CALL TO ORDER: Chair Steven Rowland called the meeting to order at 7:00 P.M.

ANNOUNCEMENT OF RECORDING OF PROCEEDING:
Steven Rowland, Chairman stated the proceedings of this meeting are being taped for the benefit of the secretary. Because
the minutes are not a verbatim record of the proceedings, the minutes are not a word-for-word transcript of the recording.
APPLICATIONS UNDER CONSIDERATION:
1. 2009.005 BOFF RESIDENCE, 66 Franklin Street, Historic Review of demolition and rebuild in the
Urban Residential-4 District. Adjourned to June 20, 2012.
2. 2012.040 COMFORT KITCHEN, 454 Broadway, Historic Review of exterior vent in the Transect-6 District.
Applicant: Mark Strauss
Agent: Rory McCloud
The applicant wishes to install an exterior vent. This vent was originally proposed inside, but that was cost prohibitive. It will
now be placed on the exterior of the building.
Steven Rowland, Chairman stated this is fairly self explanatory application.

Karen Cavotta made a motion the matter of the Comfort Kitchen Vent, 454 Broadway, Saratoga Springs that the application
be approved as submitted.

3. 2012.041 YADDO, Union Avenue and NY Route 87, Historic Review of demolition and
construction of artists studio and residences in the Institutional Education District.
SEQRA:
This is a Type II action, therefore no further SEQRA review or action is required.
Agent: Brett Balzer, Balzer Tuck Architects; Jerome Kent, Balzer, Tuck Architects
Applicant: Shane Cassidy, Yaddo
Brett Balzer gave a video presentation to the Board of the existing structures to be demolished and a tour of the Yaddo
properties. Original information was previously provided to the Board. The applicant is looking to replace an existing
structure with the same functions, they are the greenhouse studio, and two residences. Review of color choices with the
Board.

Karen Cavotta made a motion in the matter of the application of Yaddo Artist Studios, Union Avenue, Saratoga Springs, that
the application be approved as submitted. It should be noted this includes the demolition of the existing structure.

4. 2012.042 SARATOGA CHABAD, 130 Circular Street, Historic Review of renovation of carriage
house in the Urban Residential-3 District.

Agent: Don Stracher, Architect
Applicant: Rabbi Avraham Abba Rubin.
Mr. Stracher provided information to the Board concerning the plans for the renovation of the carriage house. Window
samples were provided for the Boards review. Mr. Stracher gave a brief overview of the project and the plans were
reviewed.
Steven Rowland, Chairman stated the Board is in receipt of a letter from the Preservation Foundation concerning trim on the
east elevation. The Preservation Foundation requests that the applicant mimic the trim placed on the east elevation on the
west elevation as well.

Tamie Ehinger, Vice Chairman made a motion in the matter of the Saratoga Chabad Carriage House, 130 Circular Street,
Saratoga Springs, that the application be approved with the following conditions – in terms of mechanicals the applicant use
copper stack for venting. Use of fencing to screen in condenser. On the east elevation the pattern in the panel below the
hay doors be consistent with the opposite elevation. The applicant provide a roofing material sample to be approved
administratively. Lighting materials to be approved administratively.

6. 2012.025 PACIFIC GRILL ADDITION, 63 Putnam Street, Historic Review of an addition
in the Transect-6 District.
Agent: Tonya Yasenchak, Engineering America
Ms. Yasenchak stated the two properties would be joined as one. The placement of the chases will be on the outside of the
building. Drainage was added to the new roof. Lighting plans were modified no decision on type of lighting at this time.
Brick knee walls will be replaced on both the north and east elevations. Alternative design for the frontage was presented
regarding the header and transom.

Richard Martin made a motion in the matter of the application of the Pacific Grill Building Addition, 63 Putnam Street,
Saratoga Springs, that the application be approved with the following conditions – the approval is conditioned on the fact
that the two properties are joined as one. Both the brick and lighting under the awning is to be approved administratively.

7. 2012.043 SHIRLEY'S RESTAURANT, 74 West Avenue, Architectural Review of patio in the
Transect-5 District.
Agent: Shawn LaReau
Mr. LaReau presented drawings of a proposed rear patio. The patio is not visible from the front of the establishment. There
is a plan to landscape the patio area.

Robert West made a motion in the matter of the application of Shirley's Restaurant Rear Patio, 74 West Avenue, that the
application be approved with the following condition – that a landscape plan be submitted for the deck area to be approved
administratively.

Transect-6 District.

RECUSAL:
Robert West recused himself from this application.
Agent: Joe Moore, Old Saratoga Restorations.
Mr. Moore explained the applicants desire to paint the exterior of the building. Several color schemes were presented for
the Boards review.
The Board recommended that the applicant remove the conduit on the building if possible.

Rob DeMarco made a motion in the matter of Compton's Building Exterior Paint, 457 Broadway, Saratoga Springs that the
application be approved with the following conditions – the conduit be removed if possible. The Van Buren Brown color
scheme to be used. Frieze, and facia be painted the color Montgomery. The outer moulding be painted the color
VanBuren. Corbels be painted the color Richmond Bisque. Corbels and inner raised panels be painted the color Richmond
Bisque.

ANNOUNCEMENT OF ADOPTION OF HISTORICAL DESIGN GUIDELINES:
Steven Rowland, Chairman stated that the City Council in their meeting on June 5, 2012 adopted
the Guidelines to the Historic Review Ordinance.
ANNOUNCEMENT OF ZONING ORDINANCE UPDATE:
Steven Rowland, Chairman announced the City Council in their meeting on June 5, 2012 accepted for review
the Zoning Ordinance Update. They will now spend the next month reviewing it.
Bradley Birge, Administrator, Planning and Economic Development stated this is the document that the staff has been
working on for the last three years. It updates the language, and the logical flow of this whole document. The intent is not to
make any major policy changes within this but to make the document more consistent with state statutes and better

organized and clearer to understand. This has been presented to the City Council. They are sending it to each of the three
Land Use Boards for your advisory opinions, the Zoning Board of Appeals, the Planning Board and the Design Review
Commission. It also will go to the County Planning Board for an Advisory Opinion and they have set a Public Hearing
beginning July 3rd extending until July 17th. Monday evening June 11, 2012 at 6:00 P.M., I will review the presentation
which was presented to the City Council. Between then and June 20, 2012 we can work through this document so that we
can provide an Advisory Opinion to the City Council.

Approval of meeting minutes was deferred until the next meeting.
ANNOUNCE DATE OF NEXT MEETING
The next scheduled Design Review Commission meeting is Wednesday, June 20, 2012 at 7:00 P.M.
