ADVISORY BOARD
MEETING MINUTES
MARCH 16, 2017
5:00 P.M.
COUNCIL CHAMBERS, CITY HALL
ATTENDEES: LOU SCHNEIDER, COLIN KLEPETAR, ROB WRIGHT, KEN GREY, DOUGLAS HALLER, AND TINA CARTON.
ABSENT: MAUREEN ROBERTS, STEVE GODLEWSKI

CALL TO ORDER – LOU SCHNEIDER CALLED THE MEETING TO ORDER AT 5:06 P.M.
PUBLIC COMMENT – NO PUBLIC COMMENT.
APPROVAL OF MINUTES- 2/02/2016 MEETING
Copies of the minutes were distributed at the meeting for review. With a quorum
present, Lou Schneider made a motion to accept the minutes. First Ken Grey, second
Maureen Roberts. Unanimous vote to accept the minutes.

UPDATE ON COMPLETE STREETS POLICY
Tina Carton provided an update on the status of the policy changes. The policy is still
currently in the process of being reviewed and edited. the policy in the upcoming
month. Colin is working to schedule a meeting with the DPW to address their concerns
regarding the policy.
UPDATE ON CDTA BIKESHARE AND TROLLEY
a. BIKE RACK SURVEY: THE 2017 CDTA BIKESHARE PROGRAM
CDTA requested information on the location of bike racks in the City. Tina Carton
followed up with CDTC and Doug Haller and found the following information on where

they were installed as part of the 2012 CDTA program. The bike rack locations can be

In addition, Doug Haller stated that he entered bike racks into Google Maps.
In early April, the committee discussed updating the maps. The committee planned on
dividing up the City and giving each member a part of the City to walk and track
locations.
b. PROPOSED STAKEHOLDER MEETING:
Kate Maynard will be setting up a stakeholder meeting to discuss the upcoming CDTA
bike share program and summer trolley schedule with stakeholders. The meeting is
expected to happen in the next month and Tina Carton will update the committee on
the results of the meeting.
UPDATE ON DOWNTOWN CONNECTOR
The City has received a formal letter to start the contract process with DEC and will
begin to finalize the contract process.
UPDATE ON GEYSER ROAD MULTI-USE TRAIL
Tina Carton shared with the committee an update provided by Brad Birge, Administrator
of Planning and Development, on the status of the Geyser Road Trail.
INNOVATIVE METHODS TO ENCOURAGE SNOW REMOVAL
The committee discussed Maureen Robert’s editorial that was published in the
Saratogian.
OTHER BUSINESS
a. COMMISSIONER MATHIESEN LETTER TO DOT FOR INTERSECTION IMPROVEMENTS
Tina Carton provided the committee an update on a letter submitted by Commissioner
Mathiesen on dangerous intersections in the City that the City would like the DOT to
consider for safety improvements in the coming year. The committee agreed with the
recommendations for these intersections and discussed their safety concerns.
b. WOODLAWN AVENUE GARAGE EV CHARGING STATIONS

Tina Carton gave an update on the recent submission on a DEC grant to install EV
charging stations in the 6 Woodlawn Avenue garage.
c. ALETTA STREET CONNECTOR:
Doug Haller gave the committee an update on the progress for a trail connection
between Aletta St. and Railroad Run Trail. The City and Empire State College are
reaching an agreement on Empire College granting an easement to the City to construct
the trail. The Planning Department will then work with DPW to finding funding for the
segment.
d. UPCOMING BIKE EVENTS:
May 19th is Bike to Work Day. The committee discussed ideas for promoting the event.
Other events to coordinate with would be the May 12th Lake Avenue Bike Rodeo and
Bike to School day on May 5th.
e. MAYOR’S SENIOR CITIZEN QUARTERLY MEETINGS
Lou Schneider informed the committee that the Mayor would like to convene quarterly
meetings between the Complete Streets committee and the Senior Citizen committee in
order to facilitate a conversation and inclusion of senior complete street concerns.
f. COMPLETE STREETS MOVIE
Rob Wright updated the group that the Complete Streets movie was near completion. It
is currently in final edit with the score being completed at Skidmore College. Bike to
Work Day may be a great opportunity to promote the movie and have the screening.
