CITY OF SARATOGA SPRINGS MUNICIPAL CIViL SERVICE COMMISSION SARATOGA Springs, NEW YORK 12866 REGULAR MEETING CITY COUNCIL CHAMBERS Wednesday, May 20, 2015 MINUTES PRESENT: elio delsette, chairperson Robert mains, commissioner Kimberly Galvin, commissioneR CHAIRPERSON DELSETTE CALLED THE MEETING TO ORDER AT 9:40am There being no one wishing to speak, Chairperson DelSette closed the public speaking session at 9:42am. FINANCE: Commissioner Galvin made a motion to approve the Provisional appointment of James Baker to the position of Help Desk Technician effective May 1, 2015. Seconded by Commissioner Mains. Ayes all. LIBRARY: The Commission discussed the proposed revisions to the Building Maintenance Worker job specification requested by the Public Library. The Commission determined that they had not received the information in time to properly review the revisions. Commissioner Mains made a motion to table the review of the job specification for the Building Maintenance Worker job specification until the next civil service meeting. Seconded by Commissioner Galvin. Ayes all. Commissioner Galvin made a motion to extend the temporary Grant appointment of Michele Madigan for the position of Financial Literacy Coordinator for until July 31, 2015. Seconded by Commissioner Mains. Ayes all. Commissioner Mains made a motion to approve the Non-Competitive appointment of Diane Denny to the position of Library Clerk part-time effective April 16, 2015. Seconded by Commissioner Galvin. Ayes all. MAYOR: Commissioner Galvin made a motion to approve the Provisional appointment of Kate Amello to the position of Human Resources Administrator effective May 11, 2015. The notice/agreement stated that the Commission was in agreement with the City Council’s proposal to change the civil service administration from the City of Saratoga Springs to Saratoga County Department of Personnel. The Commission discussed the request for signature and determined that the consolidation proposal was a result of the City Council refusing to properly fund and staff the office in spite of the lengthy report from the New York State Department of Civil Service detailing the areas of concern and non- compliance with Civil Service Law. After a lengthy discussion, the Commission determined they would not sign the notice/agreement. Commissioner Galvin made a motion to approve Matthew Dunn’s request to be change his status on the firefighter eligible list from “restricted” to active and place his name within the pool of candidates for the next agility test. Seconded by Commissioner Mains. Ayes all.
