Alternate Side Parking on Persimmon Place – Commissioner Martin advised this is a continuation of the public hearing from the last City Council meeting. 2. Amend Chapter 225 of the City Code – Time Limit Parking – Commissioner Martin advised this is a continuation of the public hearing from the last City Council meeting. 3. Amend Chapter 240 – Zoning Ordinance – Small Wireless Facilities – no comments. CONSENT AGENDA 1. Approval of 3/18/19 Pre-Agenda Meeting Minutes 2. Approval of 3/19/19 City Council Meeting Minutes 3. Approve Budget Amendments – Regular (Increases) 4. Approve Budget Transfers - Regular 5. Approve Payroll 03/22/19 $527,852.95 6. Approve Payroll 03/29/19 $483,965.46 7. Approve Warrant - 2019 19MWMAR2 $12,010.96 8. Approve Warrant – 2019 19APR1 $936,185.27 No comments. City Council Pre-Agenda Meeting April 1, 2019 MAYOR’S DEPARTMENT Announcement: Solar for All Sign Up Event Mayor Kelly advised this event is in conjunction with the Saratoga Springs Housing Authority to encourage income eligible residents to apply to receive at no cost community solar subscriptions to help lower their energy costs. Appointments: Saratoga Springs Arts Commission No comments. Proclamation: Federal Fair Housing Month No comments. Discussion and Vote: CDBG City Contract Template with Regulatory Updates Mayor Kelly advised this is to incorporate contractual language as passed at the 3/19/19 City Council meeting. Discussion and Vote: Revocable License for Use of City of Saratoga Springs Fields (Field User Agreement) Template with Regulatory Updates Mayor Kelly advised this is to incorporate contractual language as passed at the 3/19/19 City Council meeting. Discussion and Vote: Authorization to Submit Grant Application to AARP Community Challenge Mayor Kelly advised the Planning and Economic Development Department will be submitting an application for $8,000 in funding for the Henry Street Pilot Project to AARP Community Challenge. There is no match for this program. Discussion and Vote: Request City and County Planning Board Advisory Opinions for Zoning Map Amendments Re: Compliance with Comprehensive Plan Mayor Kelly stated she will be asking the Council to approve the request for advisory opinions from the City and County Planning Boards. Discussion and Vote: SEQRA Evaluation for Chapter 240 to Add a New Section 6.3.2.1 Entitled “Small Wireless Facilities” Mayor Kelly advised they will be completing the full environmental assessment form. Discussion and Vote: Amend Chapter 240 to Add a New Section 6.3.2.1 Entitled “Small Wireless Facilities” No comments. ACCOUNTS DEPARTMENT Award of Bid: Asbestos Abatement – Flower Shop to Clean Air Environmental Services, Inc. No comments. Page 2 of 5 City Council Pre-Agenda Meeting April 1, 2019 FINANCE DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Contract with General Code for Laserfiche Upgrade No comments. Discussion and Vote: Authorization for Mayor to Sign PILOT Agreement Renewal with Saratoga Area Limited Partnership Regarding 9 Kirby Road No comments. Discussion and Vote: Authorization for Mayor to Sign a Memorandum of Agreement with Habitat for Humanity Commissioner Madigan advised the agreement relates to 2 properties owned by Habitat for Humanity. Discussion and Vote: Update 2019 City Fees Commissioner Madigan advised these fees are for the new Board of Plumbing Examiners. Commissioner Madigan added the following items to her agenda: Discussion and Vote: Authorization for Mayor to Sign MOA Regarding Health Care Benefits with PBA; Announcement: Economic Development Lunch Series; Announcement: State Budget Process; and Announcement: Sustainable Saratoga Sustainability Fair. PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Agreement with Mahoney Alarms Notify Plus, Inc. for Sewer High Level Alarms No comments. Discussion and Vote: Authorization for Mayor to Sign Agreement with Clean Air Environmental Services, Inc. Commissioner Scirocco advised this is for asbestos abatement. Discussion and Vote: Authorization to Pay Invoice to Stantec for Nelson Ave. Drainage Project Phase 5 Commissioner Scirocco advised work was done without obtaining a purchase order. Announcement: 2018 – 2019 MS4 Annual Report Al Flick of the Engineering Department advised the program is required to implement to carry storm water discharge permit through DEC. The City is required to publish an annual report and give the public 30 th days to comment. This is the City’s 10 year anniversary. PUBLIC SAFETY DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign a Contract with Henry Schein, Inc. No comments. Discussion and Vote: Authorization for Mayor to Sign a Contract with Moore Medical Corporation No comments. Discussion and Vote: Authorization for Mayor to Sign a Contract with Saratoga County Stop DWI Commissioner Martin advised this is an annual contract. Discussion and Vote: Authorization for Mayor to Sign a Contract with DelSignore Paving Commissioner Martin advised this is for the pedestrian improvement project on Union Avenue. Announcement: Institution of Alternate Side Parking on Persimmon Place No comments. Discussion and Vote: Amend Chapter 225 of the City Code with Respect to Time-Limit Parking in City Lots & Garages No comments. Announcement: Fourth Citizens Advisory Board Meeting Commissioner Martin advised the next meeting is scheduled for April 18, 2019. Discussion and Vote: Authorization to Pay Invoice from Elliott Enterprises, Inc. for Fire Apparatus Inspection and Repairs No comments. Discussion and Vote: Authorization for Mayor to Sign a Contract with Multi-Med Billing Services, Inc. Commissioner Martin advised this is an annual contract. SUPERVISORS Mayor Kelly advised she has not heard from the supervisors; therefore, there is nothing on their agenda. EXECUTIVE SESSION Mayor Kelly moved and Commissioner Martin seconded to go into executive session to discuss lease or acquisition of property when publicity would affect the value and regarding proposed, pending or current litigation: City of Saratoga Springs vs. Robin Courtney et al at 9:43 a.m. Ayes – All Council returned at 10:15 a.m. Mayor Kelly announced no decisions were made during executive session to report to the public.
