proposed as $6.0754fortheinsidedistrictand $6.0101fortheoutsidedistrict. Therehavebeen3budget

PUBLIC COMENT
Mayor Kelly said thepublic comment period islimited toatotal of15 minutes and individuals are
limited totwo minutes.
MayorKellyopenedthepubliccomment periodat7:01p.m.
KaraRosettie ofWiltonstatedtheresolution ontonight’sagendaisagreatstartandfirststep. Theyneed
retiredofficersandshouldembracetheirdedication toserveandprotect. (copyofstatement attached).
RobArrigoofSaratoga Springsstatedhewantedtoaddresssomeoftheerroneous statements being
made. Hecalledvarious organizations andspoketothedirectorofoperations attheNational Association
ofSchoolResource Officers (NASRO) andfoundtheysupportbothactiveandretirepoliceofficersthatare
notschoolresource officerscarryingconcealed gunsonschoolproperty aslongastheygothrough
NASROsschoolsafetycourse. HealsocalledtheNationalAssociation ofPoliceOrganization andfound
theyalsosupport carryingaslongastheygothroughthepropertraining.
ChrisZiekerofSaratogaSpringsstatedeveryone shouldreadtheminutesoftheschoolboardmeetings.
Certainmembers ofthatboarddisarmed ourprotectors topromoteanti-gunandanti-lawenforcement
ideology. Theycallourschoolsafetyofficersbiasedbecause theyareCaucasian andchildrenofcolorin
ourschoolsarescared andendangered bythesesafetyofficers. OfficerDavis, ahighlyrespected
resourceofficerisAfricanAmerican. Sincethoseboardmembers couldn’taccuse himofracism, they
questionedhimabouthistransgender sensitivity training. Peopleinthecommunity arestandingtogether
todefend ourchildren. Thereisnothingintheminutesindicating anyduediligence onthepartofthe
schoolboardtobasetheirdecision. Thereisnoreliabledataregarding disarmingourschoolsandmaking
themsofttargets.
DaveJersenofSaratogaSpringsthankedtheCouncilforthisresolution. Theyhaveactivistspushingtheir
politicalagendaratherthanunbiased representatives whoseprimaryconcern isourchildren, theirbest
interestandtheirsafety. Let’sbeadultsandmaketherightdecisionthatkidourchildrensafe.
MichelleKingofMiddleGrovestatedsafetytrumps everything. Ourofficersaretrained, skilledand
qualified. Theyarereadytoprotectourchildren.
EricaBormanofWiltonstatedprotective measures thathavebeeninplaceforover30yearshavebeen
revoked. Everydaythatgoesbyisanotherdaythey failtoprotectourchildren. Shewouldliketosee
evidencethatarmedprotection doesn’tsavelives. Havingtowait5 –7minutesforanylineofdefenseisa
lifetimeinanactiveshootersituation.

