CALL TO ORDER Mayor Kelly called the meeting to order at 3:00 p.m. PUBLIC COMMENT Mayor Kelly said the public comment period is limited to a total of 15 minutes and individuals are limited to two minutes. Mayor Kelly opened the public comment period at 3:01 p.m. No one spoke. Mayor Kelly closed the public comment period at 3:01 p.m. Page 2 of 3 Budget Workshop 11/14/19 FINANCE DEPARTMENT Discussion: 2020 Budget Commissioner Madigan advised this is the third budget workshop for the 2020 Comprehensive Budget. Today they will be reviewing the changes made to the proposed 2020 budget based upon the previous budget meetings. She will be asking for a vote at the November 19, 2019 City Council meeting. The changes being presented today do not change the overall tax rate; it remains at a decrease of 0.05%. Commissioner Madigan read the changes made as included with these minutes (attached). The changes include revenue and expenses. Commissioner Franck stated he was fine with the proposed changes and will vote for the revised 2020 budget as presented today. He suggested if the City finds someone sooner rather than later for the cyber security position, the Council can bring the budget back for amendment to cover that position. Commissioner Madigan stated she knows the move back to City Hall will be difficult on the IT department. If they find someone sooner rather than later she will come back to the Council. Mayor Kelly stated she too will support the revised 2020 budget as presented today. She appreciates all the work that goes into this process. Commissioner Martin stated he will speak with his chiefs and assistant chiefs, as this is not what they were hoping for. Commissioner Madigan suggested they sit down and talk as a lot of information came out of the budget workshop. The right-sizing assignment has a fair amount of funds sitting in it; but understanding where they are with the academy, civil service, and lists going forward will help with planning for the future in the Police Department. Commissioner Martin stated he will arrange a meeting.
