PUBLIC HEARING 2021 Proposed Comprehensive Budget Mayor Kelly opened the public hearing at 6:47 p.m. Commissioner Madigan advised this is the first public hearing for the 2021 proposed comprehensive budget. This public hearing will be closed and we will set another to remain open to until the vote is taken. She posted an open letter on the City’s Facebook page regarding the Recreation Center. She wrote a Readers’ View that was published in the Saratogian. Pat Kane of Marion Place stated he is here to address the cost of Charter reform. What Commissioner Madigan just said about the Charter is an absolute lie. He stated we’ve lost $2,394,000 in the last 6 years in water. John Hirliman, director of recreation, thanked the Council for their support of recreation. There are a lot of families here tonight that want to speak about recreation. He is going to work hard to make sure they have recreation. Page 4 of 13 City Council Meeting 10/20/2020 Connie Woytowich of Saratoga Springs stated she understands the economic crisis of our City is dire. The reality that budget cuts are so deep make the Charger change vote more important. The pro-charter leaders have not disclosed what the change will cost. Dallas Wells stated he has been a volunteer basketball coach for 14 years. He feels the wrong example is being set by not having these programs. Lisa Morahan, executive director of New York State Recreation and Park Society stated John is very active member of their society. He is incredible but not a miracle worker. She asked they provide him with a staff to implement the programs. Mary Brophy Magnus of 15 Cambridge Court stated she is here to represent Saratoga Winter Club. The club is concerned about the possible interruption of their use of the rink. They are willing to work with the community and the Recreation Department during this time. Commissioner Madigan advised the first recreation budget workshop is Monday at 6 p.m. in the Music Hall. Commissioner Dalton stated the City still has not determined how we are going to maintain essential services. If we don’t figure that out we don’t have a City. Rod Eddy of 6 Hillcrest Lane stated he is the president of Saratoga Youth Hockey. They spend over $150,000 a year with the City and they would like assurances the programs are not going to be touched. Richard Sellers of Saratoga Springs stated there are no doubt by unanticipated expenses and delays therefore vote should be against the Charter change……. Mayor Kelly stopped Mr. Sellers stating this public hearing is about the comprehensive budget and doesn’t want to hear about Charter. Commissioner Dalton advised no costs have been built into the comprehensive budget for the Charter change. Sheila Cowieson of 23 Sherwood Trail stated they understand the challenges being faced with the current situation. She urged the Council to work together to maintain some of the recreation programs so services can be provided to the children for the mental and physical health. Chris Anderson stated there is a little clarification tonight but there are still some gaps. We need to try to drive economic development. We need to look more at what other impacts this decision could have with local businesses. Commissioner Dalton stated we all have a personal connection to the rec. She has four children that use the rec. Joe Ogden of Saratoga Springs putting together a budget is very challenging. He asked the Council to consider a 9 or 10% increase. If we had a raise each year of the past several years we would now be at the equivalent number. In regards to rec, let’s find a way to make that work. Sam Brewer of Saratoga Springs stated the prioritization of the budget needs a lot of work. The only way the City is going to realize any of its lost revenue is if the current administration gets kicked out of office. He encouraged the City to think of creative solutions. Maybe payroll promissory notes contingent upon federal purchases of City debt. Freda Miller stated she is a rec soccer coach. She understands the challenge the Council is facing but give them hope. Page 5 of 13 City Council Meeting 10/20/2020 Michael Burke stated he is a rec parent. He encouraged the Council to look at long-term impacts of youth health. Coach Miller stated it is the youth of the nation that is in trouble. This community prided itself on the youth for a long time. The parks and the rinks need to be kept up to some degree otherwise the buildings are going to fall apart. Elizabeth of Saratoga Springs stated it is hard to think of something more wholesome that open skate. She would like to draw