Capital Budget Amendments for City Security Measures for Streetscapes and City Buildings – no comments. CONSENT AGENDA 1. Approval of 7/6/2021 City Council Meeting Minutes 2. MAYOR’S DEPARTMENT Set Public Hearing: Amend Capital Program and Budget for the Budget for the Recreation Skate Park Project Utilizing Subdivision Recreation Fees No comment. Discussion and Vote: Approval to Pay Kenneth Henderson $1,347.00 No comment. Appointment: Board of Plumbing Examiners No comment. Discussion and Vote: MOA Between City of Saratoga Springs and Unions Vince DeLeonardis, city attorney, advised in good faith effort, they negotiated with all 7 union to delay payroll increases until 11:59 p.m. on December 31, 2021. Due to the financial stability the City is enjoying, the concessions by the unions will be removed and employees will receive their 2% raises and longevity will be reinstated on August 1, 2021. There is no retroactive pay. Discussion and Vote: Mayor to Sign Letter of Support for 2021 Community Planning Technical Assistance Program Application Tina Carton, sustainability coordinator, stated this letter of support is being done in conjunction with the Town of Wilton and the County of Saratoga. They have been exploring better pedestrian and bicycle accommodations from the exit 15 ramp through the mall area up to Lowes. We will be getting together information about constraints in the area, accident data, property owners, etc. Discussion and Vote: Application to the 2021 Community Planning Technical Assistance Program No comment. Discussion and Vote: No-Cost Contract Extension for Wm Keller Construction for Geyser Road Trail Tina Carton advised Wm Keller Construction has not completed some items. The remaining items include the rapid flashing beacons and a missing guardrail between the trail and the road near the bottling plant. Discussion and Vote: Approve IFB for Sale of Vacant Property: Henry/Caroline Street Vince DeLeonardis advised a resolution to approved by the City Council stated this piece of property is no long useful to the City and authorized the sale of the parcel for competitive bidding. Discussion: Advisory Opinions from Design Review Commission and County Planning Board Re: Unified Development Ordinance (UDO) No comment. Discussion and Vote: Extension of Time Request-Advisory Opinion from City Planning Board Re: Unified Development Ordinance (UDO) No comment. Announcement: Community Development Department Awarded $250,000 Grant by New York State Homes & Community Renewal for Second Round of Small Business Grant Program No comment. ACCOUNTS DEPARTMENT Discussion and Vote: Capital Budget Amendment for City Security Measures for Streetscape and City Buildings No comment. Discussion: Stewart’s Shops – Maple Dell PUD Zoning Update Vince DeLeonardis advised the application for this PUD was sent to the City’s Planning Board and Design Review Commission for advisory opinion. The Planning Board responded with an unfavorable opinion and the Design Review Commission responded with a favorable opinion. Stewart’s has addressed the concerns raised by the Planning Board and now the Council needs to decide how to move forward with the recent information provided by Stewart’s. Commissioner Franck added an item to his agenda: Announcement: Joint Pubic Hearing Regarding Annexation of Property. FINANCE DEPARTMENT Update: City Finances No comment. Discussion and Vote: Bond Resolution: Capital Budget City Security Measures for Streetscape and City Facilities (Proj #1278) Commissioner Madigan advised this relates to the public hearing item and item #1 on the Accounts Department agenda. Discussion and Vote: Capital Budget for City Security Measures for Streetscape and City Facilities (Proj #1278) No comment. Discussion and Vote: Standard Workday Resolution Commissioner Madigan advised this is an administrative correction to what was submitted to the state. Page 3 of 5 City Council Pre-Agenda Meeting 7/19/2021 Discussion and Vote: Accept Grant Award from the Local Government Records Management Improvement Fund to Digitize the Case Files for the Design Review Commission and Authorize the Mayor to Sign All Documents in Relation to Accepting this Award Nancy Wagner, senior clerk, advised this grant is specific to land use board documents. The grant was submitted March 2020 and the state just released the funds. This grant is fully funded with no match. Discussion and Vote: Budget Transfers – Payroll 1 No comment. Commissioner Madigan advised she may be adding two items to her agenda: one relates to the City Center and the second one relates to the SiFi project. PUBLIC WORKS DEPARTMENT Mayor Kelly read Commissioner Scirocco’s items into the record. Discussion and Vote: Approval to Pay Invoice #20218378 to Hydra Tech in the Amount of $29,441.50 No comment. Discussion and Vote: Accept Donation from MLK Saratoga for Memorial Bench in the Amount of $1,500.00 No comment. Discussion and Vote: Authorization for Council Approval to Amend DPW Part-Time Laborer Hourly Wage No comment. Discussion: Sign Posting in Right of Way No comment. Announcement: Phase I Street Tree Inventory Commences No comment. PUBLIC SAFETY DEPARTMENT Discussion and Vote: Accept Donation for the SSPD Mounted Unit Page 4 of 5 City Council Pre-Agenda Meeting 7/19/2021 No comment. Discussion and Vote: Authorization for Mayor to Sign Major Contract with Saratoga County No comment. Set Public Hearing: Amend Chapter 225-77 of the City Code, Schedule XII – Stop Intersections Commissioner Dalton advised this is for both directions on Grand Avenue at Elm Street. Commissioner Dalton advised she is adding an item – Update: COVID Memorial. SUPERVISORS Mayor Kelly advised the supervisors have not submitted any items for their agendas at this time.
