Mayor Kelly called the meeting to order at 10:02 a.m.

1. Amend Chapter 225, Section 225-77 Alternate Side of Street Parking on Walworth St. –
Commissioner Dalton advised they will be voting on this later in the meeting tomorrow evening.
2. Congress Park Centre PUD Extension – Commissioner Franck advised this expires the end of this
year.

John Hirliman, director of recreation, advised the update include changes from Risk & Safety and Public
Safety. They have included user group procedures at the Recreation Center and the ice rinks. All
participants at the ice rinks are required to wear masks.

Announcement: Tax Anticipation Note (TAN)
Commissioner Madigan advised on December 10, 2020, the City closed on a second short term loan
(TAN) in the amount of $5 million at a 0.3% interest rate. Payment with interest is due December 10,
2021. The City has $11.3 million in short term loans.
Discussion and Vote: 2021 Tax Rate Approvals
Commissioner Madigan stated the Council will be asked to approve the tax rate per the budget passed.
Discussion and Vote: Authorization for Mayor to Sign Addendum Three to NYSTEC Agreement for IT
Security Services and Smart City Consulting (no-cost)
Commissioner Madigan advised this is an extension of the agreement until 12/1/2021 at no cost to the
City.
Discussion and Vote: Authorization for Mayor to Sign Addendum Three to Bolton St. Johns Agreement
for Governmental Relations
Commissioner Madigan advised this addendum is for 3 additional months at $1,000 per month.
Discussion and Vote: Authorization for Mayor to Sign Development and Smart City Agreements for the
SiFi Networks Project Re: Fiber Optics
Vince DeLeonardis, city attorney, advised there are 2 items for discussion and vote relating to this item.
The first is to sign an amendment to develop an agreement and the second is to sign a Smart City service
agreement to allow the City to become a customer.