attention to Camp Saradac. She asked if there is funding for Camp Saradac at budget neutral. Bret McArthur of 4 Roosevelt Court stated he understands the challenges before the Council. He challenged the Council to think outside the box. The youth is something we all need to put our priorities into. Bart Bergbom of 15 Bog Meadow Run stated he is here representing Saratoga Springs Figure Skating Club. He asked for clarification if the City is looking to create income. He is not sure why they would take away money coming into the City. Commissioner Madigan responded there is a lot of revenue the rec brings in but the rec is an expense to the City. The rec has $1.2 million to work with. They are looking at user fees but they need more time. Chris Stewart, a firefighter with Saratoga Springs stated he did 17 transports yesterday. Their budget cut will hurt their staffing, response times and the citizens. Joyce Porter thanked the Council for the information provided tonight as she too was in panic mode. Rob Arroyo stated it is a terrible idea to raise property tax just to fund rec. Instead, user fees should be raised and money can be raised privately. Derrick Legall of Saratoga Springs stated the rec commission has the responsibility to let the families know about this budget. He doesn’t believe notifying the parents was in appropriate. Mayor Kelly stated she appreciates the rec and what they do, but essential services are number one. Commissioner Dalton stated she feels it was a mistake to e-mail the community. Only giving a little piece set a different tone for the budget season. Commissioner Madigan stated she understands why you wanted to get the community involved and doesn’t believe they did anything wrong. Unfortunately, what was all over social media was pure anger and rage. It is important we work closely together about community and the budget. Mayor Kelly closed the public hearing at 7:49 p.m. CALL TO ORDER Mayor Kelly called the meeting to order at 7:50 p.m. PUBLIC COMMENT Mayor Kelly said the public comment period is limited to a total of 15 minutes and individuals are limited to two minutes. Sam Brewer of Saratoga Springs stated the worldwide situation is not good. There is not enough food. As the Council moves forward in their budget process, they can run the whole thing on volunteers. He has distinguished himself as a hard-working and dedicated public employee. He has worked with a diverse range of people, both City Hall staff and the general public, and he has always provided courtesy, patience and understanding. The additional monies available are $358,743. In response to HUD’s allocation of the third tranche funding, they Committee recommends the following:  Legal Aid Society of Northeastern New York Homelessness Prevention - $15,000  Saratoga Senior Center (essential services) - $15,000  Salvation Army (essential services) - $4,000  Mother Susan Andersen Shelter (essential services) - $22,740  Pitney Meadows Community Farm Greenhouse - $10,000  Community Development Department COVID-19 Small Business Grant Program - $256,503  CDBG CV Administration - $35,500 There will be a public hearing on this at the next City Council meeting. Set Public Hearing: 2019 CDBG PY Substantial Amendment – CDBG-VC Third Trance Funding Allocations Mayor Kelly set a public hearing for Monday, November 2, 2020 at 6:30 p.m. Announcement: COVID-19 Small Business Grant Program Mayor Kelly announced the proposed program was presented by Rich Ferguson. Announcement: Homeless Court Mayor Kelly announced the first homeless court will begin later this month. The goal is to develop comprehensive approaches to the issues that keep people who are experiencing homelessness in a revolving door of offending and incarceration, release, re-offending and re-arrest. Discussion and Vote: Authorization for the Mayor to Sign Addendum with Goldberger & Kremer (20-364) Mayor Kelly advised this addendum increases the cap on the contract by $10,000 through the end of the year. The only change is to the insurance language regarding the amounts of liability they have to provide. ACCOUNTS DEPARTMENT Discussion and Vote: Accept Donation of Hand Sanitizer from Cooperstown Distillery (20-368) Commissioner Franck advised Cooperstown Distillery donated hand sanitizer to the City of Saratoga Springs. Commissioner Franck moved and Mayor Kelly seconded to accept the donation of 18 – 64 oz. bottles of hand sanitizer from Cooperstown Distillery – a value of $108. Ayes - All Discussion and Vote: Merit for Referral and Review to City and County Planning Boards – Congress Park Centre PUD (20-369) Vince DeLeonardis, city attorney, advised this PUD was approved by the City Council in 1993 and amended once in the past. This PUD will expire 12/31/2020. The applicant is looking to extend the expiration date another 15 years to 12/31/2035. Commissioner Franck moved and Commissioner Madigan seconded that this item has merit for review and refer to the City and County Planning Boards a request for an advisory opinion to change the expiration date for Congress Park Centre PUD from December 31, 2020 to December 31, 2035. FINANCE DEPARTMENT Announcement: 2021 Budget Workshop Meeting Schedule Commissioner Madigan announced the budget workshops are as follows: Thursday, October 22, 2020 at 6 p.m. in the Music Hall, Monday, October 26, 2020 at 6 p.m. in the Music Hall, Wednesday, October 28, 2020 at 6 p.m. in the Music Hall, and Thursday, October 29, 2020 at 6 p.m. in the Music Hall. Set Public Hearing: 2021 Budget – City of Saratoga Springs Commissioner Madigan set a public hearing for Monday, November 2, 2020 at 6:30 p.m. Discussion: City Hall and Finance Department Renovations Commissioner Madigan stated every year she is trolled and tagged by the same group of Charter change proponents. These people think that attacking her and the Finance Department is a way to win votes and change our form of government. DPW and Finance are in the process of preparing a detailed list of expenditures for the renovation of City Hall. Prior to the fire, the Finance Department had its own historic renovation project, which started in 2016. Total costs for the renovation is approximately $12.7 million, of which $10.5 million was bonded in 2018 & 2019 (prior to the pandemic) and $1.2 million was reserves. We have been reimbursed to date $630,000 from insurance. Of the $12.7 million, $2 million was mandated by New York State for court renovations and about $1 million is for the renovations of the Finance Department. Some of the larger expenses with the renovation include a $23,000 Council table in the Council Room; Page 10 of 13 City Council Meeting 10/20/2020 $43,000 for the repair and renovation of the entryway to the DPW offices; but the interest appears to be in the cost of the Finance Department’s carpeting at $17,000. This amount is for 2,200 square feet of carpet and costs for the front entryway. Announcement: Real Estate Committee to Review City-Owned Parcels for Potential Sale Commissioner Madigan announced during yesterday’s executive session, the Council has decided to ask the Real Estate Committee to look at all City owned parcels to raise money. Discussion: Local Economy and Sales Tax Commissioner Madigan advised the sales tax data for the summer is complete. August 2020 sales tax is down 58% from August 2019. June, July, and August 2020 is 25% less than 2019. She has spent a considerable amount of time with New York State Tax and Finance to help in the review of data. Shop local when you can. If you can’t, buy on line and have it shipped to your home. That sales tax money comes to the City. The City will be paid $39,000 in 2 installments. Commissioner Dalton moved and Commissioner Scirocco seconded to authorize the mayor to sign contracts with Saratoga County for STOP DWI and STOP DWI crackdown funding. Page 12 of 13 City Council Meeting 10/20/2020 Ayes - All SUPERVISORS Matt Veitch Trail Committee Update Supervisor Veitch reported the County appropriated $75,000 at the beginning of the year for trails. They received grant requests from their towns totaling $93,000 this year. They were able to fund the total amount by transferring funds from the Open Space account, as they did not have Open Space grants for this year. Next Wave Communities – Ballston Spa Supervisor Veitch reported an economic development report has been prepared for Ballston Spa. Saratoga Springs does have the option to do something like this at no cost through the Prosperity Partnership. Animal Shelter Contracts Supervisor Veitch reported the animal shelter contracts were approved today. The main change in the contract is if there is no animal control in a municipality, the County will no longer be available to back up the town/city. The second change is they are removing the shelter costs from the towns and cities. Fees will be increased for the residents who have to pick up their animals at the shelter. Supervisor Veitch stated the Home Heating Assistance Program will begin November 2, 2020 from the 2020 – 2021 year. Board of Supervisors October Meeting Supervisor Veitch reported the Board took several steps toward a more modern government through a flex work agreement.
