City of Saratoga Springs JACLYN HAKES, CHAIR LOU SCHNEIDER, VICE CHAIR SHARED ACCESS ADVISORY BOARD MARK BENAQUISTA 474 Broadway THERESA CAPOZZOLA Saratoga Springs, New York 12866 KEN GREY _____________________ STEPHAN GODLEWSKI Telephone 518-587-3550 Fax 518-587-1688 CHARLIE SAMUELS Shared  Access  Advisory  Board  (SAAB)  Meeting  Minutes   February  7,  2013   City  Council  Room—5:00  PM       Attendees   Board  Members:  Mark  Benaquista,  Steve  Godlewski,  Charlie  Samuels,  Lou  Schneider,  Jackie  Hakes,  Ken   Grey,  Theresa  Capozzola  (arrived  late)   Staff  and  Others:  Kate  Maynard,  Stephanie  Seidmon,  and  Tony  Izzo,  Shauna  Sutton     Public  Comment  Period   • Jim  Zack:  Gave  Stephanie  the  Google  Map  that  he  created  with  Tobin  and  others  that  maps   potential  Bike  Boulevards  and  Bike  Lanes     1.      Approve  meeting  minutes  from  November  5th  and  January  3rd   • November  5th:   o Lou  motions  to  approve   o Ken  seconds   o All  in  favor;  none  opposed.    Motion  passes.   • January  3rd:   o Steve  motions  to  approve   o Mark  seconds   o All  in  favor;  none  opposed;  Jackie  and  Ken  abstain.  Motion  carries.     2.      Complete  Streets  Checklist   • Complete  Streets  checklist  for  all  public  and  private  projects  for  review  during  the  planning   and  design  phase.    The  checklist  may  also  be  used  for  applications  before  the  land  use  board   for  review  of  private  projects.   • Jackie  provided  a  hypothetical  project  with  which  the  board  could  further  examine  the   effectiveness  of  the  checklist.   • Changes:   o Adding  hyperlinks  to  referenced  documents   o Ask  “has  CDTA  been  contacted?”   o Add  another  box:  “connectivity”   • Next  Steps:   o Jackie  will  finalize  a  draft  of  this  for  review,  then  the  board  will  send  this  on  to  the  land   use  board.       3.      Mapping  Special  Development  Areas  March  1st  —8th   • Hired  GPS  units  to  map  existing  conditions  of  the  Special  Development  Areas     4.      Next  Steps   • Next  meeting  March  7th  @  5pm   • Newsletter   • 2013  priorities   • name  change   o has  to  be  brought  to  the  city  council  (can  do  that  in  tandem  with  the  newsletter)   • Linkage  study   o Should  it  be  awarded,  CDTC  staff,  DOT,  County  Representative,  CDTA,  and  a  consultant   get  together  and  ask  the  community  who  they  want  to  include  in  the  process—this  will   include  at  least  a  SAAB  liason.     Public  Comment  Period   • Jim  Zack   o In  the  existing  conditions,  the  checklist  should  ask  if  there  is  evidence  that  bike  and   pedestrian  activity  occurs  (dirt  paths,  desire  paths,  etc.)   o Signage  for  bicyclists  similar  to  what  cars  get   • Tony  Izzo   o A  lot  of  the  checklist  is  factual.    Maybe  the  more  evaluative  concepts  can  be  looked  at   by  the  board  as  opposed  to  the  applicant.   • Shauna  Sutton   o Possibly  restructuring  and  reformatting  the  questions  to  make  it  less  repetitive.   2
