August 18, 2014 CITY OF SARATOGA SPRINGS City Council Pre- Agenda Meeting PRESENT: Joanne Yepsen, Mayor Michele Madigan, Commissioner of Finance John P. Franck, Commissioner of Accounts Anthony Scirocco, Commissioner of DPW Christian Mathiesen, Commissioner of DPS Matthew Veitch, Supervisor Peter Martin, Supervisor STAFF PRESENT: Joe Ogden, Deputy Mayor Lynn Bachner, Deputy Commissioner, Finance Sharon Kellner-Byrnes, Deputy Commissioner, Accounts Eileen Finneran, Deputy Commissioner, DPS Sarah Burger, City Attorney EXCUSED: Tim Cogan, Deputy Commissioner, DPW CALL TO ORDER Mayor Yepsen called the meeting to order at 9:36 a.m. PUBLIC HEARING 2015 – 2020 Capital Budget and Program Mayor Yepsen advised this will be the first of 3 public hearings. PRESENTATION EXECUTIVE SESSION CONSENT AGENDA 1. Approval of 7/15/14 City Council Meeting Minutes 2. Approval of 8/4/14 Pre-Agenda Meeting Minutes 3. Approve Resolution for the Use of the Insurance Reserve 4. Approve Budget Amendments – Insurance Reserve 5. Approve Budget Amendments (Increases) 6. Approve Budget Transfers – Regular 7. Approve budget Transfers - Revenue 8. Approve Payroll 08/8/2014 $452,209.43 9. Approve Payroll 08/15/14 $448,743.43 10. Approve Warrant: 2014 Mid – 14MWAUG1 $86,331.58 City Council Pre-Agenda Meeting August 18, 2014 11. Approve Warrant: 2014 REG – 14AUG2 $1,445,948.99 Commissioner Madigan advised $487,500 of the warrant is for the emergency generator for the Water Treatment Plant, 2 street sweepers, the police renovation project, Lake Avenue traffic signal. MAYOR’S DEPARTMENT Discussion and Vote: Authorization for the Mayor to Sign a Contract with Cleveland Brothers Mayor Yepsen advised this is for the Veteran’s Memorial Field. Discussion and Vote: 2014 Community Development Block Grant Contracts – Consent to Sign No comments. Discussion and Vote: City Council to Accept Concert Donation for Visitor’s Center from Saratoga Arms in the Amount of $200.00 Mayor Yepsen advised they also received $500 from Ben & Jerry’s. Commissioner Madigan advised that donation will also need to be added to the agenda. Discussion and vote: Authorization for the Mayor to Sign Contract for Saratoga Springs Summer Concert Series – Betsy and the Byegons No comments. Discussion and Vote: Authorization for the Mayor to Sign Contract for Saratoga Springs Summer concert Series – Over There, Gary Ferris No comments. Discussion and Vote: Authorization for the Mayor to Sign contract for Saratoga Springs Summer Concert Series – Jocomo No comments. Discussion: Blodgett Property Closing Tony Izzo, assistant city attorney, advised he needs to review the documents with Mr. Blodgett and will close this week on the property. Mayor Yepsen advised this is for the purchase of a 5 acre parcel on the Kaydeross. There are matching grant funds from the County for the purchase. Discussion: Update on 9-11 Commemoration Ceremony Mayor Yepsen announced that on September 11th at 9 a.m. there will be a ceremony. Appointment: Design Review Commission No comments. Page 2 of 5 City Council Pre-Agenda Meeting August 18, 2014 ACCOUNTS DEPARTMENT Discussion and Vote: Authorization for the Mayor to Sign Contract with Direct Energy Commissioner Franck advised this is for the electric contract and will have rate tomorrow. Award of Bid: bog Meadow Water Supply and Infrastructure Project No. 1 – General Construction No comments. Bog Meadow Water Supply and Infrastructure Project No, 2 – Electrical Construction No comment. Award of Bid: Veteran’s Memorial Field Rehabilitation No comments. Award of Bid: Waterfront Park No comments. Commissioner Franck advised he is adding the following to his agenda: Discussion and Vote: City Center Purchase Order; Discussion and Vote: Rescind of Bid for Sale of Used Vehicles; Award of Bid: Sale of Used Vehicles. FINANCE DEPARTMENT Discussion and Vote: Refunding Bond Issue Commissioner Madigan advised there is a resolution for refunding of bonds issued. She will also be sending out a press release regarding the savings of over $1.5 million dollars for the next 20 years. Discussion and Vote: Resolution for the Use of the Reserve for Bonded Indebtedness Commissioner Madigan advised we have been approved for $100,000 for bonded indebtedness. Discussion and Vote: Budget Transfers – Payroll No comments. Discussion and Vote: Budget Transfers – Benefits No comments. Discussion and Vote: Budget Transfers – Interfund No comments. Discussion and Vote: Budget Amendments – Interfund No comments. Page 3 of 5 City Council Pre-Agenda Meeting August 18, 2014 Commissioner Madigan advised she is adding 2 items to her agenda: Discussion: 2015 Requested Budgets, and Discussion and Vote: Budget Transfers from Contingency for Public Works. PUBLIC WORKS DEPARTMENT Discussion and Vote; Accept Donation – Bench Commissioner Scirocco advised this item and the next are for the donation of benches in the amount of $800 each. The benches will be placed in High Rock Park near the 9-11 memorial. Discussion and Vote: Accept Donation – Bench No comments. Set Public Hearing: Amend 2014 Capital Budget – Weible Avenue Gas Landfill Project Tim Wales, city engineer, explained this is for the construction costs of the flare. Commissioner Madigan stated this is about a $500,000 capital budget amendment. Discussion and Vote: Authorization for the Mayor to Sign Agreement with CKM Electrical Services, Inc. – Bog Meadow Infrastructure and Water Supply Project No comments. Discussion and Vote: Authorization for the Mayor to Sign Agreement with Trinity Construction, Inc. – Bog Meadow Infrastructure and Water Supply Project Tim Wales, city engineer, explained this is the general construction for getting the water from the wells to the Water Treatment Plant. Commissioner Scirocco advised he is adding an item: Discussion and Vote: Authorization for the Mayor to Sign an Agreement with Crawford and Associates for Engineering Services regarding the Weible Avenue Landfill. PUBLIC SAFETY DEPARTMENT Discussion and Vote: Authorization for the Mayor to Sign Agreement with NYS Office of Parks, Recreation & Historic Preservation Commissioner Mathiesen advised the Police Department needed to find a new home for the police horses. The horses will be housed with the State Park Police horses. Commissioner Mathiesen advised he is adding 2 items: Announcement: Public Safety Moving Back; and Announcement: Time/Date for Next Public Safety Forum. SUPERVISORS Matthew Veitch 1.
