CHAIRPERSON DELSETTE CALLED THE MEETING TO ORDER AT 9:35am
Chairperson DelSette opened the public speaking session at 9:36am
There being no one wishing to speak, Chairperson DelSette closed the public speaking session at 9:36am.
Chairperson DelSette made a motion to approve the March 29, 2014minutes. Seconded by Commissioner Mains. Ayes all.
Chairperson DelSette made a motion to adjourn to an Executive Session to discuss personnel issues. Seconded by
Commissioner Galvin. The City Attorney advised the Civil Service Commission of the status of a personnel issue. No decisions were
made. Chairperson DelSette made a motion to end the Executive Session at 9:57am. Seconded by Commissioner Mains. Ayes all.
CITY CENTER: Commissioner Galvin made a motion to confirm the Labor Class appointment of Kaylee Delaney to the position of
Laborer effective March 26, 2014. Seconded by Commissioner Mains. Ayes all.
LIBRARY: The Secretary explained that she had misunderstood the minimum qualifications stated on the new position duty
statement for the temporary Grant position of Financial Literacy Coordinator. The Library is request a revision to the minimum
qualifications for the temporary grant position to conform with the outline of the Grant. Commissioner Mains made a motion to
revise the minimum qualifications of the Financial Literacy Coordinator to conform the outline of the Grant. Seconded by
Commissioner Galvin. Ayes all.
MAYOR: The Commission reviewed the position classification forms for the following Exempt positions: Deputy Mayor,
City Attorney, Executive Assistant to the Mayor in accordance with CSL Section 41 Section 2.1. Chairperson DelSette made a motion
to retain the Exempt Classification for the above positions. Seconded by Commissioner Galvin. Ayes all.
The Commission reviewed the new position duty statement submitted by the Mayor/Building Department. Commissioner Galvin
asked if there was funding for this position. Deputy Commissioner of Finance Lynn Bachner stated that there was funding but that that
the funding was in a different line item and would be addressed at the next City Council meeting. Deputy Commissioner Bachner
asked if there was any difference in our process if the position was on a full-time or part-time basis. The Secretary responded that the
process was the same for full-time and part-time when classifying a position – the adopting of the title and job specification.
Commissioner Mains made a motion to adopt the title and job specification of Zoning and Building Technician. This is a
reclassification of the vacant Assistant Building and Construction Inspector position. Seconded by Commissioner Galvin. Ayes all.
Commissioner Mains made a motion to discontinue the title and job specification for Executive Assistant until such time that the
position is funded. Seconded by Commissioner Galvin. Ayes all.
PUBLIC SAFETY: Commissioner Galvin made a motion to approve the military leave of absence for Tyler McIntosh effective
March 1, 2014 up to and including July 4, 2014. Seconded by Commissioner Mains. Ayes all.
PUBLIC WORKS: The Commission reviewed the new position duty statement submitted by the Commissioner of Public Works.
Donna Buckley, Executive Assistant to the Commissioner of Public Works, explained that they were taking duties from different
positions throughout the Department and assigning those duties to the only position available. Commissioner Galvin asked if the
position was funded. The Secretary explained that the City Council had funded the position; even though no position vacancy existed
in the Department of Public Works and that the Commissioner had already hired an individual who was to have begun work.

PUBLIC WORKS: Commissioner Mains stated that this information was not presented to the Commission in a timely fashion. The
Commission was receiving these documents at the last minute and that the Commission was not given the courtesy of having time to
review the duties and make a comparison with other existing titles. Ms. Buckley explained that they had not budgeted properly for the
temporary position that the incumbent is presently in and that an employee returned earlier than expected from her leave of absence.
The Secretary explained that the incumbent could have returned to her Account Clerk part-time position as agreed upon when the
Commissioner of Public Works original requested the temporary appointment. Ms Buckley again stated that they had not have the
money for that position and that they were pulling from sewer/utilities/and other budget line items. Commissioner Mains reminded
Ms. Buckley that Civil Service is not responsible for budget but the appropriate classification of position.
Commissioner Galvin made a motion to classify one full-time Senior Clerk position as requested by the Commissioner of Public
Works. Seconded by Commissioner Mains. Ayes all.
The Secretary informed the Commission that the Commissioner of Pubic Works is requesting that the Commission return the duties of
the Utilities System Location Technician back into the Senior Engineering Technician position. Commissioner Mains asked if these
were the duties that the Commissioner of Public Works requested a few years ago to be removed from Senior Engineering Technician
and place into a newly classified position stating that Utilities System Location Technician was a more appropriate title for the duties
and responsibilities being performed. Secretary confirmed that was correct.
Commissioner Mains made a motion to reclassify the Utilities System Location Technician back to Senior Engineering Technician
and to discontinue the title of Utilities Systems Location Technician. Seconded by Commissioner Galvin. Ayes all.
RECREATION: Commissioner Galvin made a motion to confirm the Non-Competitive appointment of Shane Lyon to
the position of Recreation Leader effective April 13, 2014. Seconded by Commissioner Mains. Ayes all.
SCHOOL DISTRICT: Commissioner Mains made a motion to confirm the following Labor Class appointments. Seconded by
Commissioner Galvin. Ayes all. effective

CIVIL SERVICE: Commissioner Mains made a motion to discontinue the title and job specification for Executive Assistant until
such time that the position is funded. Seconded by Commissioner Galvin. Ayes all.
The Commission discussed the acceptance of agenda items for the Civil Service Commission meeting. The Secretary distributes
commission action memo (within approximately one week after the Commission meetings) to each appointing authority, to the Deputy
Commissioners, both the Police Chief and the Fire Chief, the Unions, etc. which indicates when the next schedule civil service
meeting will be – approximately three weeks notice. The Secretary publishes the meeting agenda one week prior to the meeting.
The Commission concluded that this is plenty of notice even though there is not a set schedule for the meetings. Commissioner
Mains made a motion to not accept any agenda item less than 72 hours (Open Meeting Law) prior to the scheduled Civil Service
meeting. If the agenda item is not received by the Commission within 72 hours prior to the Commission meeting the agenda item will
be tabled until the next scheduled meeting. Seconded by Commissioner Galvin. Ayes all.
