Mayor Kim called the meeting to order at 10:00 a.m.

1. Amend Chapter 115 – Firearms – Mayor Kim advised this is on the Department of Public Safety’s
agenda as item #2.
2. Amend Chapter 225 – Stop Intersections – no comments.
3. Amend Chapter 225 – Time Limit Parking on Broadway – Mayor Kim advised this is on the
Department of Public Safety agenda as item #1.
4. Local Law #3 of 2023 to Amend UDO – 1,000 Foot Buffer for Homeless Shelter – No comments.

Mayor Kim advised SEQRA will also be done at the Council meeting.
Commissioner Moran advised an opinion from the County Planning Board was received yesterday and
forwarded to Susan Barden.
Discussion and Vote: Building Department Zoning Determination Request Policy
Mayor Kim advised the City receives a lot of requests for zoning determinations when there has been a
sale of a building. The purpose of the request policy is to change who does the work and relieve the
department of the burden.
Mayor Kim stated they may add a couple items to his agenda: discussion and vote on a contract and an
appointment.

Commissioner Moran advised he will adding three items to the agenda: Award of Bid: Legal Services for
License Bureau Short Term Residential Rentals; Discussion and Vote: Authorization for Mayor to Sign
Contract with Towne Law Firm, PC; and Announcement: Taxi Passengers’ Bill of Rights. Commissioner
Moran advised there are a large number of people acting as taxi drivers who aren’t licensed. He is
looking to bring attention to the passengers for their safety.

Discussion and Vote: Authorization for the Mayor to Sign a “Right of First Refusal” Agreement with Mr.
Sumeet Gupta for Property Purchased by the City from the Stewart’s Corporation
Commissioner Golub advised this agreement relates to the land next to the Water Treatment Plant. The
City purchased the land from Stewart’s Corporation for future expansion of the water plant. A local real
estate developer wanted the land but stepped aside for the City’s need; however, the developer wants
first right of refusal should the City does not do anything with that property. The City has three years to
do something with the parcel, which would terminate the right of refusal.
Commissioner Golub advised he will be adding an item for discussion and vote to seek a grant for
Loughberry Lake Dam spillway stabilization.
PUBLIC SAFETY DEPARTMENT
Discussion and Vote: Amend Chapter 225, Article IX Section 225-87 of the Code of the City of Saratoga
Springs, NY Entitled “Vehicle & Traffic – Schedule XXII: Time Limit Parking”
Commissioner Montagnino advised this is for the west side of Broadway from Washington Street to 102
feet north to be 15 minute parking.
Discussion and Vote: Create Section 115-1.3 of Chapter 115 of the Code Entitled “Intoxication or
Impairment by Alcohol or Drugs in a Public Place When in Possession of a Firearm Prohibited”
Commissioner Montagnino stated the title of this will be reworded to better reflect the ordinance as the
entire chapter has been revised.
Tony Izzo, city attorney, advised there has been a revision to entire chapter 115.
Discussion and Vote: Authorization to Increase Original Purchase Order to Bunkoff General Contractors,
Inc. for Station 3
Commissioner Montagnino advised the original purchase order was for $4,436,000, which did not include
alternates 1 – 3. The contract signed with Bunkoff included the alternates for a total of $4,797,000. The
purchase order needs to be increased by $361,000.
Commissioner Montagnino advised he is adding a discussion and vote to approve stop signs on Grand
Avenue.
Commissioner Sanghvi asked why public safety is looking to change the parking to 15 minutes on
Broadway in that location.
Commissioner Montagnino advised the business owner on Broadway states people are parking there all
day.
Commissioner Sanghvi asked if the people are being ticketed.
Commissioner Montagnino stated people are being ticketed but they still may not move.

Commissioner Sanghvi urged caution in making this change and suggested looking at all of the parking
on Broadway.
