Mayor Kelley called the meeting to order at 9:31 a.m.

1. City Sustainability Progress - Commissioner Madigan advised they will be reviewing the sustainability
progress that has been made to date and unveil the new sustainability hub on the City website.
2. Pitney Meadows Community Farm Update – No comments.

Discussion and Vote: Accept Donation from the Saratoga National Bank - $100.00
John Hirliman of the Recreation Department stated this donation is to go towards camp scholarships.
Discussion and Vote: Accept Donation from the Stewart’s Holiday Match - $5,500.00
John Hirliman advised this is for the scoreboard at Geyser Park baseball field scoreboard with the
balance going towards camp scholarships.
Discussion and Vote: Accept Donation from Friends of Recreation
John Hirliman advised the donation is $7,339.64 for a zero-g swing chair. These chairs will help kids with
disabilities to be able to swing.
Discussion and Vote: Approval of the 2019 Camp Safety Manual
John Hirliman advised they will not be using camp nurses. They will go through their own training; use
the Fire Department; and the City’s doctor will be their health care director.
Discussion and Vote: Approval of the 2019 Camp Saradac Trips and Programs
John Hirliman advised this is the cost per camper and staff to attend the field trips.
Discussion and Vote: Authorization for Mayor to Sign NY State Park Permit
John Hirliman advised this is for the kids to attend Pierless Pool.
Discussion and Vote: Authorization for Mayor to Sign the 2019 State of New York Department of Health
Renewal Application for a Permit to Operate Camp Saradac

Discussion and Vote: Authorization for Mayor to Sign the 2019 School & Group Running, Practice and
Training Permit Application
John Hirliman advised this is with the State Park at no cost.
Discussion and Vote: Authorization for Mayor to Sign Softball Clinic Co-Sponsor Agreement with
Saratoga Miss Softball
John Hirliman stated they are copying the baseball model and doing it with softball this year. They will
split the revenue 50/50 with Miss Softball.

John Hirliman explained no funds will be exchanged.

Committee for the Municipal Smart City Street Light Conversion & Evolving Technology Guide Project
Tina Carton, sustainability coordinator, advised the grant was awarded to the City and received the MOU
last week. Capital District Transportation Committee will manage the grant.

Mayor Kelly stated the U.S. Navy’s project is also sponsored by the Chamber of Commerce has
requested a refund for the square footage fees.

Mayor Kelly advised services were rendered from 3/7/19 – 3/11/19 without a purchase order being in
place. She will move this item to the Consent Agenda.

Commissioner Scirocco advised National Grid agrees to pay an additional $10,000 for inspection of
remediation services.
Discussion and Vote: Authorization for Mayor to Sign Intermunicipal Agreement Between the County of
Saratoga and City of Saratoga for the Management of Single-Stream Recyclables Collection
Commissioner Scirocco advised the County is renewing the contract for an additional year retroactive to
1/1/19 for $35,000 for the City to run the recycling center.

Commissioner Scirocco stated the current wage is $11.80 per hour and they would like to move it to $13
per hour.

Sign Change Order #3 with Aktor in the Amount of $11,072.

Announcement: Fourth Citizens Advisory Board Meeting

Mayor Kelly moved and Commissioner Martin seconded to move into executive session regarding
the lease or acquisition of property when publicity would affect value at 9:52 a.m.

Council returned at 10:02 a.m.
Mayor Kelly announced nothing was determined in executive session; therefore, there is nothing to report
to the public.
