CALL TO ORDER
Mayor Kelly called the meeting to order at 9:32 a.m.
PUBLIC HEARING
1. Local Law #1 of 2020 – Community Choice Aggregation Program – Commissioner Madigan advised
the information for this item is attached to her agenda item #1. The City is working with MEGA to
explore a new program called Community Choice Aggregation. This program provides energy supply
choices while continuing to rely upon the delivery service of the local electric utility (National Grid). It
will also allow residents to obtain better rates. The public hearing will be left open tomorrow night and
a vote will be taken at the next meeting.

Commissioner Franck advised two sets of minutes will be added to the Consent Agenda for December
23, 2019 and December 30, 2019.
MAYOR’S DEPARTMENT
Announcement: State of the City Address January 28, 2020

Mayor Kelly advised like last year, she will be asking each Council member and supervisor to present
highlights.
Announcement: UDO Draft Text Released for Public Review
Mayor Kelly advised the draft text has been provided to the Council, land use boards, and is available on
the web for review.
Appointment: Saratoga Race Course Advisory Board
Mayor Kelly advised she has 5 appointments to the Saratoga Race Course Advisory Board; NYRA has 4,
and the County has 5. She will name her appointments tomorrow evening.
Discussion and Vote: Accept Donation for Room at Empire State College
Mayor Kelly advised the UDO public workshops will be held at Empire State College. They are donating
the use of the room for these workshops.
Discussion and Vote: Accept 2015 Saratoga County Trails Grant – Saratoga Greenbelt, Crescent Ave.

Discussion and Vote: Authorization for Mayor to Sign Agreement with County for 2015 Saratoga County
Trails Grant
Tina Carton, sustainability coordinator, stated we received a grant award in 2015 of $12,500. It was
never brought to City Council. She has been working with the County since she realized the grant had
not been finalized. This is the modified contract. There is no match for this grant and this grant will now
be a reimbursable grant.

City Address

Commissioner Franck advised he has nothing for his agenda at this time.
FINANCE DEPARTMENT
Public Hearing Materials: Local Law #1 of 2020 Adopting a Community Choice Aggregation Program

Discussion and Vote: Use of Reserve Resolution – Payment of Bonded Indebtedness
Commissioner Madigan advised this is to pay debt on outstanding bonds in the amount of $400,000.
Discussion and Vote: Use of Reserve Resolution – Retirement Reserve
Commissioner Madigan advised this will help defray the increase of employer contribution due to growing
payroll costs. This will allow Finance to withdraw $600,000 from the reserve.

$36,094.00 for Asbestos Abatement in City Hall
Commissioner Scirocco stated this is for abatement in the Music Hall and the Police Department.
Discussion and Vote: Approval to Pay Invoice #26562 to AllPro Restoration & Reconstruction in the
Amount of $1,883.60 for Water Damage Remediation in City Hall

Discussion and Vote: approval to Reimburse Employee #1038 in the Amount of $75.00 for Purchase of
Padlock and Key for Katrina Trask Gate
No comments.
Discussion and Vote: Approval to Issue Purchase Order to Barton & Loguidice for Escrow Using 2019

Commissioner Scirocco pulled this item from his agenda.
PUBLIC SAFETY DEPARTMENT
Commissioner Dalton advised she is adding an item to her agenda: Announcement: Welcome.
SUPERVISORS
Mayor Kelly advised Supervisor Veitch is out of town and will not be in attendance tomorrow night.
Supervisor Gaston has two items on her agenda: 1. 2020 Board of Supervisor Organizational Meeting
and 2. Public Forum.
EXECUTIVE SESSION
Mayor Kelly moved and Commissioner Scirocco seconded to go into executive discussion
regarding proposed, pending or current litigation – City of Saratoga Springs v. 166 Jefferson St.
and Blue Star Enterprises, LLC at 9:41 a.m.
Ayes – All
City Council returned at 10:13 a.m.
Mayor Kelly advised no decisions were made during the executive session to report to the public.
