ADJOURN Budget Workshop 10/24/16 October 24, 2016 CITY OF SARATOGA SPRINGS City Council Meeting City Council Room 1:00 PM PRESENT: Joanne Yepsen, Mayor Michele Madigan, Commissioner of Finance John Franck, Commissioner of Accounts Anthony Scirocco, Commissioner of DPW Christian Mathiesen, Commissioner of DPS (arrived at 1:07 p.m.) STAFF PRESENT: Meg Kelly, Deputy Mayor Lynn Bachner, Deputy Commissioner, Finance Maire Masterson, Deputy Commissioner, Accounts Eileen Finneran, Deputy Commissioner, DPS EXCUSED: Tim Cogan, Deputy Commissioner, DPW RECORDING OF PROCEEDING The proceedings of this meeting were taped for the benefit of the secretary. CALL TO ORDER Mayor Yepsen called the meeting to order at 1:04 p.m. PUBLIC COMENT Mayor Yepsen opened the public comment period at 1:05 p.m. No one spoke. Mayor Yepsen closed the public comment period at 1:05 p.m. BUDGET WORKSHOP Commissioner Madigan distributed copies of budget changes to the Council that she is recommending for the amended budget. The changes do not alter the amount budgeted in the 2017 comprehensive general fund operating budget. The inside and outside district rates are now lower than what was originally introduced by 00.18% and 00.17% respectively. Expense changes net out to zero. Page 2 of 3 Budget Workshop 10/24/16 Commissioner Madigan advised the Finance Department, Accounts Department, and Recreation Department did not request any changes to the budget. She wanted a 0% increase for taxes in the outside district tax rate but it was listed at .03%. She wanted both districts to be at 0%; which they both are now. Commissioner Madigan advised the second public hearing will be Tuesday, November 1, 2016 at 6:50 p.m. She is looking to bring forward a vote that night. Commissioner Franck stated he is happy with the budget. He sat on the Preservation Foundation Board for a number of years and feels strongly that they should receive the amount they requested. He is willing to move $3,000 from his professional services/attorney line to the mayor’s line for the Preservation Foundation. Commissioner Mathiesen stated he would like to contribute but his budget is tight. Commissioner Scirocco stated he is in the same situation as Commissioner Mathiesen. Discussion and Vote: Budget Transfers – Payroll (16-383) Commissioner Madigan moved and Commissioner Mathiesen seconded to approve the 2016 budget transfers – payroll which were distributed with the agenda.
