Amend Chapter 118 of the City Code – Inspection of Parking Structures
Mayor Kelly opened the public hearing at 10:55 a.m.
Commissioner Martin stated these public hearings are continuations from the last City Council meeting.
Amendment to Chapter 225 relates to alternate side parking on Hyde Street.
No one spoke.

Mayor Kelly announced that due to the holiday, the first City Council meeting of the year will be held on

Wednesday, January 2 at the Recreation Center at 7 p.m.
Appointments: City Boards
Mayor Kelly re-appointed Keith Kaplan to the Zoning Board of Appeals for a term of 1/1/19 – 12/31/25 and
appointed Katie Rocques as an alternate to the Design Review Committee from 1/1/19 – 12/31/20.
Discussion and Vote: Authorization for Mayor to Sign Addendum #2 (and Encumber 2018 funds) with
Goldberger and Kremer for Labor and Employment Counsel (18-425)

Mayor Kelly advised Goldberger and Kremer is outside counsel for employment legal services. This
addendum is to increase the contract cap by $14,500 to $44,500.
Mayor Kelly moved and Commissioner Martin seconded to authorize the mayor to sign addendum
#2 with Goldberger and Kremer as included with this agenda and encumber the 2018 budget
appropriations for this addendum in 2019.

ACCOUNTS DEPARTMENT
Commissioner Franck advised he has nothing for his agenda at this time.
FINANCE DEPARTMENT
Mayor Kelly read Commissioner Madigan’s agenda and motions in her absence.
Discussion and Vote: Budget Transfer – Contingency (18-426)
Mayor Kelly advised the current balance in contingency prior to this transfer is $63,034.83; and $50,534.83
will remain after this transfer.
Mayor Kelly moved and Commissioner Franck seconded to approve the budget transfer –
contingency as previously distributed with this agenda.

Mayor Kelly moved and Commissioner Franck seconded to approve the budget transfers –
insurance as previously distributed with the agenda.

Mayor Kelly moved and Commissioner Franck seconded to approve the budget transfers – payroll
as previously distributed with the agenda.

PUBLIC WORKS DEPARTMENT
Discussion and Vote: Authorization for Mayor to Sign Contract with Clark Patterson Lee (and DPW to have
funds encumbered) for Professional Engineering and Architectural Services for the Evaluation and
Restoration of City Hall (18-429)
Commissioner Scirocco advised as one of the City’s designated engineers, Clark Patterson Lee was
issued and emergency task order for professional architectural and engineering services right after the
lightning strike. This covers work done in 2018 for the initial stages of planning and schematic work to put
the building back together. The amount was not to exceed $32,000. The remainder of the work needs to
go to Council.

Commissioner Scirocco moved and Commissioner Martin seconded to authorize the mayor to sign
a contract with Clark Patterson Lee and for DPW to have funds encumbered in 2019 for
professional engineering and architectural services for the evaluation and restoration of City Hall.

Announcement: Retirement DPW Executive Assistant
Commissioner Scirocco announced the retirement of Donna Buckley. She was a great asset to the
Department of Public Works and worked diligently on the Capital Budget Committee for the department.
She will be missed. He thanked her for her work and dedication.
PUBLIC SAFETY DEPARTMENT
Discussion and Vote: Authorization to Pay a Purchase Order to Watkins Spring Co., Inc. for Repairs to
Fire Apparatus (18-430)
Commissioner Martin stated is for emergency repair of shocks to a fire engine in the amount of $3,265.21.
Commissioner Martin moved and Commissioner Franck seconded to authorize payment of
$3,265.21 to Watkins Spring Company, Inc. for emergency repairs to fire engine 562.

Discussion and Vote: Authorization for Mayor to Sign an Amendment to a Contract with Stilsing Electric,
Inc. (18-431)
Commissioner Martin stated this amendment will extend the existing contract to April 30, 2019 to complete
a major traffic light project at the intersection of Broadway/Circular/Ballston Avenues and a light at
Congress & Hamilton.
Commissioner Martin moved and Commissioner Franck seconded to authorize the mayor to sign
an amendment to the City’s existing contract with Stilsing Electric, Inc. extending its term until
April 30, 2019.

Announcement: Report on December 26, 2018 Fire
Commissioner Martin provided information on a structure fire that occurred early Wednesday morning,
th
December 26 at 25 Sarazen Street. Unfortunately a life was lost; condolences go out to the family and
friends of the woman who passed away in the fire. Upon investigation, the fire began in the kitchen and
involved the gas stove. Pathology reports determined the cause of death to be asphyxiation and heat
exposure. The Saratoga Springs Fire Department arrived 7 minutes after the call was received. They did
a great job suppressing the fire and managing the scene. A final report will be made available to the public
in the near future.
