CHAIRPERSON DELSETTE CALLED THE MEETING TO ORDER AT 9:35am
Chairperson DelSette opened the public speaking session at 9:36am
There being no one wishing to speak, Chairperson DelSette closed the public speaking session at 9:36am.
Commissioner Mains made a motion to approve the February 27, 2015 minutes. Seconded by Chairperson DelSette. Ayes all.
ACCOUNTS: The secretary informed the Commission that the paper work had not been submitted by Commissioner Franck.
Commissioner Mains made a motion to table the Exempt Classification review of the Deputy Commissioner of Accounts position
until the next Civil Service meeting. Seconded by Chairperson DelSette. Ayes all.
Commissioner Mains made a motion to approve the grant funded temporary part-time appointment of Melissa Barney to the position
of Records Management Clerk effective April 20, 2015 up to and including June 30, 2015. Seconded by Chairperson DelSette. Ayes
all.
CITY CENTER: Commissioner Mains made a motion to approve the Labor Class appointment of Cassandra Garnsey to the position
of Cleaner effective April 2, 2015. Seconded by Chairperson DelSette. Ayes all.
Chairperson DelSette made a motion to approve the Labor Class appointment of Peter Vavsour to the position of Laborer effective
March 18, 2015. Seconded by Commissioner Mains. Ayes all.
LIBRARY: Commissioner Mains made a motion to approve the Labor Class appointment of Tyler Carey to the position of Library
Shelver effective April 6, 2015. Seconded by Chairperson DelSette. Ayes all.
Commissioner Mains made a motion to approve the Labor Class appointment of Sandra Ferreira to the position of Library Shelver
effective March 26, 2015. Seconded by Chairperson DelSette. Ayes all.
Commissioner Mains made a motion to approve the Labor Class appointment of Mathew Malinoski to the position of Library Shelver
effective April 6, 2015. Seconded by Commissioner DelSette. Ayes all.
MAYOR: Commissioner Mains made a motion to approve the leave of absence for Margaret McIntyre for a period of three (3) months
effective March 21, 2015 up to and including June 21, 2015. Seconded by Chairperson DelSette. Ayes all.
PUBLIC SAFETY: Fire Chief Robert Williams and Union President James Morrow addressed the Commission regarding random
alcohol and drug testing. Chief Williams (representing Commissioner Mathiesen) are encouraging a drug/alcohol free environment
with zero tolerance. They are requesting that the random drug testing be placed in the job specification.
Union President Morrow agrees with the drug/alcohol free environment; the drug and alcohol testing policy is the top subject during
contract negotiations, however, the Union would prefer the random drug testing be added to the job specification after
approval/adoption in the Union contract.
Commissioner Mains made a motion to table this issue until the Union, the Commissioner, and the Fire Chief had a opportunity to
discuss this issue further. Seconded by Chairperson DelSette. Ayes all.
PUBLIC SAFETY: Commissioner Mains made a motion to approve the Non-Competitive appointment of Robert Stiles to the
position of School Crossing Guard-part time effective April 14, 2015. Seconded by Chairperson Delsette. Ayes all.
Commissioner Mains made a motion to approve the temporary leave coverage appointment of Lisa Sarro to the position of Animal
Control/Parking Enforcement Officer for effective April 11, 2015. Seconded by Chairperson DelSette. Ayes all.
PUBLIC WORKS: Commissioner Mains made a motion to approve the leave of absence for William Burgess effective
February 3, 2015. Seconded by Chairperson DelSette. Ayes all.
Commissioner Mains made a motion to approve the leave of absence for Sharon McCormick effective February 19, 2015. Seconded
by Chairperson DelSette. Ayes all.
Commissioner Mains made a motion to approve the Labor Class appointment of Gene Ellis, Jr to the position of Laborer effective
May 4, 2015. Seconded by Chairperson DelSette. Ayes all.
Commissioner Mains made a motion to approve the Labor Class appointment of Sara Zacek to the position of Laborer on a part-time
basis effective March 9, 2015. Seconded by Chairperson DelSette. Ayes all.
Commissioner Mains made a motion to revise the Laborer job specification as requested by the Commissioner of Public Works.
Seconded by Chairperson DelSette. Ayes all.
ADD: WHEN ASSIGNED TO THE TRANSFER STATION:
Performs general clean-up work such as removing debris, raking leaves, cutting grass and weeds, shoveling snow, and assisting in
collection of rubbish and litter from public lands and facilities;
Locks and unlocks transfer station gate;
Directs patrons to unloading docks, bays or sites and away from dangerous or other off-limits areas;
Instructs driver regarding proper handling procedures for various waste types, including segregation of recyclable materials, and
disposal of non-recyclable materials;
Gathers and carries containers of refuse or recyclables from patrons and dumps into storage containers or collection truck;
Inspects, sorts and separates materials according to type, size, condition or other characteristics;
Separates recyclables such as paper, bottles, plastic and metal from refuse;
Places recyclable materials in proper storage containers or collection truck;
Attaches labels to storage containers to identify contents;
Monitors transfer station for signs of trespassers, vandals, vermin, flood, fire, unusual gaseous or liquid discharges or other unusual
conditions or events;
Notifies superior or other appropriate authority on discovery of unusual conditions or events;
Performs cleaning and minor repairs and maintenance to fences, gates, signs, buildings and other various equipment;
Collects money and balances drawer daily.
The Commissioner reviewed the Assistant Chief Water Treatment Plant Operator job specification. No revisions were made.
Commissioner Mains made a motion to revise the Public Works Director job specification as recommended by the Commissioner of
Public Works. (see attached) Seconded by Chairperson DelSette. Ayes all.
RECREATION: Commissioner Mains made a motion to classify one temporary Clerk part-time position (grant funded) effective
April 7, 2015 up to and including June 30, 2015. Seconded by Chairperson DelSette. Ayes all.
Commissioner Mains made a motion to approve the temporary grant funded appointment of Kyle Wagner to the position of Clerk
part-time effective April 16, 2015 up to and including June 30, 2015. Seconded by Chairperson DelSette. Ayes all.

CIVIL SERVICE: Chairperson DelSette made motion to deny Erin Leah Canning’s request for an alternate test date for the
Secretary to the Office of Planning and Economic Development. Seconded by Commissioner Mains. Ayes all.
Chairperson DelSette made a motion to uphold the 504. Disapprovals. Seconded by Commissioner Mains. Ayes all.
Chairperson DelSette made a motion to “reactivate” the candidate’s name to the eligible list. Seconded by Commissioner Mains.

Commissioner Mains made a motion to approve the annual Examination Fee Report as prepared by the secretary. Seconded by
Chairperson DelSette. Ayes all.
The Commission discussed the Mayor’s request to remove the Human Resources Administrator from the Competitive Class to the
Non-Competitive Class due to recruitment issues. The secretary explained that the past few examinations for Human Resources
Administrator have not resulted in a mandatory eligible list.
The Commission would have to petition the New York State Department of Civil Service for approval; submit supporting
documentation such as: verification of a public hearing, verification of publication of the examination announcement, the examination
announcements resulting in 3 or less applicants, verification of an appropriate salary, and a written summary from the Commission
explaining their request.
Chairperson DelSette made a motion to table this request for further discussion. Seconded by Commissioner Mains. Ayes all.
The Commission reviewed the New York State Civil Service Commission’s notification regarding the recent Director of Facilities III
examination indicating that approximately 2, 000 candidates had applied for the exam.
