PUBLIC HEARING
Amend Capital Program and Budget for New York State Power Authority Energy Services Program – Street
Lights
Mayor Kelly opened the public hearing at 2:59 p.m.
Lynn Bachner, budget director, advised municipalities are able to save taxpayer dollars, provide better
lighting to their community, and reduce energy impact by converting existing streetlight to energy efficient
LED lights. NYPA provides a full turnkey service to the municipalities who wish to upgrade their streetlights
to LED. The service includes development, installation, and commission of LED streetlights in the City of
Saratoga Springs among other services. NYPA can also provide financing or the City can bond to finance
this program. The City will save about $33,000 each year and once its bond obligation is complete, the City
will save over $300,000 each year thereafter. NYPA is also issuing discounts if documents are completed
by the end of this year; an estimated additional savings of $62,000.
Laura Faulk of Saratoga Springs stated she supports the budget amendment for the New York Power
Authority. By signing this agreement, it will continue the City’s leadership in addressing the climate crisis.

Christmas Wish Grant for Camp Saradac in the amount of $750.

Discussion and Vote: Authorization for Mayor to Sign Addendum #4 with GAR Associates (20-466)
Commissioner Franck advised this addendum is to fulfill the City Council’s request for appraisals of the 3
City parking lots.

addendum #4 with GAR Associates as included with the agenda.

Discussion and Vote: Authorization for Mayor to Sign Contract with eScribers Transcription Services (20-
467)
Commissioner Franck advised this contract is effective 1/1/2021 through 12/31/2021 for transcription
services of Zoom meetings.
Commissioner Franck moved and Commissioner Madigan seconded to authorize the mayor to sign
the contract with eScribers effective 1/1/2021 through 12/31/2021 as included with the agenda.

FINANCE DEPARTMENT
Discussion and Vote: Capital Program and Budget Amendment (Proj. 1277) New York Power Authority
(NYPA) for the Energy Efficient Program – Street Lights (20-468)
Commissioner Madigan advised the capital program and budget are being amended in the amount of
$200,000 to accommodate potential costs that may accrued pursuant to authorization to proceed.
Commissioner Madigan moved and Mayor Kelly seconded to approve the capital program and
budget amendment project 1277 New York Power Authority (NYPA) for the energy efficient program
– streetlights as included with the agenda.

Commissioner Madigan moved and Commissioner Franck seconded to authorize the mayor to sign
an authorization to proceed with the New York Power Authority for the energy efficient program –
LED street lights.

Discussion and Vote: Authorization for the Mayor to Sign Addendum One with Fiscal Advisors and
Marketing for Fiscal Advisement (20-470)
Commissioner Madigan advised this is to extend the contract with Fiscal Advisors for an additional 3
months while a new RFP is issued.
Commissioner Madigan moved and Commissioner Franck seconded to authorize the mayor to sign
addendum one with Fiscal Advisors and Marketing for fiscal advisement as included with this
agenda.

Commissioner Madigan advised this is to extend the contract for 3 months while this service goes out to

addendum one with Walsh and Walsh as City Bond Counsel.

Commissioner Madigan moved and Commissioner Franck seconded to approve budget transfers –
benefits as included with the agenda.
