This public hearing will be closed tomorrow night and another will be set to remain open until a vote it taken on the budget. Sales tax was down 58% in August from 2019 and down 38% for the summer from 2019. EXECUTIVE SESSION 1. Article 7 Tax Certiorari 2. Announcement: Community Development Citizen Advisory Committee Recommendations for Third Tranche of CDBG-VC Funding via Substantial Amendment to the 2019 CDBG PY Action Plan Lindsay Connors advised they received approximately $360,000 in the third tranche of the CARES Act funding. There will be a presentation on the recommendations tomorrow night. Announcement: Public Comment Period Opened – 2019 CDBG PY Substantial Amendment – CDBG-VC Third Tranche Funding Allocations No comments. Set Public Hearing: 2019 CDBG PY Substantial Amendment – CDBG-CV Third Tranche Funding Allocations No comments. Announcement: COVID-19 Small Business Grant Program Lindsay Connors advised this is a venture to make sure they can use some of the third tranche funding to support some of our small businesses during this difficult time. Announcement: Homeless Court No comments. Discussion and Vote: Authorization for the Mayor to Sign Addendum with Goldberger & Kremer Mayor Kelly advised the cap for the contract needs to be increased by another $10,000. Discussion and Vote: Authorize the Mayor to Execute Air Rights Easement Amendment Vince DeLeonardis, city attorney, Discussion and Vote: Authorize the Mayor to Execute City Center Lease Amendment Vince DeLeonardis, city attorney, advised this amendment is for a change in the time City employees are allowed to park in the structure at no charge. The new time will be from 7:30 a.m. – 5:30 p.m. ACCOUNTS DEPARTMENT Discussion and Vote: Accept Donation of Hand Sanitizer from Cooperstown Distillery No comments. Discussion and Vote: Merit for Referral and Review to City and County Planning Boards – Congress Park Centre PUD Vince DeLeonardis, city attorney, advised this PUD contained an expiration date. There is no change in the PUD; just looking to extend the expiration date. FINANCE DEPARTMENT Announcement: 2021 Budget Workshop Meeting Schedule Commissioner Madigan advised the proposed dates for the workshops are October 22, 2020 at 6 p.m.; October 26, 2020 at 6 p.m.; October 28, 2020 at 6 p.m.; and October 29, 2020 at 6 p.m. Set Public Hearing: 2021 Budget – City of Saratoga Springs No comments. Discussion: Local Economy and Sales Tax Commissioner Madigan advised she spent time on the phone last week with NYS Tax and Finance. She suggested shopping local helps. If you can’t find what you are looking for locally, order on line as the City gets tax revenue from that. Discussion and Vote: Budget Amendments – Payroll No comments. Discussion and Vote: Budget Transfers – City Center Contingency No comments. Commissioner Madigan advised she is adding a discussion: 2020 Charter Proposal. PUBLIC WORKS DEPARTMENT Discussion and Vote: Approval to Pay Invoice #211849, #212114, and #212407 in the Amount of $6,087 to Pallette Stone Corp. Commissioner Scirocco advised this is concrete for the Katrina Trask project. Discussion and Vote: Approval to Pay Invoice #212408 and #526651 in the Amount of $1,153 to Pallette Stone Corp. Commissioner Scirocco advised this is for materials used to replace 220 lineal feet of sanitary sewer pipe on Long Alley. Discussion and Vote: Approval to Reimburse Employee #1792 in the Amount of $34.90 to Turbo Charger Wastegate Actuator Commissioner Scirocco pulled this item from his agenda. Discussion and Vote: Authorization for Mayor to Sign Change Order #7 with Collett Mechanical, Inc. for City Hall Renovation – HVAC Commissioner Scirocco advised this change order is for $4,198.72 and includes a credit of $6,600. PUBLIC SAFETY DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Contracts with Saratoga County for STOP DWI and STOP DWI Crackdown Funding Commissioner Dalton advised this contract pays the City $39,000 in two installments. Discussion and Vote: Authorization for Mayor to Sign Agreement with Auctions International Commissioner Dalton advised this is for the sale of equipment and vehicles. Commissioner Dalton advised she too would like to add a discussion regarding the Charter change proposal.
