Amend Chapter 225, Section 225-77 Alternate Side of Street Parking on Walworth St. – Commissioner Dalton advised they will be voting on this later in the meeting tomorrow evening. 2. MAYOR’S DEPARTMENT Discussion and Vote: Reappointment of City Center Authority Board Members for Established Terms Mayor Kelly advised they are re-appointing all members to stager the terms as originally intended. Discussion and Vote: Appointment to Civil Service Commission Mayor Kelly advised she sent a resume to the Council yesterday for their review. Appointment: Design Review Commission No comments. Appointment: Zoning Board No comments. Appointment: Recreation Commission No comments. Announcement: Thank You to Our Volunteers No comments. Announcement: Small Business Grant Mayor Kelly stated this is a reminder for the small businesses. Discussion and Vote: Approve the Updated Return to Rec Operational Plan John Hirliman, director of recreation, advised the update include changes from Risk & Safety and Public Safety. They have included user group procedures at the Recreation Center and the ice rinks. All participants at the ice rinks are required to wear masks. Discussion and Vote: Authorization for the Mayor to Sign NYS DOH Renewal No comments. Discussion and Vote: Authorization for the Mayor to Sign Youth Service Project Agreement with the County of Saratoga Mayor Kelly advised this is a yearly contract. Discussion and Vote: Approval of Recreation Department 2021 Free Schedule No comments. Discussion and Vote: Adopt the CDTA ADA Transition Plan Appendix Tina Carton, sustainability coordinator, advised the City received a grant through CDTA. CDTC created an appendix to describe specifications. Discussion and Vote: Adopt the Natural Resource Inventory Plan No comments. Discussion and Vote: Revision of 1929 Tax Deed – 166 Jefferson Vince DeLeonardis, city attorney, advised this relates to property the City conveyed after a foreclosure. Discussion and Vote: Approval of $10,000 Donation to Rebuilding Together Saratoga County No comments. Discussion and Vote: Authorization for Mayor to Sign Memorandum of Understanding with Rebuilding Together Saratoga County No comments. Discussion and Vote: Donation of Sick Time No comments. ACCOUNTS DEPARTMENT Discussion and Vote: Authorization for Mayor to Sign Contract with Fitzgerald, Morris, Baker & Firth for Legal Services Relating to Article 7 Litigation Page 3 of 7 City Council Pre-Agenda Meeting December 14, 2020 Commissioner Franck advised this is a contract extension for article 7 cases. Discussion and Vote: City Council Approval to Extend Existing Legislation of Congress Park Centre PUD Until December 31, 2035 No comments. Award of Bid: Extension of Bid – Weibel Ave Landfill Gas Collection & Controls System Operations, Monitoring, and Maintenance Services to SCS Engineers No comments. Award of Bid: Professional Services for Water Distribution Pipe Replacements – Phase I to Creighton Manning Engineering, LLP No comments. FINANCE DEPARTMENT Announcement: Tax Anticipation Note (TAN) Commissioner Madigan advised on December 10, 2020, the City closed on a second short term loan (TAN) in the amount of $5 million at a 0.3% interest rate. Payment with interest is due December 10, 2021. The City has $11.3 million in short term loans. Discussion and Vote: 2021 Tax Rate Approvals Commissioner Madigan stated the Council will be asked to approve the tax rate per the budget passed. Discussion and Vote: Authorization for Mayor to Sign Addendum Three to NYSTEC Agreement for IT Security Services and Smart City Consulting (no-cost) Commissioner Madigan advised this is an extension of the agreement until 12/1/2021 at no cost to the City. Discussion and Vote: Authorization for Mayor to Sign Addendum Three to Bolton St. Johns Agreement for Governmental Relations Commissioner Madigan advised this addendum is for 3 additional months at $1,000 per month. Discussion and Vote: Authorization for Mayor to Sign Development and Smart City Agreements for the SiFi Networks Project Re: Fiber Optics Vince DeLeonardis, city attorney, advised there are 2 items for discussion and vote relating to this item. The first is to sign an amendment to develop an agreement and the second is to sign a Smart City service agreement to allow the City to become a customer. Her goal is to sign an intent to proceed. Discussion and Vote: Authorization for Mayor to Sign Contract with Mahoney Notify Plus Inc. for City Building Alarm Services Commissioner Scirocco stated this is for all City buildings. Discussion and Vote: Authorization for Mayor to Sign Addendum Two with Schnabel Engineering of NY for the Loughberry Lake Dam Spillway Project Commissioner Scirocco advised this is for a one year extension. Discussion and Vote: Authorization for Mayor to Sign Lease with D & D Power, LLC Commissioner Scirocco advised the company is working for National Grid and looking to lease a piece of City property on Weibel Ave for $1,500 per month. Discussion and Vote: Authorization for Mayor to Sign East Side & West Side Recreation Fields Use and Maintenance Agreement with the City School District Commissioner Scirocco advised this agreement is for 1 year.
