May 20, 2019 CITY OF SARATOGA SPRINGS City Council Pre-Agenda Meeting Recreation Center 15 Vanderbilt Avenue 9:30 AM PRESENT: Meg Kelly, Mayor Michele Madigan, Commissioner of Finance John Franck, Commissioner of Accounts Anthony Scirocco, Commissioner of DPW Peter Martin, Commissioner of DPS STAFF PRESENT: Lisa Shields, Deputy Mayor Mike Sharp, Deputy Commissioner, Finance John Daley, Deputy Commissioner, DPS Vince DeLeonardis, City Attorney EXCUSED: Maire Masterson, Deputy Commissioner, Accounts Joe O’Neill, Deputy Commissioner, DPW Matthew Veitch, Supervisor Tara Gaston, Supervisor CALL TO ORDER Mayor Kelly called the meeting to order at 9:30 a.m. Mayor Kelly announced the City Council meeting will begin at 6 p.m. tomorrow evening with a presentation by Camiros; the consultants working on the Unified Development Ordinance (UDO). This will be a high level report. PUBLIC HEARING 1. Energize NY Open C-Pace Financing – Commissioner Madigan advised this is an update to a local law passed several months ago. 2. Liberty Affordable Housing – Commissioner Franck advised we will be contacting the attorney for this group to see if they wish to continue with this project after the feedback from the Council at the last meeting. PRESENTATION 1. UDO Technical Report – this will begin at 6 p.m. tomorrow evening. CONSENT AGENDA 1. Approval of 5/6/19 Pre-Agenda Meeting Minutes 2. Announcement: Unified Development Ordinance (UDO) – May 22 Public Presentations nd Mayor Kelly announced there will be 2 presentations for the public on Wednesday, May 22 . The first will be from noon – 2 p.m. at the Arts Center and the second will be from 5:30 p.m. – 7:30 p.m. at the Recreation Center. Announcement: HUD Program Year Review 17-18 for the Community Development Grant (CDBG) Program No comments. Discussion and Vote: SEQRA Evaluation for Saratoga Springs Downtown Connector Mayor Kelly advised this is required to obtain final design approval. Discussion and Vote: Extension of Time for Planning board Advisory Opinion Re: Draft Zoning Map Mayor Kelly advised the Planning Board is asking for a 30 day extension. Discussion and Vote: Authorization for Mayor to Sign the Clean Energy Communities (CEC) Program Grant No comments. Discussion and Vote: Authorization for Mayor to Sign Building Use Request with BOCES for Exam Room – Plumbers Board Exam No comments. ACCOUNTS DEPARTMENT Discussion and Vote: Approval to Pay Invoice # 18-23159E-A to Alpine Environmental Services in the Amount of $10,732.50 No comments. Award of Bid: Kaydeross Avenue and Nelson Avenue Water Main Replacement No comments. Announcement: Minor Track Exemption No comments. Commissioner Franck advised he will be adding 2 items to his agenda: both are discussion and vote for mayor to sign agreements for electric and gas suppliers. FINANCE DEPARTMENT Announcement: City Retains AA+ Rating from S&P Global Ratings Commissioner Madigan advised they are currently in debt issuance process related to the 2019 capital program. As part of this process the City is rated and has retained its double A rating. st Discussion: 1 Quarter 2019 Financial Report No comments. Discussion and Vote: A Resolution in Support of the Paris Climate Agreement Commissioner Madigan advised the City is part of Climate Mayors, a bipartisan network of US elected officials working together to demonstrate leadership on climate change through meaningful actions in their communities. The resolution represents the actions and the City’s commitment to the Paris Climate Agreement. Discussion and Vote: Local Law #1 of 2019 – A Local Law to Establish a Sustainable Energy Loan Program (Open C-PACE) in the City of Saratoga Springs No comments. Discussion and Vote: Authorization for Mayor to Sign Municipal Agreement with the Energy Improvement Corporation (“Energize NY Open C-PACE Financing Program”) No comments. Discussion and Vote: Authorization for Mayor to Sign Health Insurance Contract with MVP Health Care No comments. Discussion and Vote: Authorization for Mayor to Sign Contract with WRF Design, LLC for the Carousel Restoration Commissioner Scirocco pulled this item from his agenda. Discussion and Vote: Authorization for Mayor to Sign Change Order #1 and #2 with Envirodyne Systems, Inc. for Flocculation Tank Equipment Purchase Commissioner Scirocco advised there is a decrease in the original price. Discussion and Vote: Authorization for Mayor to Sign Change Order #2 with Trinity Construction, Inc. for Flocculation Tank Equipment Installation No comments. Discussion and Vote: Approval to Pay Invoice #18-23159B-A in the Amount of $520 to Alpine Environmental Services for Additional Asbestos Analysis of City Hall Commissioner Scirocco advised this item will be moved to the Consent Agenda. Discussion and Vote: Approval to Pay Invoice #18-23159C-A in the Amount of $7,705 to Alpine Environmental Services for Additional Asbestos Analysis of City Hall Commissioner Scirocco advised this item will be moved to the Consent Agenda. Discussion and Vote: Approval to Pay Invoice #18-23156D-A in the Amount of $14,495.50 to Alpine Environmental Services for Additional Asbestos Analysis of City Hall Commissioner Scirocco advised this item will be moved to the Consent Agenda. Discussion and Vote: Water Leak Adjustment Commissioner Scirocco advised there was a break in the line, which has now been fixed. The resident received a bill for $3,000 of which $2,000 was for the sewer. Commissioner Martin advised he will be adding an item to his agenda: Discussion and Vote: Authorization for Mayor to Sign Work Scope Agreement for Emergency Repair Work for Hand Railings in the Police Department. NYSAC Budget Analysis EXECUTIVE SESSION Mayor Kelly moved and Commissioner Martin seconded to go into executive discussion to discuss labor contracts at 9:48 a.m. Ayes – All City Council returned at 10:00 a.m. Mayor Kelly advised a decision was made regarding the labor contract.
