DESIGN REVIEW COMMISSION MINUTES (FINAL) WEDNESDAY, MAY 6, 2015 7:00 P.M. APPLICATIONS UNDER CONSIDERATION: 1. 2005.029 BRAVO RESTAURANT FREESTANDING SIGN, 3246 South Broadway, Architectural Review of a freestanding sign within the Tourist Related Business-2 District. Agent: Daniel Roicki, Adirondack Sign Company Mr. Roicki stated the applicant is proposing a halo lit freestanding sign with LED lighting. Placement will be in the same location as the previous sign. The proposed height of the sign is between 7 and 8 feet tall. Tamie Ehinger, Vice Chairman, asked if anyone in the audience wished to comment on this application. None heard. RECUSAL: Commission member Richard Martin recused himself from this application. Applicant: Robert Curso, owner Mr. Curso stated the first part of the application is a signage change. The second portion is the replacement of the canopy and the third portion is the installation of fencing to hide the electrical and gas meters. The proposed fence will be 6 feet in height constructed of natural material and will remain unstained. The awning proposed is composed of steel and glass. The signage proposed will have white posts and cap with a blue backer panel, similar to Saratoga Spine Signage. The new sign will be internally lit and installed in the same location as the present signage. Tamie Ehinger, Vice Chairman, asked if there were any further questions or comments from the Commission. Kevin Ronayne, Vice President of Operations/Facilities, Saratoga Hospital stated the sign is the same color combination as the others on the hospital campus: Hospital Blue with white acrylic lettering. This is similar to the Saratoga Spine Sign. I support this signage application. Karen Cavotta made a motion in the matter of the Church Street Associates Freestanding Sign & Awning Replacement, 254 Church Street, that the application be approved as submitted with the following conditions: Signage – posts and caps are white with a blue backer panel and white lettering similar to the Saratoga Spine signage. Canopy – stainless steel plates should be mounted in the brick mortar joint. Fencing – natural finish as submitted. Robert West seconded the motion. Applicant: Debra Amory The applicant is proposing the installation of a shed on the property. Size of the shed is 16 x 10 red with white trim, to be placed in the rear of the yard. Photographs of the property outlining the shed location and design specifications were provided for the Commission’s review. This will not be visible from the street. Agent: Daniel Roicki, Adirondack Sign Company City of Saratoga Springs – Design Review Commission Minutes – May 6, 2015 - Page 2 of 7 Mr. Roicki stated the proposed signage is a wall sign constructed of high density urethane painted mahogany brown with carved brilliant gold lettering. This will be fastened into the mortar joints with stainless fasteners. No lighting is currently proposed. Applicants: Joe Krason, Sarafino Zaccone, Owners The applicants are requesting an outside seating area for 5 tables, 10 people. A proposed sketch was submitted for the Commission’s review. No issue with zoning and this is allowed in this district. Signage has been previously approved and in place. This is seasonal use only. Agent: James Catillaz Mr. Catillaz stated the applicant is proposing a 3.5 kw grid tied photovoltaic system consisting of 14 panels, on the southern facing roof plane of the home. You will be able to see the array traveling north on Hamilton Street. All wires and conductors will be hidden and not visible from the road. Equipment will be placed in the rear of the house. A structural report from their engineer was supplied for the Commissions review. Photographs of the proposed system were also supplied. RECUSAL: Richard Martin recused himself from this application. Applicant: William Snyder, owner. Mr. Snyder stated this application was originated to comply with the building code. On the north side of the building there are presently two skylights which will not allow egress and are not large enough to meet the light requirements. So we are looking to replace those with code compliant windows. They will be 2 ft closer to the edge of the roof because they must be accessible from the floor inside, and they are 1 foot larger. A visual presentation was provided for the Commission’s review. This will be connected to the home via a breezeway. Photographs of the home were provided for a view from the road. Tamie Ehinger, Vice Chairman, questioned the current pediment and asked the applicant if it could be made to look more pronounced. Discussion ensued regarding the gable end. Mr. Solarik stated the pediment area can be reworked to make the area more pronounced. He provided material selections for the Commission’s review. The brick will match the existing on the house. Applicant: Wiaofred Shung Agent: Iris Lu The applicant is proposing the installation of four vents on the roof to vent the hibachi. These vents will be hidden behind the roof parapet. Discussion ensued regarding this application. It was the consensus of the Commission to table this application since the applicant was not able to be present at the meeting. Tamie Ehinger, Vice Chairman, tabled this application until the May 20, 2015. 11. 2015.027 WOJDYLA RESIDENCE, 119 George Street, Historic Review of a residential addition in a Urban Residential-3 District. Agent: Tom Frost, Frost Hurff Architects Mr. Frost provided recent drawings of the proposed application. Mr. Frost provided a review of the application for the Commission. This is an extension to a bedroom. Setback 23 feet from the front of the house. A small window is facing George Street, while on the side there is a double hung window similar to the remainder of the house. A review of all elevations was provided by Mr. Frost. Materials were reviewed with the Commission as well as the use of painted stainless steel roofing material. Discussion ensued regarding the usage of the smaller window as proposed. It was the consensus of the Commission that the smaller window is more appropriate. Tamie Ehinger, Vice Chairman, stated a letter was received on May 6, 2015 from the Saratoga Preservation Foundation and it was read into the record. Bradley Birge stated the applicant is looking to remove the current tin roof and replace the current roof with asphalt shingles in a dark red color. Discussion ensued regarding the color of the proposed roofing material on the brick building.
