SomeparkingspotsareactuallyoverthepropertylineontheHighRockside. . Thereisa25footgradechangefromthelowestpointtotheupperpoint. Thispropertyhadastreamthat wentthroughherelongago. TheFlatRockSpringexistedlongbeforeHighRockspringwasdrilled;hence thenameoftheproject. ThisspringwasatthetopofthehillnearwhereEllsworthJonesPlaceistoday. TheFlatRockCommittee puttogether someguidelines suchas: eliminateparkingstructureoverMaple Avenue; allowforabridgeconnector totheCityCenter; createacivicspaceonLakeAvenue; include spaceforbikesharearepublictransportation stops; andincludespaceforpublicrestrooms. Theywere lookingtokeeptheexistingnumberofparking spacesand includetheCityCenter’sneedsforatotalof 754 spots. Theconceptistoputtheparkinginthemiddle; addgreenspace onHighRock; andremove parkingonthestreet. PUBLIC COMENT Mayor Kelly said thepublic comment period islimited toatotal of15 minutes and individuals are limited totwo minutes. MayorKellyopened thepubliccommentperiodat6:27p.m. OtisMaxwellofSaratoga Springsstatedhedoesn’tbelieveweneedanadditional 450parkingspaces. Thatwillbeadeadstructurewhennooneisinit. ToddFabozzi ofSaratogaSprings statedtheyareontherighttrack. Shouldbeapedestrian aspartof yourtripdowntown. Hehasneverhadaproblemfindingparking. Hedoesn’tfeelaparkisappropriate in thatlocationasitisahightrafficstreet. RickFenton ofSaratoga Springsaskedwhatisgoingtobedonewiththepubliccomments madehere tonight. Aretheideasgoingtobeconsolidated insomeway?Thinkaboutaplaza. DiannaGoodwinofSaratoga Springsstatedshehasbeenwatchingthedevelopment istownandalotofit seemslikebigboxes. Shewouldliketoseeaplayground oradogparkthatinvolvespeoplelivingtheir livesinSaratogaSprings. ThisispubliclandforallnotjusttheCityCenter. SueRoedemofSaratogaSpringsstatedshelikesthewalkingbridgeratherthanthedrivingbridge. Alexandra MorganofSaratogaSpringsstatedthisconceptisavastimprovement overtheprevious design. Shewouldliketoseemoregreenspaceontheroofs. RhiannaStallard ofSaratogaSprings statedshewashitbyacarwhileinacrosswalk inSaratoga Springs. Thisisascaryplacetobeapedestrian. Bringinginmorecarsisnotnecessary. Othercitiesareturning parkinggaragesbackintogreenspacesowhywouldweaddaparkinggarage. Itismoreaparking management issue. KarenKlotzofSaratoga Springsstatedthisproposalisbetter. Shelikedthe2previousproposals that includedaffordable /seniorhousing. Shealsostated2hourparkinglimitsisnotenoughtimeforpeople whoaregoingtoparkandgodowntown and48hourparkinglimitsistoomuch. JohnMcMahonofSaratoga Springsstatedheisconcerned abouthowthespacewillbelit. Thereisa needtohavedirectlightdownward. RPIhasalightingresearchcenterandrecommended theCitygetin touchwiththemforassistance. IanKlepetar ofSaratogaSprings thankedallwhocontributed tothisproject. Automobiles areloud,violent, andpollute. Thisisnotthewayacitywhowantstogogreenandbeasmartcityshouldgo. Thereisno needtoproducemoreparkingintheCity. PhilDiamondofSaratogaSpringsstatedwhenhewasontheCityCenterAuthority Boardin2002 –2004 they neededadditional parkingthen; butitisnotneedednow. Thespaceshouldbeusedfor entertainment andcongregating. ArtHolmbergofSaratogaSpringsstatedbeforeparkingisadded, theyneedtostudyhowtomanagethe parkingwehavenowbetter. Hesuggested theCitylookatChicagodowntown – MaggieParkforanidea. SteveSullivanofOldBryanInnstatedthehospitality andtourismdrivesthiseconomic engine. Theyhave neededmoreparkingforyears. BillMcTygue ofSaratogaSpringsstatedhewasthechairoftheparkingcommittee in2006 /2007. There havebeenvariousconcepts sincethenandstillhaven’tfoundtherightcombination. Thereisalot betweentheCityCenterandOldBryanInnthatcanbedeveloped toaccommodate theparkingneedand developthelowerlotthatwillproducetaxrevenue. Residentof38HighRock statedthisneedstoplannedoutsothatthefarmer’smarketdoesn’t compete withitself. TeddiLandisofSaratogaSprings statedshelovesthisrendering; therearenocarsinit.
