CHAIRPERSON DELSETTE CALLED THE MEETING TO ORDER AT 5:18pm. .
Chairperson DelSette opened the public comment period. There being no one wishing to speak, Chairperson DelSette closed
the public comment period.
Commissioner Mains made a motion to approve the May 30, 2012 minutes. Seconded by Commissioner Galvin. Ayes all.
CITY CENTER: Commissioner Mains made a motion to confirm the Non-Competitive appointment of Stephen
Keefe to the position of Working Supervisor effective February 4, 2012. Seconded by Commissioner Galvin. Ayes
all
MAYOR: Commissioner Galvin made a motion to confirm the Provisional appointment of Amy Rich to the position of
Administrative Aide effective June 11, 2012. Seconded by Commissioner Mains. Ayes all.
Commissioner Mains made a motion to confirm the temporary appointment of Paul Male to the position of Zoning &
Building Inspector effective May 31, 2012 up to and including August 31, 2012. Seconded by Commissioner Galvin.
Ayes all.
Commissioner Mains made a motion to approve the re-instatement of Stephen Henderer to the position of Assistant
Building Inspector on a part time (on call as needed) basis effective July 2, 2012 contingent upon his retirement on
June 30, 2012. Seconded by Commissioner Galvin. Ayes all.
Commissioner Galvin made a motion to approve the Non-Competitive appointment of Barbara Kirkwood to the
position of Telephone Operator part time (20 hours per week) effective June 20, 2012. Seconded by Commissioner
Mains. Ayes all.
PUBLIC SAFETY: Commissioner Mains made a motion to confirm the Provisional appointment of Andrew Krupski
to the position of Traffic Control Maintainer I effective June 4, 2012. Seconded by Commissioner Galvin. Ayes all.
Commissioner Galvin made a motion to confirm the temporary Labor Class appointment of Richard Duff to the
position of Laborer effective June 4, 2012 up to and including August 31, 2012. Seconded by Commissioner Mains.
Ayes all.
PUBLIC WORKS: Commissioner Mains made a motion to confirm the Labor Class appointment of Brandon
Krawczwk to the position of Laborer effective 05-22-12. Seconded by Commissioner Galvin. Ayes all.
Commissioner Galvin made a motion to confirm the Non-Competitive appointment of Richard Smith to the position
of Maintenance Mechanic I effective June 11, 2012. Seconded by Commissioner Mains. Ayes all.
RECREATION: Commissioner Mains made a motion to confirm the following Non-Competitive appointments.
Seconded by Commissioner Galvin. Ayes all.

Commissioner Galvin made a motion to confirm the following temporary Non-Competitive appointments to the
summer Camp Saradac program effective June 12, 2012 up to and including August 30, 2012. Seconded by
Commissioner Mains. Ayes all.

SCHOOL DISTRICT: The Commission discussed the job specifications involved in the care of special needs students. The
Commission discussed the School District’s habit of providing information on the day of the meeting; not providing the
Commission with the opportunity to review the information prior to the meetings. The Commission expressed their concern
over the length of time; the secretary met with the school district in August, the Teacher Aides requested assistance in October.
The Commission discussed the letter submitted by the school district’s attorney and the reference to the law suit brought by the
Mayor against civil service. The Chairperson explained that at no time has “reclassification” been mentioned in regards to the
special needs students’ situation. The job specifications for nurses and teacher aide positions are being revised. The titles have
not been changed; the duties are being more clearly defined.
Also there has been communication between the Union, Teacher Aides and the School District. The revised job specifications
have been submitted on several occasions without any comments from the School District. The job specifications reflect the
school district’s letter to the teacher aides stating that the nurses will be the “primary” care position.
Commissioner Galvin made a motion that due to the short span of time between the May and June meetings and the fact that
the school year is almost over the Commission take no action at this time and adopt the job specifications at the July 25, 2012
meeting when school is no longer in session. Seconded by Commissioner Mains. Ayes all.
The Commission will not take any action on the proposed new position until the signed new position duty statement is received
in the Commission office.

CIVIL SERVICE: The secretary announced that the City Council had approved the re-appointment of Robert Mains to the
Civil Service Commission for a period of 6 years effective June 1, 2012 up to and including May 31, 2018.
The secretary presented the Commission with the model rules recommended and suggested by the New York State Department
of Civil Service for adoption. The secretary informed the Commission that she had sent a copy of the probationary rule
changes to all the appointing authorities. The secretary identified where the model rules were different that the current City of
Saratoga Springs Municipal Civil Service Commission Rules and Regulations. The secretary stated that she would like to be
prepared to adopt the model rules at the September Commission meeting.
The New York State Department of Civil Service will be assisting the secretary throughout the process.
ESTABLISH ELIGIBLE LIST for the following class titles:
Communication Clerk #69-647 established June 18, 2012 up to and including June 18, 2012
Water Treatment Plant Maintenance Supervisor #60-287 established June 18, 2012 up to and including June 18, 2013
Revise Firefighter Eligible List due to the receipt of the grades from an active Military candidate that established eligible list
had to be revised to include the successful candidate. The duration of the eligible list was not effected.
Chairperson DelSette made a motion to adjourn the meeting at 5:40p. The next Civil Service Commission meeting is
scheduled for 9:00am on Wednesday, July 25, 2012.
