Mayor Kelly called the meeting to order at 10:00 a.m.
PUBLIC HEARINGS
1. 2021 Proposed Comprehensive Budget: Commissioner Madigan advised this is the first public
hearing required for the budget. This public hearing will be closed tomorrow night and another will be
set to remain open until a vote it taken on the budget. Sales tax was down 58% in August from 2019
and down 38% for the summer from 2019.

Lindsay Connors advised they received approximately $360,000 in the third tranche of the CARES Act
funding. There will be a presentation on the recommendations tomorrow night.

Vince DeLeonardis, city attorney, advised this amendment is for a change in the time City employees are
allowed to park in the structure at no charge. The new time will be from 7:30 a.m. – 5:30 p.m.

Vince DeLeonardis, city attorney, advised this PUD contained an expiration date. There is no change in
the PUD; just looking to extend the expiration date.

Announcement: 2021 Budget Workshop Meeting Schedule
Commissioner Madigan advised the proposed dates for the workshops are October 22, 2020 at 6 p.m.;
October 26, 2020 at 6 p.m.; October 28, 2020 at 6 p.m.; and October 29, 2020 at 6 p.m.

Commissioner Madigan advised she spent time on the phone last week with NYS Tax and Finance. She
suggested shopping local helps. If you can’t find what you are looking for locally, order on line as the City
gets tax revenue from that.

Commissioner Scirocco advised this is concrete for the Katrina Trask project.

Commissioner Scirocco advised this is for materials used to replace 220 lineal feet of sanitary sewer pipe
on Long Alley.

Commissioner Scirocco advised this change order is for $4,198.72 and includes a credit of $6,600.
PUBLIC SAFETY DEPARTMENT
Discussion and Vote: Authorization for Mayor to Sign Contracts with Saratoga County for STOP DWI and
STOP DWI Crackdown Funding
Commissioner Dalton advised this contract pays the City $39,000 in two installments.
Discussion and Vote: Authorization for Mayor to Sign Agreement with Auctions International
Commissioner Dalton advised this is for the sale of equipment and vehicles.
Commissioner Dalton advised she too would like to add a discussion regarding the Charter change
proposal.

Mayor Kelly moved and Commissioner Franck seconded to move into executive session for these
matters: Article 7 tax cert and sale, lease, or acquisition of property where disclosure would
affect the value at 10:19 a.m.

Commissioner Franck is adding an item to his agenda regarding the settlement of an Article 7 case.
