CALL TO ORDER Mayor Kelly called the meeting to order at 7:23 p.m. PUBLIC COMMENT Mayor Kelly said the public comment period is limited to a total of 15 minutes and individuals are limited to two minutes. Mayor Kelly opened the public comment period at 7:23 p.m. No one spoke. Mayor Kelly closed the public comment period at 7:23 p.m. Page 3 of 7 City Council Meeting 12/01/2020 PRESENTATION Community Outreach Committee Update Shaun Wiggins advised they meet every second and fourth Monday of the month. Formation of the Committee was announced in August 2020. The mission is to develop and promote strategies and action to address and overcome bias and racism, recognizing that diversity inclusion and equality are essential to the character of Saratoga Springs. There are 3 pillars – enterprise (focuses on partnering with businesses), education (focuses on partnering with education institutions) and entities (focuses on partnering with non- profits and residents). They have started working on a pledge for businesses. Allison, member of the Community Outreach Committee stated if they are having the type of discussions their group is having, how is this all going to look when they start to engage businesses in discussing racial equity and how it may impact their business. They decided to develop a survey. Another member of the Committee stated they are creating a speaker series. They are going to have a calendar of events to show all the events in the capital region regarding diversity. They are looking to build the audience of the groups that are putting the events on. They plan to be a branch for the new committee of the Saratoga Springs School District. They are looking for members. Mr. Wiggins advised their web page is Saratogacommunityoutreach.org. They are working on a calendar of events and currently have a draft calendar. Mayor Kelly thanked them for the presentation and work they are doing in the community. Commissioner Dalton stated this committee was started because the governor asked for a task force to review police policy and procedure. She couldn’t see that happening without addressing racial bias in our community. Next meeting will be held via Zoom on December 14th. Natural Resources Inventory Tina Carton, sustainability coordinator introduced John Lemore from LaBella Associates. Mr. Lemore stated LaBella has expertise in ecology and natural resources. The work began in 2018 and was completed this year. Key resources are addressed in individual chapters. Key findings include the following: Saratoga Springs is a highly desirable city in which to live and work and a major tourist destination; funding and working collaboratively with partners will be critical to future success; the city’s main water reservoir is vulnerable because the watershed that feeds it lives mostly outside the limits; and climate change will affect the City bringing more heat, precipitation and flooding. The NRI advances values outlined in the City’s 2015 comprehensive plan. Summary of NRI benefits include science-based mapping and analysis compiled into one document; specialized baseline data; climate change will affect the City; partnerships will support informed decision making; and future grant funding can build on the partnerships and research compiled. Next steps include the City Council adopting the NRI. NRI should be uses as a reference. Tina Carton advised the NRI is loaded on the City’s website. Announcement: UDO Draft 2 Public Comment Period Extended Mayor Kelly announced the public comment period for the UDO draft 2 has been extended to December 11, 2020. Announcement: City Hall Offices are Closed to the Public Mayor Kelly announced effective today, December 1, 2020, City Hall is closed to the public until further notice. The building is still open for City Court. Announcement: City Council Meetings on Zoom Beginning December 15 Mayor Kelly announced City Council meetings will be held via Zoom starting with the December 15 th City Council meeting. Mayor Kelly moved and Commissioner Scirocco seconded to add an item to her agenda regarding a small business grant program. (20-416) Ayes – All Page 5 of 7 City Council Meeting 12/01/2020 Announcement: COVID -19 Small Business Grant Program Mayor Kelly announced the application period for COVID-19 small business grant program will be open from Monday, December 7th through Monday, January 4, 2021. Applications are on the City website. ACCOUNTS DEPARTMENT Set Public Hearing: Congress Park Centre PUD Extension Commissioner Franck set a public hearing for Tuesday, December 15, 2020 at 6:55 p.m. FINANCE DEPARTMENT Discussion and Vote: Donation of City Property to Saratoga Wellspring Organization (20-417) Commissioner Madigan advised the City has old cell phones that are no longer being used and are available to be donated to the Wellspring Organization. The fair market value is approximately $400. Commissioner Madigan moved and Commissioner Dalton seconded to approve the donation of City property to Saratoga Wellspring Organization as described with the agenda. Ayes – All Discussion and Vote: Approval to Pay Invoice to Kevin Kling in the Amount of $129.94 for Zoom (20-418) Commissioner Madigan advised this invoice is past the required 30 days submission date, therefore, she is bringing this to Council for approval to pay. Commissioner Madigan moved and Commissioner Franck seconded to approve payment of invoice to Kevin Kling in the amount of $124.94 for Zoom as included with the agenda. Ayes – All Discussion and Vote: Budget Transfers – Payroll (20-419) Commissioner Madigan moved and Commissioner Dalton seconded to approve budget transfers – payroll as included with the agenda. Ayes – All PUBLIC WORKS DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Contract with Core & Main, LP for Sensus Products (20-420) Commissioner Scirocco stated this is for purchase of water meter products. This company is the sole distributor of these products. Commissioner Scirocco moved and Commissioner Franck seconded to authorize the mayor to sign a contract with Core & Main, LP for Sensus products in the amount not to exceed unit bid price per proposal. Ayes - All Page 6 of 7 City Council Meeting 12/01/2020 PUBLIC SAFETY DEPARTMENT Announcement: COVID-19 Update Commissioner Dalton announced we currently have 65 active COVID cases in the City of Saratoga Springs; the county has 554 active cases, and there are 10 people hospitalized. This is almost double the number of cases since the pandemic began. Small social gatherings in homes are the cause of 65% of the outbreaks. We have recently had confirmed COVID cases in the Police Department and they have worked with the County Public Health Department to mitigate the situation. Set Public Hearing: Amend Chapter 225 of the City Code, Section 225-94, Schedule XXIX – Alternate Side of Street Parking Commissioner Dalton set a public hearing for Tuesday, December 15, 2020 at 6:55 p.m. SUPERVISORS Matt Veitch Saratoga County 2021 Budget Public Hearing Supervisor Veitch reported the public hearing for the County budget is scheduled for December 2 @ 4:45 pm. Comment must be made via e-mail due to COVID. There will be an opportunity to call into the meeting. Tara Gaston COVID-19 Update Supervisor Gaston reported there are 601 active cases in the County and 13 hospitalizations. December Calendar Supervisor Gaston reported the budget hearing will held tomorrow and the Board meeting will be held on the 15th.