MikeArgusofGreenfield statedpeopledon’tabidebyrulesanymore. Itisbettertohaveagunandnot
needitthanneeditandnothaveit.
JohnBrueggemann ofSaratogaSpringsstatedhewilldoanythingtokeephischildrensafe. Heishereto
speakagainstthisresolution. This shouldbedrivenbybestpracticesthathavebeenthoroughly
researched. Alongtermsolutionisneeded.
SandraSgambati ofSaratogaSpringsstatedsheisencouraged bytheresolution onthetonight’sagenda.
Sheishopingitwillpassasitistherightthingtodo. Itisabouthavingtherighttoolsintrained
professionals’ hands.
NoraBrennanof20AndrewsStreetstatedtheresourceofficersareactivepoliceofficers. Theyarethere
withaspecificpurpose. Weneedtolookathowwecanimprovethesafetyinschools.
ShaferGastonofSaratogaSpringsstatedhefindsittroublingthattheCityCouncilhasnocognizance over
theboardofeducationtoweighinonthisissue. Noorganization whohasstudiedthisissuerecommend
stationing guardswhoarenotappropriately trainedindealingwithadolescence, transgender, orotherwise;
anddoesnotrecommend mixingschooldiscipline authority withlawenforcement authority. Justbecause
theschoolresources offershavedoneagoodjobmeansitistherightthingtodo.
Reverend JoeCleveland statedtheresolution revealsamisunderstanding oftheBoardofEducation
processindeveloping asafetyplanandamisunderstanding ofwhattheirrecentvotewasabout. Thevote
wasnotonasafetyplan. HehopesthedistrictcancountonthesupportandhelpoftheCityandits
resources. Thevotewassimplyavoteastowhocarriesweaponsoncampusandwhodoesnot. The
resolution shouldbewithdrawn andaclearlineofcommunication shouldbeestablished betweentheCity
andtheBoard.
JulianLewisofSaratogaSpringsstatedshehas2childreninthepublicschools. Shesecondssomeofthe
comments thatthisresolution isarush. ShesupportstheBoardofEducation’sdecisiontoremoveguns
fromthegrounds. Gunsdon’tmaketheschoolsafer.
AndrewBeattyofSaratogaSpringsstatedhewasinhighschoolwhenColumbine happened. TheBoard
madethecorrectdecisioninthiscase.
TedVandeven ofSaratogaSpringsstatedheagreeswiththespeakerwhoprovidedthefacts. Wehave3
pistolsinthisroomkeepingussafe;2morethanthehighschoolandtheelementaryschoolshavenone.
BarbaraThomasofSaratogaSpringsrequested theCouncilnotpasstheresolution. Itisnotappropriate
totelltheBoardwhattheirsafetyplanshouldbe. Themoreguns, thegreaterthechanceforanaccident.
TrevorofPorters Cornersstatedfearisapowerfultool. Anotherpowerfultoolisagun. Gunsdon’tkill
people; peoplekillpeople. Wehaveputpeopleinourschools whohavebeentrainedtoprotectusandour
children. Heputshistrustinthepolicedepartment andinthepeoplewhoaretrained.
LauraRappaport ofSaratoga Springsstatedthisistheimpropervenueforthistopic. Therearepeople
speakingherethatdon’tliveintheCityorpaytaxeshere.
DaveBronnerofSaratoga Springsstatedhewouldliketore-visitthecomments hemadeatthelastCity
Councilmeetingregarding theCharter. Hestated2at-largememberswillbeatagreatdisadvantage to
the5members atthetableastheother5areexecutive department heads.
PhilDiamondofSaratogaSpringsstatedtheentireCityCouncilshouldhangtheirheadsinshameasthey
createdaself-serving Charter. VoteNo.

TammyEhinger ofSaratoga Springsstatedthisisnotaboutbeingfororagainstguns. Thisisabout
schoolsafety.
ThomasMurphyofWilton statedhedid23yearswithNYPDandcurrentlyworksfortheWarrenCounty
SheriffandisassignedasaschoolresourceofficerattheQueensbury SchoolDistrict. Whenhewalksthe
propertyheisthankedbythestudent, staff,andparents. Heisnottheretodisciplineanyoneorarrest
anyone. Heistheretotakecareofbusinessifthereisanactiveshooterandbealiaisonforthestudents.
MayorKellyclosedthepubliccommentperiodat7:39p.m.
Commissioner MartinstatedthePoliceDepartment hasincreased drive-bypatrolsandwalk-throughsof
theschoolcampuses. HeandAssistant ChiefCatoneagreedthebestplanis touseadditional school
resourceofficers andtheywouldmakeanoffertomaketheschoolresource officersavailableatthesame
expensesharingformulaintroduced bySaratogaCountyearlierintheyear. A.C.Catonealsodiscussed
additional trainingforthegroundsmonitors. Schoolsafetyinvolvesmorethanpreparation foranactive
shooteroncampus.

