Amend Chapter 225 – Parking Prohibited at All Times and time Limit Parking – Commissioner Mathiesen stated they are setting aside 2 spaces in the Woodlawn parking garage for electric vehicles. 2. Proposed 2018 Comprehensive Budget – Deputy Mike Sharp stated this public hearing will remain open until the vote is taken on the budget. PRESENTATION 1. City of Saratoga Springs IT Update – Deputy Mike Sharp advised this will be an update on IT city- wide. 2. Unified Development Ordinance – Mayor Yepsen advised Beehan Associates will be presenting this tomorrow evening. There is a 75% completed draft. EXECUTIVE SESSION 1. Article 7 CONSENT AGENDA 1. MAYOR’S DEPARTMENT Discussion and Vote: To Accept the Donation of Flag from Disabled American Veterans No comments. Discussion: Workforce Housing Incentive Package for the South Broadway Development Mayor Yepsen stated there is an email from her to all the Council members. They put together a package of options including a pilot. Discussion and Vote: To Approve Collective Bargaining Agreement Between City of Saratoga Springs and DPW No comments. Discussion and Vote: Authorization for the Mayor to Execute Letter to Protect the Historic Preservation Tax Credit No comments. Announcement: Human Resources Handbook – Update Miriam Dixon stated a red-lined version has been created. Employee handbooks are not a negotiated item. She asked the Council to review and advise her if there are any changes they would like to see. *Mayor Yepsen stated she will be adding an item for discussion: Open Space Committee Regarding MOU for 209 South Broadway. ACCOUNTS DEPARTMENT Discussion and Vote: Authorization for the Office of Risk and Safety to Encumber Remaining 2017 Insurance Money for the Department of Public Works Fire Loss Marilyn Rivers, director of risk and safety, advised she is working with Travelers Insurance regarding the loss. They want the money to go into a purchase order to be sued for this only. Discussion and Vote: Risk and Safety Manual Marilyn Rivers advised there are 2 changes to the manual; the Safety Committee resolution added and removed members and the Fleet Safety Program. PUBLIC SAFETY DEPARTMENT Set Public Hearing: Amend Chapter 225 Article IX Schedules, Subsection 225-93 Schedule XXVII: Handicapped Parking Zones (A) Two Hour Limit & Amend Chapter 225 Article IX Schedules Subsection 225-77 Schedule XII: Stop Intersections Commissioner Mathiesen stated this will be 2 public hearings. Page 3 of 4 City Council Pre-Agenda Meeting November 20, 2017 Set Public Hearing: Amend Chapter 2.1 of the City Charter to Set Salaries for the Mayor & Commissioners Starting January 1, 2020 Commissioner Mathiesen stated he feels their salaries should be $18,000. Discussion and Vote: Lifetime Health Insurance Benefits for Members of the City Council Commissioner Mathiesen stated he would like do away with lifetime health insurance for Council members. Board Meeting EXECUTIVE SESSION Mayor Yepsen moved and Commissioner Franck seconded to adjourn into executive session for the purpose of an Article 7 case at 10:11 a.m. Ayes – All Council returned from executive session at 10:26 a.m. Commissioner Franck advised he will be adding an item to his agenda for discussion and vote tomorrow night based upon the executive session discussion.
