Amend Capital Budget – Lake Avenue Fire House Doors – Deputy John Daley advised this is to add materials for the Lake Avenue Door restoration. 2. Amend Chapter 118-4(I) – Permit Time Frame – Vince DeLeonardis advised the code currently allows for a two year time period for building permits. They are looking to reduce it to a 12-month period. 3. Amend Chapter 148 – Decibel Reader Settings – Deputy John Daley advised they are changing the way they obtain information as they are receiving complaints about the bass noise. 4. Amend Chapter 225 – Seasonal Alternate Side Parking on First Street –. Deputy John Daley advised the residents would like to see alternate side of street parking for the winter months. 5. Amend Chapter 240 – Zoning Map (UDO) – Mayor Kelly advised the materials for this is attached under agenda #1 on her agenda. EXECUTIVE SESSION 1. Approve Warrant - 2019 19MWDEC1 $4,326,711.00 Commissioner Madigan advised the Finance Department will be adding items to the Consent Agenda. MAYOR’S DEPARTMENT Public Hearing Materials: To Amend Chapter 240 of the City Code, Zoning Map No comments. Announcement: Southern Adirondack Network Guide Mayor Kelly announced that the Crandall Library has put together a resource to help those in need. Agencies should sign up under the agency tab. Appointment: Complete Streets No comments. Discussion and Vote: Request for Ice Fee Waiver No comments. Discussion and Vote: Approval to Pay Invoices #0113363 in the Amount of $2,375 and #0113381 in the Amount of $385 to Chazen Engineering Land Surveying & Landscape Architecture for Code Reviews No comments. Discussion and Vote: Wage Revision for the Administrator of Parks, Open Lands, Sustainability, and Historic Preservation Mayor Kelly advised the wage has been updated in the 2020 budget but she is required to bring this to Council for approval to increase the wage. Discussion and Vote: Wage Revision for the Civil Service Coordinator Mayor Kelly stated this is the same situation as the item above. Mayor Kelly advised she will be adding several items to the agenda: Announcement: Community Development Department is Accepting Applications for 2020 CDBG; Announcement: Planning Board Appointment; Discussion and Vote: Authorization to Sign Three Contracts with NYSID; and Discussion and Vote: Authorization to Sign Contract with Wm. J. Keller and Sons for the Geyser Road Trail. ACCOUNTS DEPARTMENT Award of Bid: Geyser Road Trail to Wm. J. Keller and Sons Construction Corp. No comments. Page 2 of 5 City Council Pre-Agenda Meeting December 3, 2019 Commissioner Franck advised he may be adding an item to his agenda depending on the outcome of the executive session. FINANCE DEPARTMENT Set Public Hearing: Local Law Adopting a Community Choice Aggregation Program Commissioner Madigan advised she will be setting this public hearing for the January 7, 2020 City Council meeting. Discussion and Vote: 2020 Tax Rate Approvals No comments. Discussion and Vote: Bond Resolution to Repeal and Rescind Commissioner Madigan advised the Council bonded money in 2011 for two projects. Not all the money was used and is no longer needed. Commissioner Madigan announced due to the inclement weather yesterday and the closure of City Hall, the deadline to pay for taxes without penalty is extended to the close of business today. PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Property Access Agreement with National Grid for Old Red Spring Area s/o Excelsior Avenue n/o High Rock Avenue No comments. Discussion and Vote: Authorization to Apply for DEC Grant for the Preparation of Phase 1 Street Tree Inventory and Urban Forest Management Plan Project and for the Mayor to Sign All Documents in Connection Therewith Commissioner Scirocco advised they are asking the Council to write a letter of support for this project. They have received letters of same from Assemblywoman Carrie Woerner, and Rick Fenton, a retired DEC forester. Discussion and Vote: Authorization for Mayor to Sign Change Orders 1 & 2 with DLC Electric, LLC for the City Hall Renovation Project – Electrical Commissioner Scirocco advised the first change order is in the amount of $199,193 for fire alarm lighting power system changes. Change order #2 is in the amount of $88,563 to finish the installation of wiring receptacles and security devices Police Department interview suites. Discussion and Vote: Authorization for Mayor to Sign Change Order #5 with MLB Construction Service, LLC for the City Hall Renovation Project – General Construction Commissioner Scirocco advised change order #5 is in the amount of $38,269.39 for unforeseen conditions and a change in the original scope of work. Discussion and Voter: Authorization for Mayor to Sign Change Order #1 with CHA Consulting, Inc. for the City Hall Renovation Project – Construction Management Page 3 of 5 City Council Pre-Agenda Meeting December 3, 2019 Commissioner Scirocco stated they are nearing the fee limit established in the original agreement. They are looking to increase the amount by $40,000 and extend the inspection services into January 2020. Commissioner Scirocco advised he is adding: Discussion and Vote: Authorization to Sign Change Order #1 with Ganem for Katrina Trask Gateway Renovation Project in a Credit Amount of $28,417. PUBLIC SAFETY DEPARTMENT Commissioner Madigan read the agenda for Commissioner Martin in his absence. Discussion and Vote: Authorization for Mayor to Sign Agreement with NYRA for Donation for the Crossing Guards for the 2019 Racing Season Commissioner Madigan advised this is a flat donation of $20,000. Discussion and vote: To Amend Capital Budget for Lake Avenue Station Doors No comments. Discussion and Vote: Mayor to Sign Change Order #2 for Lake Avenue Station Doors No comments. EXECUTIVE SESSION Mayor Kelly moved and Commissioner Madigan seconded to enter into executive session for the proposed acquisition, sale or lease of real property: East Side Fire/EMS Station 3 update; and for discussions regarding proposed, pending or current litigation: Article 7 at 9:53 a.m. City Council returned from executive session at 10:21 a.m. Mayor Kelly announced the issue relating to the Article 7 was resolved and will appear on Commissioner Franck’s agenda for tonight’s meeting.