ARESOLUTION
OFTHECITYCOUNCIL
OFTHECITYOFSARATOGA SPRINGS, NY
SCHOOLSAFETY
WHEREAS, theCityCounciloftheCityofSaratogaSpringsisresponsibletoprovideforpublichealth, safety
andwelfaretoallindividuals withintheCity’s jurisdictionandassetforthintheCityCharter; and
WHEREAS, theCityCouncilrecognizesthatamongthegreatestofallresponsibilities isthatwhichisowedto
thechildrenofourcommunity; and
WHEREAS, thesafetyofourchildren duringtimesthatschoolisinsessionhasbecomeanincreasedconcern
throughouttheUnitedStates; and
WHEREAS, theCityCouncilhasalwaysendeavoredtocooperatively addressschoolsafetywiththeSaratoga
SpringsSchoolDistrictand,inconjunctionwiththeDistrict,hasprovidedforamemberoftheCity’s Police
DepartmenttoserveasaSchoolResourceOfficer (SRO) sincetheyear2000attheSaratogaSpringsHigh
School,tocarryoutlawenforcementactionintheeventofanemergencysituation; and
WHEREAS, formorethanthirty (30)years,theSchoolDistricthasutilized,inadditiontothedesignatedSRO,
bothactiveandretiredlawenforcement officers,dulytrained,educated, experiencedandcertifiedtocarrya
firearm,asSchoolGroundsMonitorsservingallschoolswithintheSaratogaSpringsSchoolDistrict; and
WHEREAS, althoughfortunatetohavenotyetcalledupontheexperienceandexpertiseofeithertheSROor
SchoolGroundsMonitorsinanactive-shootersituation, weareconfidentthatthehealth,safetyandwelfareof
ourchildrenwerenonethelessprovidedfor; and
WHEREAS, theSaratogaSpringsBoardofEducationrecentlydiscontinuedtheabilityforSchoolGrounds
Monitorstocarryfirearms, resultinginonlyoneSROremainingtoservetheentireSaratogaSpringsSchool
District,includingtheSaratogaSpringsHighSchool,MapleAvenueMiddleSchool,CarolineStreetElementary
School, DivisionStreetElementary School,DorothyNolanElementarySchool, GeyserRoadElementary
School,GreenfieldElementarySchool, andLakeAvenueElementarySchool; and
WHEREAS, theCityCouncil,inanefforttoensurethatallofourchildrenareprovidedwithasafeenvironment
inwhichtolearn,wishestoworktogetherwiththeSaratoga SpringsSchoolDistrict,theSaratogaCounty
BoardofSupervisorsandtheSaratogaCountySheriff’s Officetowardaplanwhichwillagainpermit
appropriately trainedandcertifiedindividualstopossessafirearmwhileonschoolgrounds including, butnot
limitedto,thepotentialexpansionofSROstoallschoolswithintheDistrict; and
NOW, THEREFORE, BEITRESOLVED, thattheCityCouncilstandsready,andwillmakeavailabletothe
SaratogaSpringsSchoolDistrict,SaratogaCountyBoardofSupervisorsandSheriff’s Departmentallrelevant
Citypersonnelincluding, butnotlimitedto,theCityAttorney, theChiefsandAssistantChiefsofthePoliceand
FireDepartments, andalldepartmentheads,toassistwiththedevelopmentofaplanwhichensuresthehealth,
safetyandwelfareofall

