CALL TO ORDER
Mayor Kelly called the meeting to order at 7:02 p.m.
PUBLIC COMENT
Mayor Kelly said the public comment period is limited to a total of 15 minutes and individuals are
limited to two minutes.
Mayor Kelly opened the public comment period at 7:03 p.m.
Sam Brewer of Saratoga Springs congratulated the Council and wished them all luck. He asked the
council to consider construction of a new field house for indoor winter sports. He is also glad the Charter
change was defeated; however he does feel there are some deficiencies in the current Charter that should
be fixed such as the Council’s salary.
Darlene McGraw of Saratoga Springs stated her hot topics are transportation and parking. People should
be able to get through the entire 12866 zip code via public transportation.

Mayor Kelly closed the public comment period at 7:07 p.m.
Commissioner Madigan responded to Mr. Brewer’s comment by advising there is Recreation Master Plan
being worked on so his idea of a field house can be discussed then.
Commissioner Scirocco commented that maybe some of those programs can be included at the current
recreation center.
CONSENT AGENDA
Mayor Kelly moved and Commissioner Madigan seconded to accept the consent agenda as
follows:

MAYOR’S DEPARTMENT
Announcement: Board and Committee Appointments
Mayor Kelly announced the appointment of Michelle Roddy to the Community Development Citizen
Advisory Committee effective immediately. Michelle’s term will expire 12/31/20.
Mayor Kelly announced the re-appointment of Mark Torpey to the Planning Board. Mark will be the chair of
that board.
Mayor Kelly also appointed Jamin Totino and Brad Gallagher to the Planning Board.
Discussion and Vote: Appointment to City Center Authority (18-001)
Mayor Kelly advised she is recommending the appointment of Tom Roohan to the City Center Authority as
chair.
Mayor Kelly moved and Commissioner Martin seconded to appoint Tom Roohan as chairperson to
the City Center Authority.

Discussion and Vote: Appointment to City Center Authority (18-002)
Mayor Kelly advised she is recommending the appointment of Steve Sullivan to the City Center Authority.
Mayor Kelly moved and Commissioner Franck seconded to appoint Steve Sullivan, board member,
to the City Center Authority.

Mayor Kelly moved and Commissioner Martin seconded to authorize the mayor to sign addendum 4
to the contract with Miller, Mannix, Schachner & Hafner, LLC.

Discussion and Vote: To Terminate Agreement Between the City of Saratoga Springs and Beehan
Planning and Design (18-005)
Mayor Kelly moved and Commissioner Madigan seconded to authorize the mayor to terminate the
agreement between the City of Saratoga Springs and Beehan Planning and Design.

ACCOUNTS DEPARTMENT
Set Public Hearing: Amend Local Law #2 of 2008, Article X “Taxation Alternate Veterans Exemption”
Commissioner Franck advised we need to amend Local Law #2 of 2008 entitled “A Local Law to Amend
Article X of the Code of the City of Saratoga Springs, New York, Entitled “Taxation – Alternative Veterans
Exemption.” New York State removed the 10 year limitation from the New York State Real Property Tax
Law §458-b for the Cold War exemption. This amendment is to reflect the removal of the 10 year
limitation.
Commissioner Franck set a public hearing for January 16, 2018 at 6:55 p.m.
FINANCE DEPARTMENT
Announcement: 2018 Pre-Payment of City and County Property Taxes
Commissioner Madigan advised the City began accepting pre-payment of 2018 taxes from 2 p.m.

Thursday through 11:59 p.m. December 31 . The City received 380 on line payments for a total of $1.27
million dollars; and the tax office collected while they were open 533 in-person payments totaling $1.52
million dollars.
Discussion and Vote: Authorization for the Mayor to Sign a Contract with OpenGov, Inc. (18-006)
Commissioner Madigan advised this is a renewal contract for 3 years. They manage the transparency
portal on the website. The fee is $6,500 per year.
Commissioner Madigan moved and Commissioner Scirocco seconded to approve the contract with
OpenGov, Inc. as previously distributed with the agenda and to authorize the mayor to sign it.

Commissioner Madigan stated this would be used mostly for sending data daily to the disaster recovery
system. This is a 3 year contract with a monthly charge of $685 and $495 upfront installation fee.
Commissioner Madigan moved and Commissioner Scirocco seconded to approve the internet
connection contract with FirstLight as previously distributed with the agenda and to authorize the
mayor to sign it.

Discussion and Vote: Authorization for the Mayor to Sign Agreement with FirstLight for Disaster Recovery
as a Service (“DRAS”) (18-008)
Commissioner Madigan stated this will allow us to send daily backups to a site in Maine. This is a 1 year
contract with a monthly charge of $530 and a $730 upfront installation fee.
Commissioner Madigan moved and Commissioner Scirocco seconded to approve the disaster
recovery as a service contract with FirstLight as previously distributed with the agenda and
authorize the mayor to sign the contract.

Discussion and Vote: Budget Transfers – Payroll (18-009)
Commissioner Madigan moved and Commissioner Scirocco seconded to approve the budget
transfers – payroll as previously submitted with the agenda.

PUBLIC WORKS DEPARTMENT
Commissioner Scirocco moved and Commissioner Madigan seconded to add an item to his agenda
winter weather update. (18-010)

Update: Winter Weather Update
Commissioner Scirocco stated he wanted to recognize the DPW crew for the work they did on Christmas
morning and early each morning last week. He asked the residents to be aware that cars need to be
moved every 12 hours when there is 3 or more inches of snow whether or not a snow emergency is called.
He also suggested people run their water to prevent pipes from freezing.
PUBLIC SAFETY DEPARTMENT
Appointment: Re-Appointment of Dr. Timothy Brooks as City Health Officer for 2018
Commissioner Martin advised he is re-appointing Dr. Timothy Brooks as the City’s health officer for 2018.
Dr. Brooks started in this role in 2014.

Saratoga County 2018 Organizational Meeting
Supervisor Veitch reported the County 2018 organizational meeting was held today. Ed Kinowski,
supervisor of Stillwater, has been re-elected as chair of the board and Kevin Tollison from the Town of
Halfmoon as the vice-chair.
2018 Committee Assignments
Supervisor Veitch reported he was appointed chair of the Economic Development Committee; appointed to
the Legislative & Research Committee; appointed to the Racing & Gaming Committee; appointed to the
Trails Committee; Tourism Advisory Committee; NYRA Local Advisory Board; appointed to the Saratoga
Casino Hotel Foundation; and NYSAC Vice-Chairman for Public Safety; re-appointed to Law Library Board
of Trustees; and the Saratoga County Capital Resource Committee.

Supervisor Gaston reported she was appointed to the following committees: Real Property Tax; Racing &
Gaming; Legislative & Research; Health & Social Services; Office of the Aging; and the Youth Bureau.
