Discussion and Vote: MOA Between City of Saratoga Springs and Unions
Vince DeLeonardis, city attorney, advised in good faith effort, they negotiated with all 7 union to delay
payroll increases until 11:59 p.m. on December 31, 2021. Due to the financial stability the City is enjoying,
the concessions by the unions will be removed and employees will receive their 2% raises and longevity will
be reinstated on August 1, 2021. There is no retroactive pay.
Discussion and Vote: Mayor to Sign Letter of Support for 2021 Community Planning Technical Assistance
Program Application
Tina Carton, sustainability coordinator, stated this letter of support is being done in conjunction with the
Town of Wilton and the County of Saratoga. They have been exploring better pedestrian and bicycle
accommodations from the exit 15 ramp through the mall area up to Lowes. We will be getting together
information about constraints in the area, accident data, property owners, etc.

Discussion and Vote: No-Cost Contract Extension for Wm Keller Construction for Geyser Road Trail
Tina Carton advised Wm Keller Construction has not completed some items. The remaining items include
the rapid flashing beacons and a missing guardrail between the trail and the road near the bottling plant.
Discussion and Vote: Approve IFB for Sale of Vacant Property: Henry/Caroline Street
Vince DeLeonardis advised a resolution to approved by the City Council stated this piece of property is no
long useful to the City and authorized the sale of the parcel for competitive bidding.

Discussion: Stewart’s Shops – Maple Dell PUD Zoning Update
Vince DeLeonardis advised the application for this PUD was sent to the City’s Planning Board and Design
Review Commission for advisory opinion. The Planning Board responded with an unfavorable opinion and
the Design Review Commission responded with a favorable opinion. Stewart’s has addressed the concerns
raised by the Planning Board and now the Council needs to decide how to move forward with the recent
information provided by Stewart’s.
Commissioner Franck added an item to his agenda: Announcement: Joint Pubic Hearing Regarding
Annexation of Property.

Fund to Digitize the Case Files for the Design Review Commission and Authorize the Mayor to Sign All
Documents in Relation to Accepting this Award
Nancy Wagner, senior clerk, advised this grant is specific to land use board documents. The grant was
submitted March 2020 and the state just released the funds. This grant is fully funded with no match.
