CALL TO ORDER
Mayor Kelly called the meeting to order at 1:33 p.m.
MAYOR’S DEPARTMENT
Mayor Kelly congratulated the Council and thanked her family for being here today and for all their support.
She asked all City staff to stand and be recognized and thanked all the volunteers of the various boards for
their time and work.
Mayor Kelly appointed Lisa Shields as her deputy mayor; Rita Debnam as the executive assistant; Vince
DeLeonardis as city attorney; and Tony Izzo as assistant city attorney. She will be appointing more people
to land use boards over the next month.
Mayor Kelly advised she plans to work on parking issues, the downtown connector, and the greenbelt trail.
The mayor’s door will always be open to serve those in City Hall and the community.

ACCOUNTS DEPARTMENT
Commissioner Franck re-appointed Maire Masterson as his deputy. He thanked his family for their support
and congratulated and welcomed all the new members of the Council as well as Supervisor Gaston.
Commissioner Franck thanked everyone for coming today and wished all a Happy New Year.
FINANCE DEPARTMENT
Commissioner Madigan re-appointed Mike Sharp as her deputy. She thanked everyone for coming out
today and her family for being here. She thanked her husband for his continued support, which made it
possible for her to be in this position.
Commissioner Madigan also thanked Charlie Brown, the former chair of the Democratic Committee for all
his work there and wished Courtney DeLeonardis well as she takes over the position as chair of the
Democratic Committee.
Commissioner Madigan congratulated her colleagues and Francine Vero on being the first female City
Court Judge.
Commissioner Madigan advised her goals for 2018/2019 include a review of the health care options,
parking challenges, and continuing efforts of the Smart City Commission.
PUBLIC WORKS DEPARTMENT
Commissioner Scirocco re-appointed Joe O’Neill III as his deputy.

Commissioner Scirocco thanked his wife, Corrine, for her support and announced their upcoming 50
wedding anniversary.
Commissioner Scirocco congratulated the entire Council, Supervisors, and newly elected City Court Judge
Vero. He feels they are starting with a renewed sense of optimism. He is looking forward to working with
his colleagues. Teamwork, technology, and infrastructure will be the main focus of the Department of
Public Works. They have been working on a new fleet management system that will be implemented this
year as well as a new work order system.
Commissioner Scirocco wished everyone a happy, healthy, prosperous New Year.
PUBLIC SAFETY DEPARTMENT
Commissioner Martin appointed John Daley as his deputy.
Commissioner Martin thanked his wife, Christine for her support as spouses take on a lot of the burden
during an election. He also thanked Chris Mathiesen, Eileen Finneran, Ron Kim, and Lou Benton for their
time given to him to help him with his new position.
Commissioner Martin stated the City is facing many challenges that have to be addressed such as the
opioid epidemic. Some challenges are unique to this town and some are shared by cities throughout the
state. He plans to bring forward proposals for Complete Streets, traffic mitigation, and shared services that
will improve our safety and well being.

SUPERVISORS
Matthew Veitch
Supervisor Veitch thanked his wife and entire family for being there and for their support. He stated it has
been a great honor to serve the residents of this community. He thanked the voters for their continued
support and congratulated the Council and his colleague Tara Gaston.
Supervisor Veitch advised the new County public safety and public health building construction will begin
this year. The County will be facing many challenges in 2018. There are 2 economic development
agencies in the county that work to attract businesses to the county. His goal is to work to find a way to get
SEDC and the Saratoga County Prosperity Partnership to work together for the purpose of growth for our
county.
Tara Gaston
Supervisor Gaston thanked all the voters for their support and all who have helped bring her “up to speed”.
She thanked her family for their support as she worked to transfer from a full time stay at home mom/wife
to a full time attorney and County Supervisor. The heart of this community has been warm and honest and
they can expect transparency, accountability, and accessibility in return.

There being no further business, Mayor Kelly adjourned the meeting at 2:25 p.m.
