CITY OF SARATOGA SPRINGS MUNICIPAL CIViL SERVICE COMMISSION SARATOGA SPRINGS, NEW YORK 12866 REGULAR MEETING City council chambers thursday, September 26, 2013 MINUTES PRESENT: elio delsette, chairperson robert mains, commissioner KIMBERLY GALVIN, COMMISSIONER CHAIRPERSON DELSETTE CALLED THE MEETING TO ORDER AT 5:17pm. Chairperson DelSette opened the public speaking session at 5:17pm Betty French, Department of DPW, addressed the Commission regarding the duties and responsibilities assigned to her as a Working Supervisor. Ms. French stated that the Civil Service Commission made a determination in September of 2011 that the “clerical” duties she was performing as a Working Supervisor assigned to the Canfield Casino were clerical in nature and “out-of-title.” In July of 2013 Ms. French stated that she was assigned such duties as: receive and count garbage bags, inventory of all DPW fixed assets, enter and retrieve fixed asset information into the computer program, affixing inventory bar codes to new and/or existing DPW equipment. Ms. French also stated that she was the only Working Supervisor asked to perform these duties. There being no one else wishing to speak, Chairperson DelSette closed the public speaking session at 5:30pm. Chairperson DelSette made a motion to adjourn to Executive Session to discuss personnel issues. Chairperson DelSette recused himself from the Executive Session and removed himself from the Council Room. Seconded by Commissioner Mains. Commissioner Mains resumed the regular meeting at 5:45pm. Commissioner Galvin stated the Commission would be meeting with the Appointing Authority before making a determination in this matter. The secretary was instructed to schedule a meeting with the Appointing Authority ASAP. Chairperson DelSette rejoined the meeting. Chairperson DelSette made a motion to approve the August 19, 2013 minutes. Seconded by Commissioner Mains. Ayes all. HOUSING AUTHORITY: Commissioner Mains made a motion to classified one temporary Assistant Housing Director position for a period of one year. Seconded by Commissioner Galvin. Ayes all. Commissioner Galvin made a motion to adopt the title and job specification for Assistant Housing Director. Seconded by Commissioner Mains. Ayes all. PUBLIC SAFETY: Commissioner Mains made a motion to confirm the following Non-Competitive appointments to School Crossing Guards part time effective 09-03-13 up to and including 06-30-14. Seconded by Commissioner Galvin. Ayes all. The secretary informed the Commission that she has re-submitted the Commission proposed/approved 2014 budget to the Finance Department as instructed. The memo and budget request was submitted to Finance on August 23, 2013. As of this meeting, the secretary has not received any response from the Finance Department. Commissioner Mains made a motion to approve an alternate test date for Sergeant Shane Crooks, Sergeant Thomas Mitchell, and Sergeant Jason Tetu. Seconded by Commissioner Galvin. Ayes all. EXAMINATIONS WERE ORDERED for the following class titles: Computer Support Technician ordered – September 11, 2013 Librarian I ordered - August 26, 2013 EXAMINATIONS WERE ANNOUNCED for the following class title: Computer Support Technician #16-911 Promotional Data Assessment Coordinator #16-898 Librarian I #61-970 Library Clerk #10-913 APPLICATIONS WERE APPROVED for the following examinations: Deputy Registrar of Vital Statistics #67-180 approved -11 disapproved - 0 Police Captain #72-410 approved – 7 disapproved - 7 Police Lieutenant ` #72-411 approved – 13 disapproved – 0 REVISE POLICE OFFICER ELIGIBLE LIST #66-450 added two active duty military personnel. Chairperson DelSette adjourned the meeting at 5:40pm. The next Civil Service Commission meeting is scheduled for October 22, 2012 at 5:15pm.
