CALL TO ORDER
Mayor Yepsen called the meeting to order at 9:34 a.m.

Amend Chapter 203 - Sidewalks
Commissioner Mathiesen stated this is to amend the existing ordinance.
2017 Comprehensive Budget
Commissioner Madigan stated this is the second public hearing. She will be bringing the budget for a
vote tomorrow night. The public hearing will be closed after the vote if it is passed.

1. Draft Complete Streets Plan – Kate Maynard stated the draft is available for public review.

John Hirliman advised they made changes to the existing agreement; updated it.
Announcement: Pitney Farm Update
Mayor Yepsen stated the parties that have been meeting on this and have agreed upon a conservation
easement document. The conservation easement document is with the Open Space Committee for their
review.
Commissioner Madigan asked where the city falls within all this.
Tony Izzo, assistant city attorney, stated Saratoga PLAN and the Pitney family both had a great vision for
the land but their visions were different. He advised the City’s money will wrap this property up and
prevent certain uses from ever taking place on this property forever. The only uses that will be allowed
are agricultural uses. The new group – Pitney Meadows Community Farm, is abiding by these uses.
Commissioner Scirocco stated the Open Space monies grant are suppose to provide some recreational
use. We should have some other say regarding recreation.
Tony Izzo stated the Pitney family has indicated recreation is not part of their vision.
Commissioner Scirocco asked what happens if the City doesn’t buy into the development rights.
Tony Izzo stated he couldn’t speak to that. The conservation easement refers to walking, snowshoeing,
running, but no fields or arenas.

Mayor Yepsen stated the Recreation Commission is actively looking for land for fields.
Tony Izzo stated Tina Carton just reminded him that trails for hiking and walking are allowed.
Tina Carton stated the Greenbelt Trail will traverse the property. The Pitney family was open to the idea
of walking trails within the wooded area.
Commissioner Scirocco stated if they could split a piece for recreation; that would be great. We are going
to run out of recreation space in the City.
Tina Carton stated the City is not purchasing the property; they are purchasing the access rights.
Tony Izzo stated he can ask the question.

Commissioner Franck stated they sent a letter asking for an extension of time.
Commissioner Madigan asked for a time limit on the extension.
Commissioner Franck added 1 item to his agenda: Award of Bid: Traffic Control Signal Design and
Engineering to GPI.
FINANCE DEPARTMENT
Discussion and Vote: 2017 Budget
Commissioner Madigan stated she will review all the changes made to the budgets. They held 4 budget
workshops and will take a vote tomorrow night. At some time she would like to have a discussion as to
why there are two districts; inside and outside.

Commissioner Mathiesen stated the district line has been adjusted in the past to include some additional
properties in the inside district.
