October 17, 2016 CITY OF SARATOGA SPRINGS City Council Pre-Agenda Meeting 9:30 AM PRESENT: Joanne Yepsen, Mayor Michele Madigan, Commissioner of Finance Anthony Scirocco, Commissioner of DPW Christian Mathiesen, Commissioner of DPS STAFF PRESENT: Meg Kelly, Deputy Mayor Lynn Bachner, Deputy Commissioner, Finance Maire Masterson, Deputy Commissioner, Accounts Eileen Finneran, Deputy Commissioner, DPS Vince DeLeonardis, City Attorney Peter Martin, Supervisor EXCUSED: John Franck, Commissioner of Accounts Tim Cogan, Deputy Commissioner, DPW Matthew Veitch, Supervisor CALL TO ORDER Mayor Yepsen called the meeting to order at 9:34 a.m. PUBLIC HEARING Weibel Avenue Speed Limit Change Commissioner Mathiesen advised this is to change the speed limit on Weibel Avenue from 40 mph to 30 mph. 2017 Comprehensive Budget Commissioner Madigan advised this is the first public hearing on the 2017 Comprehensive Budget. There is no tax increase. Contrary to what has been reported in the papers, the Greenbelt Trail Project has not been removed from the Capital Budget; it has been removed from the tax burden. It is remaining in the Capital Program but in 2018. If the mayor has a way to come up with $50,000 to keep it in 2017; she can bring that forward. PRESENTATIONS 1. Smart City Commission – Commissioner Madigan will be presenting the Smart City Roadmap 1.0. It will help leverage existing broadband infrastructure and funding streams to foster sustainable economic growth. It will enhance the quality of life for all Saratogians. City Council Pre-Agenda Meeting October 17, 2016 2. Zoning Diagnostic Report – Tina Carton advised a representative from Behan Associates will be here to present the diagnostic report. They provide an update on public comments and land use boards since the publishing of the diagnostic report. CONSENT AGENDA 1. Approval of 10/12/16 Budget Workshop Minutes 2. MAYOR’S DEPARTMENT Discussion and Vote: Accept $500.00 Donation from Adirondack Trust Company Towards Camp Saradac No comments. Discussion and Vote: Approval for the Mayor to Sign Contract Addendum with Honeywell Law Firm – Labor and Employment No comments. Discussion and Vote: Authorization for Mayor to Sign Memorandum of Understanding with CDTA in Support of Their Regional Bikeshare CMAQ Grant Application Kate Maynard of the Planning Department advised CDTA is taking on the regional bike share program. They are applying for a grant and taking on a large financial obligation to get this program moving. CDTA is requesting $50,000 from us towards the match. Discussion and Vote: Authorization for Mayor to Sign NYSERDA Cleaner Greener Communities Phase II Implementation Funding, Round 2 Disclosure of Prior Findings of Non-responsibility Form Tina Carton advised this is for the City to adopt a unified solar permit. We can apply to receive $2,500 for adopting the program and this is part of the application for the money. Discussion and Vote: Authorization for the Mayor to Sign Application for the NYS Department of Transportation 2016 Transportation Alternatives Program (TAP) and Congestion Mitigation and Air Quality Improvement (CMAQ) Program Grant Tina Carton advised she did the pre-application. The amount of the grant is $1,940,000 with a $582,000 match. The application is due on Friday. Announcement: Saratoga Springs Recreation Programs and Leagues No comments. Mayor Yepsen stated she may be adding an item to her agenda: Discussion and Vote: Geyser Road Improvement Project. ACCOUNTS DEPARTMENT Set Public Hearing: Gold Star Parent Exemption No comments. Set Public Hearing: Interlaken Zoning Amendment No comments. FINANCE DEPARTMENT Discussion: Affordable Housing Partnership Project – Habitat for Humanity, Saratoga Builders, Rebuilding Saratoga, City of Saratoga Springs – 26 Cherry Street Commissioner Madigan stated the Council was not made aware of the ground-breaking ceremony. She congratulated all parties involved in getting this up and running. Announcement: 2017 Budget Workshops No comments. Set Public Hearing: 2017 Budget (Second Public Hearing) No comments. Announcement: City Center Resolution Re: Health Insurance for President/Executive Director Commissioner Madigan advised this is for Mark Baker in preparation for his retirement. The City Center has approved this resolution which will direct the City to enroll Mr. Baker in the same health insurance program provided to similar senior managerial retired employees at the expense of the City Center and no cost to the City. Discussion and Vote: Health Care Plan Rate Renewals Commissioner Madigan advised CDPHP has received their rate renewal. The City has a new agreement to sign. Discussion and Vote: Budget Transfers – Legal /Prof Services for Mayor’s Department No comments. Discussion and Vote: Budget Transfers – Payroll No comments. Set Public Hearing: Amend Section 203 of the City Code No comments. Discussion and Vote: Authorization for a CSEA City Hall Employee to Withdraw Up to 218 Hours from the Sick Bank No comments.
