Discussion and Vote: Authorization for the Mayor to Sign Official Payments Amendment to Agreement Commissioner Madigan advised this relates to the residents’ ability to pay their taxes and utility bills on line. The City needs to partner with a third party vendor to complete this and this is the agreement that allows us to do it. Discussion and Vote: Resolution for the Use of the Recreation Trust Commissioner Madigan advised this is for a fence for the dog park. Discussion and Vote: Resolution for Non-Union Full Time Personnel for 2015 Commissioner Madigan advised the resolution provides for a CPI raise of 1.9% for a total increase of $11,114. This will not affect the 2014 budget but it will affect the 2015 budget. Discussion and Vote: Budget Transfers – City Center Contingency No comment. Discussion and Vote: Budget Transfers - Payroll No comment. Discussion and Vote: Budget Transfers – Benefits No comment. Discussion and Vote: Budget Amendments – Benefits No comment. Announcement: Refunding Bond Issue Commissioner Madigan advised they will be re-financing bonds for a savings of $1,483,000. Commissioner Madigan advised she will be adding 2 items to her agenda. PUBLIC WORKS DEPARTMENT Discussion and Vote: Approval for Supplemental Agreement #2 & Resolution with DOT for the Ballston Avenue Project Page 3 of 5 City Council Pre-Agenda Meeting August 4, 2014 Tim Wales, city engineer, advised they received supplement #2 to reflect the numbers updated in January. No certification of funds is required as it has already been done. Discussion and Vote: Authorization for the Mayor to Sign Agreement with Barton & Loguidice, PC Spring Run Trail Monitoring Tim Wales, city engineer, stated this is required per the Army Corp of Engineers. Mayor Yepsen asked if it is the same price each year. Tim Wales advised this is the annual monitoring at the same price. Discussion and Vote: Authorization for the Mayor to Sign Change Order with Stilsing Electric, Inc. Tim Wales, city engineer, advised this is a credit for $650 for work that they found wasn’t needed. PUBLIC SAFETY DEPARTMENT Discussion and Vote: Resolution Relative to the Sale of the Collamer Lot & Purchase of Parcel on Union Avenue No comment. Discussion and Vote: Determine SEQRA for the Sale of Parcel 165.52-4-39 (Collamer Lot) Commissioner Mathiesen advised that this property is in the historical overlay area therefore it is a Type I action and the long form is required to be completed. Discussion and Vote: Authorization for Mayor to Sign Contract for the Sale of Parcel 165.52-4-39 No comment. Discussion and Vote: Determine SEQRA for Purchase of Parcel 179.3-1 on Union Avenue Commissioner Mathiesen advised this is an unlisted action requiring the SEQRA short form. Discussion and Vote: Authorization for Mayor to Sign Contract for Purchase of Parcel 179.3-1 on Union Avenue No comment. Discussion and Vote: Authorization for Mayor to Sign Contract with Tuff Kote for the West Ave. Fire House Floor Refinishing Project No comment. SUPERVISORS Matthew Veitch 1.
