CALL TO ORDER
Mayor Kelly called the meeting to order at 9:30 a.m.
PUBLIC HEARING
1. Chapter 225 – One-Way Street - Regent Street and Marion Place – Commissioner Martin stated he
will be pulling this public hearing as revisions are necessary.
2. City Center Parking Facility Lease – Mayor Kelly advised this is the second public hearing and relates
to #4 on her agenda.
3. Liberty Affordable Housing –no comments.
PRESENTATIONS
1. Lake Avenue Bicycle Lane – Commissioner Martin advised M.J. Engineering will be here to present
the layout of the bike lanes on Lake Avenue.

District’s Facilitron’s Scheduling System
Mayor Kelly advised the Recreation Department needs to use this system for recreation programs.

Discussion and Vote: Resolution to Approve the City Center Parking Garage Plan as Authorized and the
City Center Parking Garage Ground Lease Agreement and Easement
Vince DeLeonardis, city attorney, advised this item and the next relate to the public hearings that have
been held.

Discussion and Vote: Authorization for Mayor to Sign Updates 2019 Healthcare Rate Quotes and
Commission Exception Form with MVP Health Care
Mayor Kelly explained health benefits have been moved from the Finance Department to the Mayor’s
Department. There should have been no charge to the City for brokerage fees in 2019 so charges have
been adjusted.
Commissioner Madigan advised this creates a $60,000 credit.

Marilyn Rivers, director of risk and safety, advised this is the program for the material safety data sheets
to be on line.

Commissioner Scirocco stated this is a time extension only.

Services at City Hall
Commissioner Scirocco advised this is for a special inspection of the soil for the elevator at City Hall.
Discussion and Vote: Authorization for Mayor to Sign Change Order #7 with Aktor Corporation for
Asbestos Abatement in City Hall
Commissioner Scirocco advised additional asbestos abatement was required in the finance space and
the Police Department janitor closet.
Discussion and Vote: Authorization for Mayor to Sign Change Order #1 with MLB Construction Services
for General Construction for City Hall Building Renovations
Commissioner Scirocco advised there were some unforeseen conditions that MLB had to take care of.
Discussion and Vote: Authorization for the Mayor to Sign Utility Easement
Commissioner Scirocco advised this is for 115 & 115B York Avenue as the waterline is on the property.
Commissioner Scirocco added the following items: Announcement: Update on City Hall Project;
Announcement: Household Hazardous Waste; and Announcement: County Recycling Tire Program.

PUBLIC SAFETY DEPARTMENT
Discussion and Vote: Accept Donation to Saratoga Springs Mounted Patrol
Commissioner Martin advised Classic Legacy Thoroughbred Aftercare is donating $10,000 to support the
mounted patrol.
Discussion and Vote: Authorization for Mayor to Sign Change Order Decrease for Fire House Doors
Commissioner Martin advised there is a decrease in the cost of the firehouse doors of $4,364.
Discussion and Vote: Authorization for the Mayor to Sign a contract with Walsh Water Blasting
Commissioner Martin advised this contract is for the removal of lines on Lake Avenue.
Commissioner Martin advised he is adding the following: Discussion and Vote: Authorization for Mayor
to Sign Contract with Northeast Signal, Inc. and Announcement: Thank You.
SUPERVISORS
Mayor Kelly announced that Supervisors Veitch as Gaston are attending the New York State Association
– Counties Conference (NYSAC) and will not be in attendance tomorrow night.

Mayor Kelly adjourned the meeting at 9:43 a.m.
