Mayor Yepsen called the meeting to order at 9:36 a.m.

Mayor Yepsen advised this will be the first of 3 public hearings.

Commissioner Madigan advised $487,500 of the warrant is for the emergency generator for the Water
Treatment Plant, 2 street sweepers, the police renovation project, Lake Avenue traffic signal.
MAYOR’S DEPARTMENT
Discussion and Vote: Authorization for the Mayor to Sign a Contract with Cleveland Brothers
Mayor Yepsen advised this is for the Veteran’s Memorial Field.
Discussion and Vote: 2014 Community Development Block Grant Contracts – Consent to Sign

Discussion and Vote: City Council to Accept Concert Donation for Visitor’s Center from Saratoga Arms in
the Amount of $200.00
Mayor Yepsen advised they also received $500 from Ben & Jerry’s.
Commissioner Madigan advised that donation will also need to be added to the agenda.

Discussion: Blodgett Property Closing
Tony Izzo, assistant city attorney, advised he needs to review the documents with Mr. Blodgett and will
close this week on the property.
Mayor Yepsen advised this is for the purchase of a 5 acre parcel on the Kaydeross. There are matching
grant funds from the County for the purchase.
Discussion: Update on 9-11 Commemoration Ceremony
Mayor Yepsen announced that on September 11th at 9 a.m. there will be a ceremony.

Commissioner Franck advised this is for the electric contract and will have rate tomorrow.

Discussion and Vote: Refunding Bond Issue
Commissioner Madigan advised there is a resolution for refunding of bonds issued. She will also be
sending out a press release regarding the savings of over $1.5 million dollars for the next 20 years.
Discussion and Vote: Resolution for the Use of the Reserve for Bonded Indebtedness
Commissioner Madigan advised we have been approved for $100,000 for bonded indebtedness.

PUBLIC WORKS DEPARTMENT
Discussion and Vote; Accept Donation – Bench
Commissioner Scirocco advised this item and the next are for the donation of benches in the amount of
$800 each. The benches will be placed in High Rock Park near the 9-11 memorial.

Set Public Hearing: Amend 2014 Capital Budget – Weible Avenue Gas Landfill Project
Tim Wales, city engineer, explained this is for the construction costs of the flare.
Commissioner Madigan stated this is about a $500,000 capital budget amendment.
Discussion and Vote: Authorization for the Mayor to Sign Agreement with CKM Electrical Services, Inc. –
Bog Meadow Infrastructure and Water Supply Project

Discussion and Vote: Authorization for the Mayor to Sign Agreement with Trinity Construction, Inc. – Bog
Meadow Infrastructure and Water Supply Project
Tim Wales, city engineer, explained this is the general construction for getting the water from the wells to
the Water Treatment Plant.
Commissioner Scirocco advised he is adding an item: Discussion and Vote: Authorization for the Mayor
to Sign an Agreement with Crawford and Associates for Engineering Services regarding the Weible
Avenue Landfill.
PUBLIC SAFETY DEPARTMENT
Discussion and Vote: Authorization for the Mayor to Sign Agreement with NYS Office of Parks,
Recreation & Historic Preservation
Commissioner Mathiesen advised the Police Department needed to find a new home for the police
horses. The horses will be housed with the State Park Police horses.
Commissioner Mathiesen advised he is adding 2 items: Announcement: Public Safety Moving Back; and
Announcement: Time/Date for Next Public Safety Forum.
