November 18, 2019 CITY OF SARATOGA SPRINGS City Council Pre-Agenda Meeting Recreation Center 15 Vanderbilt Avenue 9:30 AM PRESENT: Meg Kelly, Mayor John Franck, Commissioner of Accounts Michele Madigan, Commissioner of Finance Anthony Scirocco, Commissioner of DPW Peter Martin, Commissioner of DPS STAFF PRESENT: Lisa Shields, Deputy Mayor Lynn Bachner, Deputy Commissioner, Finance Maire Masterson, Deputy Commissioner, Accounts John Daley, Deputy Commissioner, DPS Vince DeLeonardis, City Attorney EXCUSED: Joe O’Neill, Deputy Commissioner, DPW Matthew Veitch, Supervisor Tara Gaston, Supervisor CALL TO ORDER Mayor Kelly called the meeting to order at 9:31 a.m. PUBLIC HEARING 1. 2020 Comprehensive Budget – Commissioner Madigan stated this is the second public hearing and will be closed tomorrow night, as the Council will be asked to vote. 2. Amend Chapter 222 – Vacant Buildings – Commissioner Martin stated this provides for insurance and liability requirements and to avoid demolition by neglect. 3. Amend Chapter 225 – Handicap Parking - Commissioner Martin advised this adds language to be in compliance. 4. Amend Chapter 225 – Parking in Bicycle Lanes – Commissioner Martin advised this prohibits parking in bicycle lanes. Mayor Kelly asked if this addresses residents putting their garbage pails or leaves in the lanes for pick up. Commissioner Martin advised this only addresses the vehicle and traffic law. 5. Amend Chapter 225 – Regent Street and Marion Place – Commissioner Martin advised they have come up with a solution to make it safer for the children to be dropped off and picked up at the school. 6. Amend Chapter 75 - Bicycles – Commissioner Martin advised this requires bicycles to obey all traffic laws as if they were a vehicle. Commissioner Madigan asked what was going on with electric bikes. MAYOR’S DEPARTMENT Announcement: City Hall Operations – Scheduled Power Outage – Tuesday, November 26, 2019 Mayor Kelly announced due to City Hall renovations, there will not be any computers, telephones, e-mail for the entire day. Announcement: New Plumbing Permit Fees and Certification Process Mayor Kelly announced the Plumbing Board is accepting applications for master plumber certifications. Announcement: U.S. Census Bureau Hiring: Temporary Staff of 2020 Census Mayor Kelly announced anyone interested in applying can apply on line at www.2020census/gov/jobs. Discussion and Vote: Authorization for Mayor to Sign Electronic Office Products, Inc. Maintenance Agreement Renewal Form John Hirliman of the Recreation Department advised this is for the maintenance contract of the copier in the Recreation Center. Discussion and Vote: Authorization for Mayor to Sign Contract with Star Radio John Hirliman advised this is to be able to do three ads through this radio station. Discussion and Vote: Approval to Pay Invoices #0255631-00, 0255632-CR, 0255761-00, 0256263-00, 0256249-00 in the Total Amount of $2,354.35 to Duke Concrete Products DBA Arnan Development Corporation for the Jonathan Noonan Dugout Project at Veterans Memorial Park John Hirliman advised this is the only supplier of the rock used to build the dugouts. Therefore, they are bringing the invoices to Council for approval. Discussion and Vote: Resolution Authorizing the City of Saratoga Springs New York to Opt Out of the Negotiation Class in “In Re: National Prescription Opiate Litigation” Vince DeLeonardis, city attorney, advised the City is opting out of the negotiating class in Ohio as we are part of the one in New York. Discussion and Vote: Authorization for Mayor to Sign PILOT Agreement Between City of Saratoga Springs, Allendale Housing Development Fund Company, Inc., Allendale, LP, Saratoga Affordable Housing Group and PAAB Properties, LLC Vince DeLeonardis advised this is for a project on Allen Drive where 67 affordable housing units will be built. Set Public Hearing: Preliminary Unified Development Ordinance (UDO) Draft Zoning Map No comments. Set Public Hearing: To Amend City Code Chapter 118-4 (I) RE: Permit Time Frame Mayor Kelly advised this is to remove specific permit time frames. ACCOUNTS DEPARTMENT Discussion and Vote: Approval of Multi-Jurisdictional Hazard Mitigation Plan Resolution Marilyn Rivers advised the County has already passed the resolution. The NYS Division of Homeland Security and Emergency Services has approved the multi-jurisdictional Hazard Mitigation Plan pending approval by the participating municipalities. There is no budget impact to the City for this; however, the City will be eligible for FEMA Hazard Mitigation Assistance one the City Council adopts the plan and it is recorded by the NYS Division of Homeland Security and Emergency Services Region II Office. FINANCE DEPARTMENT Appointment: Climate Smart Committee Commissioner Madigan advised she will be appointing Lolly Davidson. Discussion and Vote: 2020 Budget No comments. Discussion and Vote: Authorization for the Mayor to Sign Addendum Three with Mesick Cohen Wilson Baker Architects Commissioner Madigan stated this regarding the contract for renovations in the Finance Office. PUBLIC WORKS DEPARTMENT Discussion and Vote: Approval to Pay Invoice #19-24697-A in the Amount of $650.00 to Alpine Environmental For Air Quality Testing Commissioner Scirocco stated this testing was done at the Senior Center as they had an issue with a leaky roof and was concerned about mold. Discussion and Vote: Authorization for Mayor to Sign Consent Order #7602 in the Amount of $2,500 to Department of Public Services Commissioner Scirocco stated this is for infrastructure that was damaged, as it was not identified through Dig Safely. Discussion and Vote: Approval to Pay Invoice #64943 in the Amount of $30,000 to CPL (Clark Patterson Lee) for City Hall Renovation Project Rebid Proposal No comments. Discussion and Vote: Approval to Pay Additional $2,775.00 to Care Environmental for Additional Cost Incurred During Household Hazardous Waste Day Event Commissioner Scirocco explained the original agreement was not to exceed $18,000. Since they don’t turn away any residents, they have approximately 345 residents participate and collected 7,500 gallons of hazardous waste. Discussion and Vote: Approval to Pay Three Invoices #0407111, #0410140, and #0410146 for $184.00 each to Stone Industries, LLC for Recreation Fields Commissioner Scirocco stated this is for port-a-johns at the east side recreation and here. Discussion and Vote: Authorization for Mayor to Sign Addendum Two for City Designated Engineering Services Commissioner Scirocco stated this is for an extension.
