CITY OF SARATOGA SPRINGS MUNICIPAL CIVL SERVICE COMMISSION SARATOGA SPRINGS, NEW YORK 12866 regular MEETING city council chambers Thursday, august 6, 2015 MINUTES PRESENT: elio dELsette, chairperson Robert mains, commissioner ABSENT: KIMBERLY GALVIN, COMMISSIONER Chairperson DelSette opened the meeting at 9:43am. Chairperson DelSette opened the public speaking session at 9:43am There being no one wishing to speak, Chairperson DelSette closed the public speaking session at 9:44am. Chairperson DelSette made a motion to approve the April 21, 2015 and May 20, 2015 minutes. Seconded by Commissioner Mains. Ayes all. ACCOUNTS: The secretary informed the Commission that Commissioner of Accounts had not submitted the required paper work. Chairperson DelSette asked the secretary to re-send the document to Commissioner Franck and to remind Commissioner Franck that Civil Service Law required the review of this Exempt Class position. Chairperson DelSette made a motion to table the review of the Deputy Commissioner of Accounts position until the next Civil Service Commission meeting. Seconded by Commissioner Mains. Ayes all. LIBRARY: Chairperson DelSette made a motion to approve the revisions recommended by the Library Director to the position of Building Maintenance Worker. Seconded by Commissioner Mains. Ayes all. Commissioner Mains made a motion to approve the Labor Class re-instatement of Monica Quinn to the position of Library Shelver effective July 7, 2015. Seconded by Chairperson DelSette. Ayes all. PUBLIC SAFETY: Chairperson DelSette made a motion to approve the transfer request for John Donnelly to the position of Code Administrator effective June 8, 2015. Seconded by Commissioner Mains. Ayes all. Commissioner Mains made a motion to approve the following temporary Labor Class appointment. Seconded by Chairperson DelSette. Ayes all. Michael Brown Laborer effective June 1, 2015 to August 28, 2015 Brandon Degener Laborer effective 1, 2015 to August 28, 2015 Chairperson DelSette made a motion to approve the following temporary seasonal Non-Competitive appointments to the position of Vehicle Traffic Controller effective July 24, 2015 up to and including September 8, 2015. Seconded by Commissioner Mains. Ayes all. Chief Williams explained that the Administration and the Union had come to an agreement regarding the random drug testing; the Chief will return to the Commission to add wording for the random drug testing once the Union Contract has been approved. However, the random drug testing wording was kept in place for the Chief and Assistant Chief’s job specifications. The Chief and the Commissioner feel that the changes made to the minimum qualifications will open up the candidate pool. PUBLIC SAFETY: Commissioner Mains made a motion to approve the Commissioner of Public Safety, Fire Chief and Union President’s recommended changes to the following job specifications. Seconded by Chairperson DelSette. Ayes all. Assistant Fire Chief, Fire Chief, Fire Captain and Fire Lieutenant PUBLIC WORKS: Commissioner Mains made a motion to approve the Provisional appointment of Lauritz Rasmussen to the position of Public Works Director effective July 6, 2015. Seconded by Chairperson Mains. Ayes all. Commissioner Mains made a motion to confirm the following summer Labor Class employment effective May 27, 2015 until October 31, 2015. Seconded by Chairperson DelSette. Ayes all. Marianne Altieri Sheila O’Donnell Sara Zacel Commissioner Mains made a motion to confirm the following Labor Class appointments.. SCHOOL DISTRICT: The Commission review the new position duty statement submitted by the School District for a higher level nursing position to supervise the Licensed Practical Nurses and the Registered Professional Nurses employed by the School District. The secretary explained to the State that no progress had been made; that there were no additional funds for staffing, monitors, computer software, etc. After a lengthy discussion, the State has decided to wait until November (after the budget process) to conduct their follow-up review. The secretary presented the Commission with the MSD memo indicating a change in leadership within the State Civil Service. The secretary presented the Commission with the MSD memo explaining the term of office for the position classified as Personnel Officer/Personnel Director. CIVIL SERVICE: The secretary presented the Commission with the 2014 Annual report for their review. The secretary presented the resolution for Non-Union personnel for their review and comments. The secretary informed the Commission that any comments were to be directed to the Commissioner or Deputy Commissioner of Finance. The Commission reviewed the proposed 2016 Operational Budget for the Civil Service Commission. The After a lengthy discussion, the Chairperson made a motion to revise the budget as listed below. Seconded by Commissioner Mains. Ayes all. REVISIONS: 2% salary increase for the secretary; addition of $35,000.00 for a full-time clerical person; $2,000.00 for facility rental for examinations. The Commission asked the secretary to present the budget to the Deputy Mayor and the Finance office, reminding both offices of the Stated Education Law reimbursement required from the School District.
