CALL TO ORDER
Commissioner Madigan called the meeting to order at 2:02 p.m. and went directly to her agenda before
coming back to public comment.
PUBLIC COMENT
Commissioner Madigan said the public comment period is limited to a total of 15 minutes and
individuals are limited to two minutes each according to the rules approved in February of 2004 by
the City Council.
Commissioner Madigan opened the public comment period at 2:13 p.m.

CONSENT AGENDA
Commissioner Madigan moved and Commissioner Mathiesen seconded to accept the consent
agenda as follows:

MAYOR’S DEPARTMENT
Discussion and Vote: Authorization for Mayor to sign Miller Mannix Contract Addendum 3 (17-435)
Deputy Mayor Kelly advised this is an addendum to the contract to extend the time period to January 31,
2018 and increasing the amount to $60,268 for land use board issues.
Commissioner Madigan moved and Commissioner Franck seconded to authorize the Mayor to sign
the Miller, Mannix, Schactner, Haffner, LLC contract addendum 3.

Discussion and Vote: Authorization for the Mayor to execute Collective Bargaining Agreement between the
City of Saratoga Springs and the Fire Administrative Officers Unit (17-436)
Vince DeLeonardis, city attorney, advised this is the fire chiefs contract. This is a 5 year contract to run
2018 – 2022 with a 2% wage increase. This adds a dental plan; increased vacation days if employment is
greater than 30 years; increasing the clothing allowance; and included the drug and alcohol testing.
Commissioner Madigan moved and Commissioner Mathiesen seconded for the City Council to
authorize the Mayor to execute the collective bargaining agreement between the City of Saratoga
Springs and the Fire Administrative Officers Unit.

ACCOUNTS DEPARTMENT
Commissioner Franck advised he has nothing for his agenda at this time.
FINANCE DEPARTMENT
Discussion and Vote: 2018 Annual Tax Resolution (17-437)
Commissioner Madigan stated they need to do this so the Tax Department can start collecting taxes for
2018 in 2017. After this she will return to public comment. The City will allow payment of local taxes for
2018 in 2017 in response to the new tax law.

2018 Annual Tax Resolution
December 28, 2017
RESOLVED, THAT THE City of Saratoga Springs, New York on this 28th day of December, 2017 at 2:00 PM adopt and confirm the
2018 Tax Roll carrying a levy on the inside district of $10,475,304.66 for the City and $5,873,926.34 for the County; total Inside
District levy $16,349,231.00. Levy on the Outside District of $8,801,991.64 for the City and $4,993,032.82 for the County; total
Outside District Levy of $13,795,024.46 making a total tax levy of $30,144,255.46 and that the Commissioner of Finance be
authorized to collect such a levy computed at the following rates per on thousand dollars of assessed valuation.

FURTHER RESOLVED, that the City Council of the City of Saratoga Springs, New York adopt and confirm the relevy of the 2017
Utility Tax in the amount of $516,185.69.
FURTHER RESOLVED, that the City Council of the city of Saratoga Springs, New York adopt and confirm the 2018 Omitted Tax in
the amount of $39,925.14 for the City and $19,156.65 for the County; total Omitted Tax of $59,081.79.
FURTHER RESOLVED, that the City Council of the City of Saratoga Springs, New York adopt and confirm the 2018 Saratoga Lake
Special Improvement Tax for the Saratoga Lake Improvement District in the amount of $96,405.82.
FURTHER RESOLVED, that the City Council of the City of Saratoga Springs, New York adopt and confirm the 2018 Special
Assessment Tax for the Saratoga Springs Special Assessment District in the amount of $123,830.81.
FURTHER RESOLVED, that the City Council of the City of Saratoga Springs, New York adopt and confirm the 2018 West Ave
Special District Tax for the Saratoga Springs West Ave Special District in the amount of $51,002.96.
FURTHER RESOLVED, that the City Council of the city of Saratoga Springs, New York adopt and confirm the 2018 Gilbert Rd Water
District Tax for the Saratoga Springs Gilbert Rd Water District in the amount of $17,342.00.
FURTHER RESOLVED, that the City Council of the City of Saratoga Springs, New York adopt and confirm the 2018 Gilbert Rd II
Water District Tax for the Saratoga Springs Gilbert Rd II Water District in the amount of $3,015.00.
TOTAL 2018 TAX ROLL $31,011,119.53
Commissioner Madigan moved and Commissioner Scirocco seconded to approve the 2018 tax
resolution annual tax resolution included with today’s agenda.

Commissioner Franck stated due to the cap it is most beneficial is payment is made this year. He is not
100% sure if it is a legal write off at this time.
Commissioner Mathiesen asked what the cap is on.
Commissioner Franck stated if you itemize; you are allowed to take state income taxes; property taxes,
and school taxes up to $10,000. A lot of people are over $10,000 but there is no cap this year.
Discussion and Vote: Budget Transfers – Payroll and Benefits (17-438)
Commissioner Madigan moved and Commissioner Franck seconded to approve budget transfers –
payroll and benefits as previously distributed with the agenda.

Commissioner Madigan advised this transfer is for the CSEA DPW retroactive pay per the contract
approved by the City Council on December 19, 2017. Following this approval, the general fund
contingency will be zero; the water fund previously had a balance of $12,498 and will have $11,314 after
this approval; the sewer fund had a balance of $16,848 and will have a balance of $16,742.84 after this
approval.
Commissioner Madigan moved and Commissioner Mathiesen seconded to approve budget transfer
– contingency as previously distributed with the agenda.

Commissioner Madigan moved to enter into executive session at 2:21 pm.

Council returned from executive session at 2:58 p.m. Commissioner Madigan advised there were no
decisions made to report to the public.

There being no further business, Mayor Yepsen adjourned the meeting at 2:59 p.m.