childrenattendingschoolswithintheSaratoga SpringsSchoolDistrict; and
BEITFURTHERRESOLVED, thatpendingthedevelopment ofsuchaplan,theCityCouncilrespectfully
requeststhattheSaratogaSpringsBoardofEducationreconsideritspriordetermination andallowfortrained,
educated, experiencedandcertified individuals,namelyactivelawenforcementpersonnel, tocarryfirearms
forthebenefitofall childrenentitledtohaveandenjoyasafelearningenvironment.
Commissioner MadiganstatedthisresolutionistheCity’sopeningoffertoassisttheschooldistrictwith
keepinganyoneoncampussafe. TheplanincludesworkingwiththeCityofSaratoga Springs’ Police
Department andFireDepartment. Theplanistoincreaseschoolresourceofficers. Alotofplanning
needstogointothisandhopestheBoardofEducation opensdialoguewiththeCityCouncil.
MayorKellystatedshewantstopartner withtheschooldistrict. Theyneedtobeacommunity asthey
haveasafetyissue. Theyneedtogetsecurity inschools. Theschooldistrictislooking atsafetybutthey
needtolookquicker.
Commissioner Sciroccostatedthisisaspersonalforhimasthosewhospokeashehadgrandchildren in
theschool. TheschoolisintheCity’sjurisdiction. Takingaweaponawayafter30yearsdoesn’tmake
sense. Policeofficersarebeingputatadisadvantage bytakingawaytheirweapons; theyarethefirst
responders.
Commissioner Franckstateditdidn’t makesensetohim. Thisisjustaresolution andtheschooldistrict
canignoreit. Hesuggested theresolution beacceptedbyothertownswithintheschooldistrict.

Mr.Dennyadvisedthereare4phases/steps: planning, funding, acquiringandbenefits & management. He
providedthehistoryofplanningandfunding. TheCitybecame formallyinvolved withthepassingand
adoptionofthe1994OpenSpacePlan. In2001theOpenSpaceAdvisoryCommittee wascreatedandin
2002theOpenSpacePlanwasrevised. Thatistheplanweareoperatingundercurrently. In2002the
OpenSpaceReferendum waspassedandmade $5milliondollarsavailable. Thereisapproximately
200,000remaining. Theyarelookingtocomplete thenaturalresourceinventorybyMay2019. The
Committee islookingforfunding tohireaconsultant in2019tocompletetheOpenSpacePlan.

MayorKellystatedthereisnodoubttheshooterintendedtokillvictimsbaseduponpoliticalbeliefs. She
readthefollowingproclamation intotherecord:

OFTHECITYOFSARATOGASPRINGS, NEWYORK
WHEREAS, OnSaturday, October27,2018,elevenpeoplewereshotandkilledwhile
theywereprayingatasynagogueinPittsburgh; sixotherpeoplewereinjuredintheshooting.
Theremarksmadebytheshooterafterhewasarrestedbypoliceleftnodoubtthatheintendedto
killhisvictimsbecauseoftheirreligiousbeliefs; and
WHEREAS, onlydaysbefore, anothermanmailedhome-madeexplosivestofourteen
peoplewhosepoliticalviewshedisagreedwith.Hiseffortstokillthemprovedunsuccessful, but
hishatredandintolerance wasclear.Afewdaysbeforethat,amanshotandkilledtwopeoplein
agrocerystoreafterheapparentlyfailedtobreakintoachurchservice; and
WHEREAS, therecentincreaseinhatespeechandhatecrimeinourcountryalarmsand
outrageshonorablemenandwomeneverywhere. Whensomeonegoesbeyondfreespeechand
commitsviolenceinspiredbyhate,theyattacknotjusttheirintendedvictims, buteachandevery
oneofus.Theymakeeachofusfeellessfree,lesssafe,andlesssecure. Theytakeawaypartof
whatitmeanstoustoliveinacountrywhereeveryoneiswelcome, allviewsareallowed, and
wecanbelieveaswechoose; and
WHEREAS, weknowthatwearebetterthanthis,bothasindividualsandasanation.
Wecanneverallowtheviolentactsofahatefulfewtodestroyourrespectforeachotherandthe
freedomsweshare; and
WHEREAS, thoseofusingovernment, includingthoseatthehighestlevels, needto
workwithlawenforcementofficialsandeachothertoprovidebothuniversalcondemnation of
suchactsandeffectiveprosecutionunderthelaw.Mostimportantly, wemustnotforgetthatwe
