CALL TO ORDER
Mayor Yepsen called the meeting to order at 9:34 a.m.
PUBLIC HEARING
Weibel Avenue Speed Limit Change
Commissioner Mathiesen advised this is to change the speed limit on Weibel Avenue from 40 mph to 30
mph.
2017 Comprehensive Budget
Commissioner Madigan advised this is the first public hearing on the 2017 Comprehensive Budget.
There is no tax increase. Contrary to what has been reported in the papers, the Greenbelt Trail Project
has not been removed from the Capital Budget; it has been removed from the tax burden. It is remaining
in the Capital Program but in 2018. If the mayor has a way to come up with $50,000 to keep it in 2017;
she can bring that forward.
PRESENTATIONS
1. Smart City Commission – Commissioner Madigan will be presenting the Smart City Roadmap 1.0. It
will help leverage existing broadband infrastructure and funding streams to foster sustainable
economic growth. It will enhance the quality of life for all Saratogians.

2. Zoning Diagnostic Report – Tina Carton advised a representative from Behan Associates will be here
to present the diagnostic report. They provide an update on public comments and land use boards
since the publishing of the diagnostic report.

Discussion and Vote: Authorization for Mayor to Sign Memorandum of Understanding with CDTA in
Support of Their Regional Bikeshare CMAQ Grant Application
Kate Maynard of the Planning Department advised CDTA is taking on the regional bike share program.
They are applying for a grant and taking on a large financial obligation to get this program moving. CDTA
is requesting $50,000 from us towards the match.
Discussion and Vote: Authorization for Mayor to Sign NYSERDA Cleaner Greener Communities Phase II
Implementation Funding, Round 2 Disclosure of Prior Findings of Non-responsibility Form
Tina Carton advised this is for the City to adopt a unified solar permit. We can apply to receive $2,500 for
adopting the program and this is part of the application for the money.
Discussion and Vote: Authorization for the Mayor to Sign Application for the NYS Department of
Transportation 2016 Transportation Alternatives Program (TAP) and Congestion Mitigation and Air
Quality Improvement (CMAQ) Program Grant
Tina Carton advised she did the pre-application. The amount of the grant is $1,940,000 with a $582,000
match. The application is due on Friday.

Commissioner Madigan stated the Council was not made aware of the ground-breaking ceremony. She
congratulated all parties involved in getting this up and running.

Announcement: City Center Resolution Re: Health Insurance for President/Executive Director
Commissioner Madigan advised this is for Mark Baker in preparation for his retirement. The City Center
has approved this resolution which will direct the City to enroll Mr. Baker in the same health insurance
program provided to similar senior managerial retired employees at the expense of the City Center and
no cost to the City.

Commissioner Madigan advised CDPHP has received their rate renewal. The City has a new agreement
to sign.
